The proposed project will address two program work areas: It will enhance national, regional, multi-state, and state networks, and it will improve national, regional, multi-state, and state stakeholder partnerships.Each state has a State Mitigation Plan that local and multi-jurisdictional plans need to comply with, and while initial development will occur based on the current HMP Extension activities in Illinois, modifying the process into a formal curriculum that also addresses Michigan's Mitigation Plan will help the project team understand modifications that may need to be made for other states. To achieve this, the project team will assemble a team of Extension Professionals from Land Grant Universities in each of the FEMA regions to review and provide feedback on the curriculum and tool. While the curriculum and tool at the end of the project period will likely not address the uniqueness of every state, it will include guidance on how Extension professionals can modify for use in their state.

Objective 1: Develop curriculum and tools that support Extension Professionals' ability to help communities develop Hazard Mitigation Plans.Objective 2: Provide training that supports Extension Professionals' ability to customize the curriculum and tool so it can be used by communities in their state.Objective 3: Increase the number of Hazard Mitigation Plans created or updated in Michigan and nationally.
Project Methods
Methods to address Objective 1:• Review and document Illinois Extension's process for assisting communities with multi-jurisdictional HMPs in Cass and Hancock Counties.• Collect and compile HMPs to review and compare language.• Continue identifying HMP best practices in the literature (for plan quality) and documents and materials from FEMA that outline HMP plan components.• Develop draft curriculum and tool for HMPs; share with Extension Professionals and State and Federal Agency personnel for review/feedback.• Pilot curriculum and tool in community.• Evaluate and refine curriculum and tool.Methods to address Objective 2:• Upon completion of pilot and revision, host webinar advertising the curriculum and tool broadly.• Host virtual train-the-trainer workshop for Extension Professionals to learn how to use the tool and customize it to address their state's unique needs.Methods to address Objective 3:• Continue to support the curriculum, tools, and Extension Professionals that use them via the Extension Disaster Education Network website and other training opportunities• Follow-up with participants of the train-the-trainer one year later to measure the number of HMPs that each participant helped develop over the past year.

Target Audience:We have had departures from the project team that resulted in a no-cost extension being requested and obtained to allow the project to be completed by May 2025. The guidebook has been completed, and the exercises are being piloted in communities in Michigan. Our design team is formatting the document to be shared broadly upon completion. Plans have been developed to continue to pilot the document, with a training that will be held in the spring of 2025. Changes/Problems:Staff departures, community scheduling conflicts/delays, etc. resulted in the second no cost extension that was requested and obtained for the project. What opportunities for training and professional development has the project provided?Training will be provided in Spring 2025. How have the results been disseminated to communities of interest? Nothing Reported What do you plan to do during the next reporting period to accomplish the goals?Have the document reviewed by Extension professionals, design team will clean up the document and facilitation tools, and training on the resources will occur spring 2025.

Impacts
What was accomplished under these goals? Curriculum was developed (Objectives #1 and 2). Facilitation tools are being piloted in two communities (#3)

What opportunities for training and professional development has the project provided?We are still in the process of piloting the tools before we provide training on them to Extension professionals. Nothing Reported What do you plan to do during the next reporting period to accomplish the goals?We will be filing for a no-cost extension, as the timeline to work with communities has extended beyond the original timeline of the project. This will occur in early 2024.

We are currently working with two communities to set up meetings with their Hazard Mitigation Planning group to pilot the tools. Objective 2: will be done in the last quarter of the project Objective 3: will occur after the project is completed.
