Outputs Target Audience:Our public audience includes a diverse range of stakeholders who are instrumental in building a resilient future for Louisiana. These groups include low-income communities, home builders, youth, and policymakers.For low-income communities, we focus on providing affordable, resilient housing solutions, ensuring that they are prepared for natural hazards such as windstorms and flooding. By working with nonprofit organizations like Project Build a Future (PBAF) and attending outreach events across Louisiana, we provided these communities with information on the steps and benefits of applying the FORTIFIED standard.Home builders and related professionals are also vital to the widespread adoption of resilient building practices. Through targeted training sessions and educational resources, we increased their knowledge and encouraged the use of FORTIFIED® and other mitigation strategies to enhance the wind resistance of homes.Youth, especially those engaged in 4-H programs, were another critical audience for this project. Our hands-on educational activities, aligned with Louisiana Department of Education's science standards, empower young people with the knowledge and skills to protect their homes and families from extreme weather events. This not only builds awareness but also promotes a culture of emergency preparedness in future generations.Finally, policymakers are key players in driving community-wide change. Through presentations and meetings with mayors around the state, project staff discussed the benefits of opting for higher building standards in their jurisdictions and the benefits for citizens. Changes/Problems:At the beginning of the project, we had a 3-month delayed hire of our statewide extension resilience educator. We overcame this problem by supplementing with coverage from other BREAK team members. This allowed for prompt progress in the work that needed to be done within that time period. What opportunities for training and professional development has the project provided? FORTIFIED® Wise University Online Training- The BREAK team individually completed the FORTIFIED® Home Fundamentals and FORTIFIED® Training Preview courses available for professionals on the FORTIFIED® website. Also, team members completed the FORTIFIED® evaluator training to gain more in-depth knowledge of what is required in the different levels of the FORTIFIED® standard. This training helped the team better understand the role of the FORTIFIED® evaluator. Tornado Tales Webinar- Claire Scott listened in on a webinar that explained how the NOAA's National Severe Storms Laboratory captures people's experiences withtornadoes and uses the data collected on this site to help improvetornadoforecasts. EDEN Neighbors Helping Neighbors Webinar- Claire Scott attended a webinar conducted by The National Severe Storms Laboratory and the Mississippi-Alabama Sea Grant Consortium which highlighted a neighborhood-level approach to severe weather preparedness to empower individuals to understand their role in helping one another in the event of severe weather and acquire the skills necessary for an appropriate response. ResilientHousingPlanning Guide Training- The BREAK team participated in this training that was designed to provide extension professionals with theinformation they need to share the Housing PlanningGuide with the communities they support. TheResilientHousingPlanning Guide was created to assist communities in better understanding their risks, identify mitigation and land use planning strategies, and provide feedback to consultants.? 2023 Annual EDEN Conference in Salt Lake City, Utah -On 26 September- 29 September 2023, Carol Friedland and Stacia Conger attended this conference which united the extension disaster education network through keynote speakers, presentation breakouts, and poster sessions. Disaster PRIMR 2024 Conference in College Station, Texas - Bob Rohli with LSU and Angell Jordan with Southern University participated in this conference on 26 February- 28 February 2024 which presented opportunities to discuss and explore the challenges of converging boundaries and techniques to mitigate them and improve the resilience of communities throughout. CPEX Smart Growth Summit in Baton Rouge, Louisiana - Claire Scott attended this summit which provided the opportunity to be at the forefront of sustainable, resilient, and people-centric planning and best practices through interactive, informative sessions. National Institute of Building Science conference in Washington D.C.- Celeste Robin and Shelly Kleinpeter participated in this conference from 22 May- 24 May 2024 which included sessions related to building codes and the need for a more unified and sustainable versions from each state. It also included presentations focused on new building technologies and techniques that are more resilient to extreme weather and the need to promote these practices. Extreme Builders South Summit in Little Rock, Arkansas - On 23 April 2024, Claire Scott attended this summit which included live demonstrations that showcased the latest construction methods and materials as well as incorporated presentations by Extreme Panel Technologies and Matt Risinger. 