This project aims to provide Limited English Proficient producers in Hawaii, specifically Ilocano speaking producers the ability to gain FMSA PRS compliance by being able to complete food safety training as outlined in § 112.22(c) that requires 'At least one supervisor or responsible party for your farm must have successfully completed food safety training at least equivalent to that received under standardized curriculum recognized as adequate by the Food and Drug Administration.'

Goals / Objectives
Objective 1Year 1-Complete the translation of the Cornell Prodcue Safety Alliance Grower Training Manual from English IlocanoThe PD and project manager will work to secure translation services to accurately translate the manualThey will work closely with the contractor and the Cornell Produce Safety Alliance to ensure all policys are followedBack translation will be performed as well as proper fomatting to mantain cohesiveness with the English manual and PSA materials.Objective 2Year 1& 2-Complete the translation of Supplemental Documents including the Western Region Center For Enhanced Food Safety (WRCEFS) Pre and Post Questionaire, the American Food and Drug Officials (AFDO) Evalation form and Other Food Safety Documents from English to Ilocano.The PD and project manager will work to secure translation services to accurately translate the pre and post questionaire as well as the evaluation form.They will work closely with the contractor(s) and PSA, WRCEFS, and AFDO to ensure all policys are followed and that all partys approve the use of the translated documents.The PD, Co-PD's, and the project manager will determine what other food safety documents should be translated based on statewide clientele needs. Although Ilocano is the primary language that producers speak other than English, there are also a number of Vietnamese, Thai, and Chinese producers. Translation of these supportive documents will be very usefull. These documents may include, decision trees, produce safety rules guidelines, food safety issues specific to Hawaii (Rat Lungworm Disease), worker health & hygiene practices, water testing methods and facilties, cleaning vs sanitizing and use registered products, farm planning documents, templates, logs, etc.Translation services will also include oral translation services. The PSA Grower Training must be perfomed in Ilocano, we intend to perform 3 trainings in year 2 with the support of the additional funds that were provided. Outreach efforts will also be supported by other extramural funds to address the challenges in conducting outreach during the pandemic.

Project Methods
We will adapt to over coming challenges posed by the pandemic. We will plan to conduct 3 outreach trainings in year 2, our team has conducted 20 in person grower trainings across 5 islands and has begun conducting trainings remotely as approved by the Produce Safety Aliiance. Team members are actively in communication with WRCEFS and PSA to adobt best teaching method in develering remotely. We will Collect evalaution information via pre and post questionaires and evaluations.

Target Audience: Nothing Reported Changes/Problems:Major challenges we had were that we had difficulty through our institution to find qualified vendors and execute payment to secure services for such a specific job/language (Ilocano). We also had disruptions in work due to building renovations and repairs. We also are not able to complete the formatting of the manual with the translated text as the Rob Way from PSA who was going to handle the reformatting of the Ilocano manual has since retired and PSA has experience a reduction in staff. What opportunities for training and professional development has the project provided?Members of this project attended annual WRCEFS meetings and met with colleagues and discussed similar issues and solutions when translating FS material for LEP audiences. We also identified WRCEFS members that speak multiple languages and who could offer assistance. How have the results been disseminated to communities of interest? Nothing Reported What do you plan to do during the next reporting period to accomplish the goals?We would like to request a NCE to expend remaining funds to translate module 5.1 and subpart E.

Impacts
What was accomplished under these goals? Completed the translation of the Cornell Produce Safety Alliance Grower Training Manual from English Ilocano The PD and project managerorganizedtranslation services to accurately translate the manual version 1.2 working closely with the contractor and the Cornell Produce Safety Alliance to ensure all policies are followed. Back translation and review was not performed as thoroughly as we would have liked by the first translation company we hired and so we, along with PSA, decided to that is would be prudent to find additional reviews to review the translated material. Completed the translation of Supplemental Documents including the Western Region Center For Enhanced Food Safety (WRCEFS) Pre and Post Questionnaire, the American Food and Drug Officials (AFDO) Evaluation form and Other Food Safety Documents

Impacts
What was accomplished under these goals? The PSA Grower Training Manual and supplementary supportive documents have been translated into Ilocano by the "primary translator" (a commercial vendor)and will be reviewed by the "secondary translator" (a local farmer) per the Produce Safety Alliance's translation procedures and policy. We continue to work closely with the Produce Safety Alliance and following completion of the secondary review we can proceed with formatting. Will be [e-mail] request a no cost extension.

Working remotely has delayed some processes and accessibility to services within the university and in general. Finding vendors that can accommodate our budget and timeline and the availability of translators for these particular languages we need. We anticipate requesting an extension if possible. Nothing Reported What do you plan to do during the next reporting period to accomplish the goals?We plan to secure a vendor very shortly and begin the process of having the manual translated. We plan to have our native Ilocano speaker complete TTT training once a course becomes available.

Impacts
What was accomplished under these goals? We are still in the preliminary stages of obtaining translation services to complete the project work. Up until now, we have been in the planning stages and in direct communication with the Produce Safety Alliance to make sure we have a full understanding of their translation policy and have agreed that it is best to include them in the entire process to avoid any delays once a vendor is secured. We have hired a project manager (as of 02/16/21) who is currently in the process of submitting the required quotes to the University of Hawaii Fiscal office for approval to select a vendor. We have found a native Ilocano speaker (in Hawaii) and had them completed the PSA Grower Training (as of 09/11/21) we are now waiting to have her complete the Train-the-Trainer course. She will then help us evaluate the manual and materials for correctness as well as help deliver the PSA training in Ilocano once the manual is approved to be used officially by PSA.
