Outputs Target Audience:The US affiliated Pacific region- in particular Alaska, Guam, American Samoa, Commonwealth of the Northern Mariana Islands, Hawaii. Changes/Problems:A mid- grant evaluation was conducted at the (3rd) annual meeting led by the Evaluation specialist. No major project changes are being made through project structure and activities are being refined and further monitored, and additional jurisdiction-specific activities are being discussed to support existing project objectives. What opportunities for training and professional development has the project provided?Obj. 1 - Weekly data group meetings have focused on looking at the data and discussing ways to analyze and interpret results of analysis. The meetings are led by the led CHL statistician with participation from the CHL Principal Investigator (PI). The guidance and ways to conduct analysis presented by the led statistician and the CHL PI has provided training in SAS as well as contributing to the professional development of the less experienced staff. The regional CLD and action ideas process has been led by an expert in Community-Based System Dynamics (CBSD), who has provided various opportunities for CHL staff to learn about strategies and tools in the field. This year's annual meeting provided an opportunity to develop and interact with a simulation model to all attendees, including CHL staff and trainees. Monthly Open Educational Resource (OER) meetings are led by an expert in OER textbooks, who has provided writing and content opportunities for CHL staff and trainings to learn about the development of a textbook specific to the Pacific region. Obj. 2 - The continued funding support of CHL FST graduate students has provided an avenue for these students to progress academically and professionally. The graduate assistant positions are part of the CHL Food System development, which provides training in various data and research processes, as well as experience in developing educational curriculum and administrating awards for research and extension programs. This training, along with the mentoring sessions focused on research plan development, also allows the cohort to support and learn from each other. The research advising provides opportunities for trainees to progress in academic and career development. An evaluation specialist regularly conducts evaluations with the trainees to receive feedback for improving the CHL FST program. Obj. 3 - The CHL Community Outreach and Extension (CEO) pilot project awardees were provided training modules, tools, and materials aimed at capacity-building through guidance on program funding. An evaluation specialist implemented a survey for awardees to evaluate the application process. CHL continues to compile and disseminate project-related resources that will provide training to extension and community members on the food system. A grant conference proposal will be submitted in the next reporting year to develop a grant writing curriculum and workshop for community members in the Pacific region. How have the results been disseminated to communities of interest?Obj. 1 - At the monthly CHL PSC meetings and yearly annual meeting, the community modeling and data analysis team has presented progress to the group. Monthly community modeling team meetings led by the lead expert have focused on developing a regional CLD and action ideas. The CHL team presented relevant CHL research findings at LAC meetings and national conferences. Obj. 2 - At the monthly CHL PSC meetings and yearly annual meeting, the CHL FST team has presented activities and academic progress of CHL trainees. At jurisdiction LAC meetings, the CHL team reported about the respective CHL trainees. Obj. 3 - The CHL CEO team has revised and updated the CHL website to disseminate information and materials. This included features and updates of pilot project awardees. What do you plan to do during the next reporting period to accomplish the goals?Obj 1. - During the next reporting period, the CHL team will continue to use the CHL data to develop the resiliency simulation model based on the regional CLD and action ideas. The CHL team willidentify significant relationships between foods consumed and health outcomes with a published methods paper. Additionally, a diet quality manuscript will be published. The CHL annual meeting will provide updates to the regional CLD and an enhanced simulation model. The CHL team will identify leverage points and test the simulation model against existing data from previous CHL and other sources. The refined and published results will be shared with the LACs. Obj 2. - The CHL FST program will continue to mentor the CHL trainees through with research presentation sessions, supervisor and advisor meetings, and opportunities for personal and professional development. The development of an OER textbook and curriculum on food systems will move from the writing stage to the copy-editing stage prior to publication, involving CHL trainees will continue editing sections of the OER textbook. Obj 3. - The CHL team will execute the last two remaining service agreement and provide support to pilot project awardees. A conference grant application will be submitted and a grant writing curriculum will be developed for community partners.
Impacts What was accomplished under these goals?