49th Annual Natural Hazards Research and Applications Workshop in Broomfield, Colorado - From 15 July- 17 July 2024, Carol Friedland and Rubay Mostafiz participated in this workshop which highlighted ways to take stock of advances in the hazard and disaster field as participants shared strategies for creatively communicating about risk. Project staff collaborated with communications staff at IBHS and Smart Home America to refine the publications before they were in the final phase of development. This process also identified information gaps and lead to more publications being added to the series to ensure that all areas of the FORTIFIED® standard were addressed. All BREAK team members conducted their own self-study of the FORTIFIED® standards as needed for creation of publications, presentations, and surveys. This included free resources online and the FORTIFIED® technical manual to better understand the process and requirements. Claire Scott visited Clare Homes, a high-performance home builder in Lafayette, Louisiana, during the process of installing a FORTIFIED® roof. She documented "real world" pictures and videos to share with the team and to use as a resource for FORTIFIED® roof informative videos. How have the results been disseminated to communities of interest?The following activites are events that reached the communities of interest in this project. From professional groups such as realtors and homebuilders to local policymakers and youth in rural and urban areas, the project team effectively conveyed the benefits ofwind mitigation techniques, with a strong focus on the FORTIFIED® standard. These activities resulted in measurable increases in knowledge and an elevated likelihood of adopting resilience measures, with significant outreach to underserved and vulnerable populations in Louisiana. Project staff reached the professional community by presenting to groups of realtors and homebuilders across the state about the benefits of resilient building techniques like FORTIFIED®. The goal of these presentations and training was to inform attendees about how mitigation to severe wind can benefit them professionally. During these trainings there was a 54% knowledge increase in FORTIFIED®and other mitigation techniques, and the likelihood of participants adopting FORTIFIED® grew to 89% with no barriers to adoption identified. Examples include a presentation to the Lake Charles Home Builders association on 15 December 2023 which included Julie Shiyou-Woodard from Smart Home America and Alex Cary with FORTIFIED® As well as a presentation to the Greater Baton Rouge Association of Realtors on 17 April 2024 which explained the FORTIFIED® standard and the benefits of wind and flood risk mitigation. Members of the project staff also met with mayors of smaller cities in Southwestern Louisiana (Broussard, Carencro, Lafayette, Scott, and Youngsville) to discuss the benefits of FORTIFIED® and adopting FORTIFIED® features into the local building codes. Because these communities are near the coast with higher wind speeds during severe weather, building to the FORTIFIED® standard could be more cost-effective Ocean Commotion is a Louisiana Sea Grant event on the LSU Baton Rouge campus that allows primary and middle school students to explore different learning activities and exhibits related to Louisiana's aquatic landscape. For this event, project staff did an activity on preventing flood damage and another program to show the students what they should include in their emergency kit. Over 2000 students attended the event on 25 October 2023. On 16 November 2023, Ken Guidry and Emery DeSonier participated in 4-H Challenge Camp where they facilitated a flood resilience challenge to 172 middle schoolers. Celeste Robin completed a presentation about sustainability and resiliency to boy scouts for the Winter Campout at the Kinsey Scout reservation in Stonewall, Louisiana on 20 November 2023. Staff attended the LSU AgCenter Livestock show in Gonzales, Louisiana, and the Southern University AgCenter Livestock show in Baton Rouge, Louisiana. At these events, project staff completed shortened versions of activities from the YPI for 1,563 youth from 10 February- 15 February 2024. On 28 February 2024, Emery DeSonier attended the Jagriculture Emergency Managementin partnership with Southern University. A total of 1100 youth were reached through our flood resilience challenge. At the Northeast Louisiana Home Show in Monroe, Louisiana, the BREAK team reached 51 youth through our Flood Fighter Challenge activity on 2 March and 3 March 2024. On 5 March 2024, Ken Guidry did a demonstration at a STEM night event at a school in Paulina, Louisiana. The activity mimicked the story of the Three Little Pigs and taught 70 students about the benefits of resilient homes. Emery DeSonier attended the Watershed Workshop Festival in Shreveport, Louisiana on 30 March 2024, where 70 children participated in our Flood Fighter Challenge. The BREAK team had a booth at the LSU AgCenter New Orleans Spring Garden Show on 6 April 2024 where 109 youth were reached. AgMagic is a weeklong event hosted by the LSU AgCenter in March that brings primary and middle school students from across the state to LSU's Baton Rouge Campus to learn more about the AgCenter's offerings and different areas of focus. Staff attended the event for all five days in Baton Rouge and completed an activity related to wind and flood resilience; 7743 youth attended the event. Additionally, there is a smaller event called "AgMagic on the River" in New Orleans and the same activities were done for 185 youth. Celeste Robin attended an Earth Day event at the zoo in Alexandria, Louisiana, and did resilience activities with youth and spoke with parents attending about the benefits of resilience; 1237 were reached at this event. Celeste Robin and Claire Scott traveled to Haynesville, Louisiana on 13 May 2024 for the Claiborne Parish Water Festival, where 189 youth rotated through our station based on flood resilience. The extension educator developed and hosted a summer camp for 4-H students called "Resilient Rangers" on 18 July 2024. Campers participated in a STEM challenge where they used various materials to protect their home from flooded waters. They learned about plants and animals whose structures are naturally resilient to wind