Non Technical Summary
South Carolina State University's Camp Harry E. Daniels has been designated as an historic site. An analysis of the resources of Camp Harry E. Daniels will show a continued need of funding to address the aging facilities. Through the 1890 Facilities Grant program, some of the inequities have and will continue to be addressed. The grant program will enable SCSU to make facility improvements in an effort to provide a location for research, teaching, and extension. In addition to facility improvements, it allows the University to strengthen its ability to address the needs of the faculty, staff, students, and community in a comprehensive manner. The University's strategic plan as well as 1890's Plan of Work encourages the continuous review and improvement of facilities, equipment, and programs. The objectives discussed throughout the five-year facilities plan are consistent with our mission and are designed to embrace new and emerging issues related to the food and agricultural sciences, the advancement of human capital and the recognition of the land-grant universities as economic entities, which positively impact the state

Goals / Objectives
The University's major goal for the 2023-20271890 Facility Grant Proposal is the continued redevelopment and development of the facilities on the grounds of its Community and Human Development Center housedat Camp Harry E. Daniels, located in Elloree South Carolina.Based on lessons learned successfully implementing our previous 1890 Facility Grant Proposals, we have decided to apply all funds associated with the 2023-2028 award with one clearly define, realistic and achievableobjective.Objective #1: Continue the renovation and construction of facilities at Camp Harry E. Daniels to house youth and adult participants, program and facility staff, equipment, and supplies.The revitalization of Camp Harry E. Daniels remains a top objective of the 1890 SCSU Research and Extension Program. At its prime, the 267-acre property located in Elloree, SC was the site of 4-H youth residential camps. The camps were attended yearly by hundreds of youths from across the state of South Carolina. Once all construction and renovation tasks are completed, Camp Harry E. Daniels will once again serve as the site for various youth residential camps, as well as provide up to date space and technology services for businesses and community groups in the area to conduct meetings and retreats. Camp Daniels will also offer research farm demonstration sites to assist and train farmers in the latest agricultural techniques and best practices. Additionally, The Academy and Evans-Allen Projects will have access to state of the arts facilities designed to enhance and support Teaching, Research and Extension collaborative activities.?
Project Methods
1890 Facilities are planned and designed to be used for many years. To provide long-term usefulness tothe district and to justify the expensive investment in a school plant, the following principles aresuggested as guidelines to the school building committee:1. FLEXIBILITY: Modern technology has made available a wide choice of versatileconstruction materials that will make a building adjustable to future changes in curriculumand teaching methods.2. DURABILITY: Buildings should be constructed of durable materials.3. EXPANDABILITY: While leaving the original concept of the structure intact, buildingdesign should provide for the possibility of future additions,4. ACCESSIBILITY: Buildings should be designed to allow easy flow of traffic for all who usethe building in accordance with all relevant state and federal statutes. This principle appliesboth to vehicular traffic (accessibility to public thoroughfares and ample provision forparking) and to the establishment of good traffic patterns inside the school.5. ENVIRONMENTAL MATTERS: Buildings should meet the standards of indoor air qualityand address other environmental issues. Aesthetic values must be considered in planning thetotal school environment, therefore, the surroundings should be comfortable, pleasing andsafe.6. FUNCTIONALITY: Upon completion of the project, all areas shall be fully operational,with equipment and furnishings suitable for optimal learning. Adequate resources should beallocated to the original project to ensure that all intended areas are fully functional.