During this reporting period, the CHL Team has focused on developing a system dynamics community participatory transdisciplinary multilevel food and nutrition resiliency and security model and administer pilot projecting funding to selected community programs. Administratively the CHL team has established a service agreement with the American Samoa Community College. A monthly reporting system was used to monitor progress, assist with program evaluation and to identify successes and challenges experienced by CHL staff. The CHL staff obtained University of Hawaii Institutional Review Board renewal. Ongoing CHL data center has focused on being able to securely analyze CHL data for development of the CHL Food System Model and continued diet and food analyses for the project, among collaborators and for the broader community through website access. The CHL Project Steering Committee (PSC) consists of CHL FS Jurisdiction Leaders, Workgroup leaders, and key CHL staff. Staff were hired to coordinate activities related to the integrated activities of this grant at the coordinating center in Hawaii and each of the CHL jurisdictions. Staff orientation and training was implemented. CHL data collected previously that relates to the CHL Food System has been identified along with previous CHL data analysis to orient the CHL team on elements of the CHL Food System model. The CHL team conducted additional Local Advisory Committee (LAC) meetings at each of the 5 CHL jurisdictions. Objective 1 - During this reporting period, the CHL community modeling team met monthly to develop a regional causal loop diagram (CLD). The CHL team established action ideas for understanding 1) how multilevel factors may interact and help to explain child diet quality and weight status and 2) how the CLD can guide actions for resilient and sustainable food systems and improved nutrition and health for children. The CHL community modeling team also took steps to learn and prepare for the simulation modeling for the CHL Food Systems Model and provide support to LAC meetings to guide systems thinking. The CHL data team also analyzed previous CHL data to identify signature foods, which are foods consumed by children that are related to health outcomes and other relevant behavioral or environmental data. Further exploration let to identifying snacking patterns by commonly consumed fruits, vegetables, and other snacks foods by time of day. Similarly, the data analysis team evaluated various diet quality methods such as the healthy eating index (HEI) 2020, DASH, and toddler HEI. Objective 2 - This reporting period has focused on mentoring and supporting the trainees in the CHL FST program. The 5 trainees representing each CHL jurisdiction completed another year in the nutritional sciences graduate program, graduate assistant positions, and training cohort. The trainees participated in weekly group mentoring and research sessions, weekly individual supervisor and advisor meetings, and pre- and post-semester evaluations of the CHL FST program. One trainee successfully passed their comprehensive (research proposal) exam and two trainees passed their qualifying exam. The CHL team conducted assessment, developed outline, and established a workgroup for the development of an Open Educational Resource (OER) textbook and curriculum on food systems in the Pacific. Extension and community members were solicited to provide input on the content of the textbook. The trainees participated in the writing of the OER textbook and contributed to the case studies content for their respective jurisdictions. A copy editor position for the OER textbook was advertised with multiple applicants interviewed, and one qualified individual was selected and hired. Objective 3 - In this reporting period, the jurisdiction LACs reviewed several applications for the Request for Proposals (RFP) for the CHL Food System mini-grants and selected 6 pilot projects for funding. One project from Guam, Alaska, Hawaii, and CNMI and two projects in American Samoa. The CHL team executed service agreements between the University of Hawaii and pilot project institutions or organizations throughout the reporting year. Four service agreements have been processed and two pending approvals. Upon completion of project, awardees and the work they completed are featured on the CHL website. The CHL team continues to conduct informational sessions and support for pilot project awardees. The CHL team continues to revise the CHL website to provide better access to CHL data and resources, including a structure for extension and other community programs to access simulation tools and results as they are developed. These tools include ones developed by the pilot projects. The CHL team developed a planned a timeline to apply for a conference grant will provide funding to host an in-person conference in Hawaii to deliver a newly developed USDA-focused grant writing workshop for Pacific community-based organizations. A letter of interest was submitted and approved for a USDA conference grant proposal.

Objective 2 - The CHL FST program will continue to advise the CHL trainees through mentoring and research presentation sessions, supervisor and advisor meetings, and opportunities for personal and professional development. All staff and students will have continued opportunities to engage in CHL research meetings and develop research ideas. The development of an OER textbook and curriculum on food systems will move from the research and planning stage to the writing stage. The CHL trainees will take a lead in writing and editing sections of the OER textbook. The next stage of development will involve soliciting relevant extension and community members to provide input on and eventually disseminate the textbook. Similarly, the data analysis team cleaned and evaluated data on physical activity of children. The CHL team also took steps to learn and prepare for the simulation modeling for the CHL Food Systems Model. Objective 2 - This reporting period has focused on mentoring, the trainees in the CHL FST program. One student from each jurisdiction was selected and admitted into the CHL FST program for a total of five trainees. The trainees joined the nutrition graduate program, started graduate assistant positions, and established a student cohort. The trainees participated in weekly group mentoring and research sessions, weekly individual supervisor and adviser meetings, and pre- and post-semester evaluations of the CHL FST program. The CHL team also began planning and outlining for the development of an Open Educational Resource (OER) textbook and curriculum on food systems in the Pacific. The trainees will participate in the writing of the OER textbook. Objective 3 - In this reporting period, the CHL team developed, advertised, and released the Request for Proposals (RFP) for the CHL Food System mini-grants. The CHL team created and published training modules, tools and templates onto the CHL website. The CHL team conducted an informational session for extension and community members from all CHL jurisdictions, and continues to work with prospective applicants to complete training modules and submit proposals. The CHL team developed the administrative structure and procedures for reviewing, selecting, distributing, and managing the awards. The CHL team revised the CHL website to provide better access to CHL data and resources, including a structure for extension and other community programs to access simulation tools and results as they are developed.