and then mimicked these concepts to build a structure with marshmallows, toothpicks, and string that would withstand the force of a blow dryer. Also, campers created their own emergency go-bags. We ended the day with a challenge in which the students combined their knowledge from all three activities in order to build a house resilient to wind and flood and create an emergency plan if they stayed at home vs. evacuated. In addition to hosting this camp, extension staff attended other 4-H camps across the state: St Martin Parish Geaux Bag Camp - 17 youth reached, Acadia Parish 4-H Summer Camp- 46 youth reached, UL Lafayette Robotics Camp- 33 youth reached, West Baton Rouge 4-H Camp- 61 youth reached, and Carencro Summer Camp- 54 youth reached. During the project, members of the team connected with Project Build a Future (PBAF), a nonprofit in Lake Charles dedicated to reviving the city by providing affordable, resilient housing to low-income residents. Currently, PBAF is working on a neighborhood of multifamily homes for first-time homebuyers in Lake Charles to purchase for lower prices that will be built to FORTIFIED® and ENERGY STAR standards. The project team provided resources to PBAF on the benefits of FORTIFIED® based on their wind speed zone as well as a freeboard recommendation based on the flood risk of the development. Impacts What was accomplished under these goals?
Goal 1 -During the BREAK project, all team members completed the "FORTIFIED® Wise University" training within the first four months to understand the fundamentals of FORTIFIED® homes. They also studied FORTIFIED® manuals and conducted field studies of homes built to these standards. The team collaborated with the Insurance Institute for Business & Home Safety (IBHS) and FORTIFIED® staff to ensure the accuracy of resources produced. A new extension resilience educator was hired to lead presentations, youth activities, and workshops on wind resilience. Internal data collected showed the entire team was successfully trained to better understand the FORTIFIED® standard. Goal 2 -The BREAK project team presented to five mayors in Southwest Louisiana, raising awareness about the FORTIFIED® standard, LaHouse resources, and the state hazard mitigation plan. The team also conducted a successful Continuing Education course, "FORTIFIED® HOMES - Better Now than Later," through the Greater Baton Rouge Association of Realtors, which led to additional sessions being scheduled. Continuing education programs were also offered to homebuilders in Lake Charles, Louisiana, a region that has seen continuous destruction from hurricanes. Four formal Project Advisory Board meetings were held throughout the project. Data was collected through focus groups and surveys to assess the strength of partnerships and program effectiveness. Results showed that LaHouse's credibility as a resource and its positive community impact improved significantly, with stakeholders reporting increased likelihood to use LaHouse resources (from 80% to 86%). FORTIFIED® training also boosted participants' knowledge and likelihood of adopting FORTIFIED® measures by 16.23%. Community engagement throughout the program strengthened relationships and enhanced LaHouse's role as a valuable community resource. Goal 3 - The BREAK project effectively enhanced equity in Louisiana through a comprehensive statewide education and outreach campaign, engaging many different groups.Training programs reached a diverse audience, including presentations at events such as homebuilder and real estate courses, extension events for youth, and other community outreach events. The total educational contacts and reach for the project was 12,471 through in-person extension. At one event, 90% of participants gained knowledge about the LaHouse Research & Educational Center, 88% about the BREAK Project, 91% about the benefits of having a FORTIFIED® home, 92% about the benefits of home elevation (freeboard), and 90% about LaHouse resources and training opportunities. The likelihood of implementing FORTIFIED® measures increased from 76.40% before training to 90% after. The youth preparedness curriculum (YPI) that was developed throughout the course of the project aligned with Louisiana education standards so that teachers can seamlessly use it in their lessons. At one extension event, 98% of youth correctly identified strategies to protect their homes from flooding, indicating the program's effectiveness in communicating essential flood protection strategies. Furthermore, 92% of youth correctly identified items that should be included in an emergency or disaster kit, demonstrating the program's success in educating participants about essential emergency preparedness. Staff participated in Ocean Commotion, put on by Louisiana Sea Grant, and AgMagic, put on by the LSU AgCenter. Both of these events are field trip opportunities for middle and primary school aged students to explore many different STEM disciplines. 9755 youth were reached between these two events alone. The project also produced educational publications and shared resources digitally through the Extension Disaster Education Network (EDEN), with a focus on hurricane preparedness. 71 posts were shared from the center's social media, reaching nearly 30,000 people. Additionally, the team contributed an article to the Louisiana Agriculture Magazine about the project and the benefits of FORTIFIED which circulates to 12,000 people across the state. Mixed-method evaluations, including surveys and focus groups, revealed significant knowledge gains and increased likelihood to adopt resilient home strategies among participants. The Carnegie Community Partnership Scale was utilized to assess the strength and quality of partnerships formed through the program.