What opportunities for training and professional development has the project provided?Obj. 1 - Bi-weekly data group meetings have focused on looking at the data and discussing ways to analyze and interpret results of analysis. The meetings are led by the led CHL statistician with participation from the CHL Principal Investigator (PI). The guidance and ways to conduct analysis presented by the led statistician and the CHL PI has provided training in SAS as well as contributing to the professional development of the less experienced staff. Obj. 2 - The selection of CHL FST graduate students has provided an avenue for these students to progress academically and professionally. The graduate assistant positions will be part of the CHL Food System development and will provide training in various data and group model building process as well as provide a cohort to support and learn from each other. Obj. 3 - The development of the CHL Community Outreach and extension (CEO) RFP has built in elements that will provide training to extension and community members on the food system. How have the results been disseminated to communities of interest?Obj. 1 - At the monthly CHL PSC meetings the lead statistician and GMB leader have presented progress to the group. Monthly GMB design team meetings have been led by the GMB leader and have focused on disseminating and discussing design elements and processes to build confidence and knowledge of the CHL team on the GMB processes. Obj. 2 - The applications for the graduate student positions were disseminated through the CHL jurisdiction leads and the CHL web site. Obj. 3 - The CHL web site is being revised to disseminate the CHL CEO information and materials. What do you plan to do during the next reporting period to accomplish the goals?Obj 1. - During the next reporting period, the CHL team will continue to explore the CHL data to develop the CHL statistical model. Signature foods associated with health outcomes will be identified. Analysis of the signature with household and food environment CHL data will be conducted to identify significant relationships between foods consumed and other factors affecting consumption. The CHL annual meeting will provide GMB training for CHL staff and develop an initial CHL regional food system conceptual map. GMB workshops will be conducted in each jurisdiction to build initial CHL jurisdiction food system maps as well as provide training for CHL staff and community members. Obj 2. - The 5 graduate students will begin nutrition programs, start graduate assistant positions, and establish student cohort. Students will participate in the CHL regional GMB workshop and trainings. Obj 3. - The mini-grant RFPs will be advertised and trainings for extension and community members to submit a proposal will be developed and implemented. Complete revision of CHL website to disseminate tools and results. Begin to populate website with tools, trainings and templates.
Impacts What was accomplished under these goals?
During this reporting period, the CHL Team has focused on establishing administrative elements; team development; and orientation and establishment of processes to develop a CHL Food Systems Model. Administratively the CHL team has established sub-awards with the University of Alaska at Fairbanks, Northern Marinas College, the University of Guam, Case Western University and the University of Tennessee. A service agreement with the American Samoa Community College is also being established. A monthly reporting system was developed to monitor progress, assist with program evaluation and to identify successes and challenges experienced by CHL staff. The CHL staff obtained University of Hawaii Internal Review Board renewal approval and submitted a modification to evaluate the Group Model Building process. Ongoing CHL data requests has focused on being able to securely analysis CHL data for development of the CHL Food System Model. The CHL Project Steering Committee (PSC) has resumed monthly meetings with a focus on CHL Food Systems. The CHL PSC consists of CHL FS Co-PIs, key CHL staff, and representatives from the CHL jurisdictions. These administrative and structural accomplishments serve to establish a solid foundation for the grant's products and outcomes. Staff was hired to coordinate activities related to the integrated activities of this grant at the coordinating center in Hawaii and each of the CHL jurisdictions. Staff orientation and training was developed and implemented. CHL data collected previously that relates to the CHL Food System has been identified along with previous CHL data analysis to orientate the CHL team on elements of the CHL Food System model and meetings have been held to develop the process of the CHL Group Model Building workshops. Objective 1 - During this reporting period, the CHL team has been developing parallel statistical and conceptual models. The statistical model being developed analyses previous collected CHL data to determine the significant foods consumed by CHL participants and explore the food environment that influence the consumption of these foods. Bi-weekly meetings have been held to determine the analysis methods and review results. Along with building on prior work and research, the CHL team looked at the HPLE food system model and developed a statistical model concept maps that focuses on data CHL has collected previously. The map is a visual aid to assist the team in understanding and developing analysis methods. Step-wise modelling is being conducted to look for statistical differences in nutrients, dietary patterns and food groups in CHL participants with various health outcomes (overweight/obesity, waist to height ratio, acanthosis nigricans). In tandem with the statistical model development, the CHL team is meeting monthly to design a Group Model Building (GMB) workshop that will create the foundation of the CHL Food System conceptual model. Roles of model builders and participants, workshop agendas and the GMB process have been discussed with the CHL team to develop the workshops and identify next steps. Objective 2 - This reporting period has focused on recruiting, selecting and admitting graduate students from the 5 CHL jurisdictions (Alaska, American Samoa, CNMI, Guam and Hawaii). To recruit students, an CHL Food System Training (CHL FST) application was developed and disseminated to each jurisdiction. Meetings were held to go over the application before it was disseminated to ensure that the requirements were understood by the CHL team. At the same time, a graduate student selection process was developed. The selection process included a jurisdiction applicant review team and a rubric to rank participants. Once a student was selected by the jurisdiction review team the students were admitted to the University of Hawaii at Manoa's Nutrition program. One student from each jurisdiction has been selected and admitted into the CHL FST program. The CHL FST staff has been developing mentoring sessions for the trainees. Objective 3 - The CHL team has been developing the Request for Proposals (RFP) for the CHL Food System mini-grants, revising the CHL website to provide better access to CHL data and resources, and developing the structure for extension and other community programs to access simulation tools and results as they are developed.
