Washington State University's CAHNRS Office of Research (COR) is the agricultural experiment station for the state of Washington. As the state's land grant university, it provides leadership for research and supports Washington's agriculture. Agriculture employs more people than any other industry in Washington. To address present issues and provide for future opportunities, it is the COR's responsibility to provide cutting edge research for this vital portion of the state's economy. The faculty at Washington State University who are affiliated with the COR are internationally recognized as outstanding scientists. They are known for addressing the real world challenges that agriculture continues to face.The COR Administrative Office continues to administer capacity grant funding such as Hatch, Hatch/Multi-State, McIntire-Stennis, and Animal Health. In addition, we assist in obtaining and processing competitive USDA/NIFA grant projects throughout the many WSU locations in on-campus departments, urban campuses, and off-campus research and extension centers and units. We provide information and assistance on USDA/NIFA REEport and SAES policies and procedures to departments, faculty, and staff. This is done through a variety of mediums such as meetings, written and electronic communication, and face-to-face training. The COR offers grant proposal submission services and guidance on grant management.Emphasis on reporting the impact of research conducted is carried out through the Administration's review processes. Goals / Objectives
1. To facilitate the success of participants in conducting research according to the mission of the CAHNRS Office of Research at Washington State University.2. Administration of Hatch-funded research programs in Washington State as the Land Grant university and Ag Experiment Station.3. Establishment of collaborative research projects to emphasize selective excellence of research areas for a greater impact of programs.4. Per the Agricultural Extension and Education Act of 1998, experiment station research will be reviewed and coordinated across programs, departments, institutions, and research units to assure they meet all intents of the Act.5. Improvement in the reporting of impacts and research per the Plan of Work guidelines.
Project Methods
1. Plan, coordinate and direct the Hatch, Hatch/Multi-State, McIntire-Stennis, and Animal Health research programs of the WSU CAHNRS Office of Research (COR) - the Agricultural Experiment Station of Washington state.2. Process the submission, changes, annual reporting, and terminations on all capacity and competitive grant projects through the REEport system.3. Set up new Multi-State groups as needed through the Western Region office of Hatch/Multi-State and the National Information Management and Support System (NIMSS).4. Assist facuty in joining Multi-State projects through NIMSS and assist in establishing their associated USDA research project in REEport. 5. Process the reports for Animal Health and Disease Capacity, and the Programs of Research for McIntire-Stennis and Animal Health.6. Provide help, guidelines and support for the writing of capacity projects and their proposals to initially set them up.7. Review, assist in editng, and coordinate all extramural proposals before they are submitted to funding agencies.8. Encourage the research of multidisciplinary teams and projects that were formed from moving from a majority of individual projects to a dozen collaborative projects united under broad research themes.9. Oversee the administration of four to six internally-funded grants.10. Administer awarded USDA special grants at the WSU university level.11. Write the COR Annual Report highlighting the accomplishments of the COR faculty.12. Submit the Plan of Work report as described in the AREERA of 1998 through the REEport system.13. Submit the annual Financial Report through REEport.14. Maintain a high profile, current website describing the work and accomplishments of faculty and students of the COR.15. Work with Commodity Commissions to promote support for research.

Target Audience:Not relevant to this administrative project Changes/Problems:Accommodations have been made to host or attend annual meetings in an online virtual meeting format during the COVID-19 situation. What opportunities for training and professional development has the project provided?As the Director and Associate Director of the COR, administrative duties involve meetings with a variety of local, regional, and national research groups. In addition, they interact with other university administrators, private industry leaders, government officials, and international organizations. There are also opportunities to accept leadership roles outside of the COR that will benefit CAHNRS and provide professional growth. Administrator training through the LEAD-21 program has been utilized. The COR administrators work closely with WSU Extension and the Academics Department as part of the CAHNRS group and take on duties as assigned by the Dean of CAHNRS. Members of faculty in leadership positions such as department Chairs and Directors often assist the COR in their areas of expertise in developing programs, the preparation of the Plan of Work (Institutional Profile), and serving as Co-Administrative Advisors of Multi-State projects. How have the results been disseminated to communities of interest?The COR provides an annual report of activities that can be accessed online at: http://cahnrs.wsu.edu/research/. In addition, the administrators meet with members of commodity commissions, congressmen, growers, producers, citizen groups, etc. to share research and promote a cooperative association. Brochures, websites, posters, and power point presentations have all been developed to assist the public in accessing the COR and CAHNRS departments for more detailed information. What do you plan to do during the next reporting period to accomplish the goals?Meeting the goals of this project is an ongoing process. The COR will continue to strive for excellence in leadership, service, and program support as the research arm of CAHNRS. Training will be provided to leaders and support staff as new policies and procedures (both at WSU and USDA/NIFA) are implemented. Reporting of research will continue to be provided through the REEport system and the Plan of Work in a timely manner. Impact statements from Hatch/Multi-State research groups will be submitted to the Western Regional office during the third year.

Impacts
What was accomplished under these goals? 1. The goal of the Washington State University CAHNRS Office of Research (COR), the Agricultural Experiment Station of the State of Washington, is to promote research beneficial to the citizens of Washington. The COR recognizes its land-grant research mission to the people of Washington and their increasing global involvement. The COR provides leadership in discovering and applying knowledge through high-quality research that contributes to a safe and abundant food, fiber, and energy supply while enhancing the sustainability of agricultural and natural resource systems. 2. Information concerning the COR's administration of Hatch Multi-State research funds can be found in the progress report form of project WNP07996. Additional detail concerning the COR (including annual reports) is available at the website located at: http://cahnrs.wsu.edu/research. Impact Statements for various types of Hatch Multi-State committees are submitted to report on their support of active research nationwide. Currently, the COR has faculty participants in 6 Hatch or Hatch/Multi-State research projects and 21 Hatch Multi-State committees. Limited financial support is provided to attend annual Multi-State meetings to share research results and network with other participants for future cooperative projects and grants. In addition to Hatch, the COR also oversees another 4 projects that are either related to Animal Health or McIntire-Stennis. State-funded and competitive grants make up another 70 research projects. This office also assists WSU Extension in support of their 6 Multi-State research groups and 11 committees. The COR is the Office of Research for the College of Agricultural, Human, and Natural Resource Sciences (CAHNRS). In this capacity, it continues to provide information, training, and assistance on the implementation of policies and procedures for USDA/NIFA's Research, Education, and Extension Project Online Reporting Tool (REEport) system as well as the National Information Management and Support System (NIMSS) for the Multi-State research program. The office is the site administrator for forms processing for USDA formula and non-formula funded projects. The COR has been expanding its grant preparation and submission services. Seeking creative solutions to support or expand existing programs and start new areas of research is an ongoing priority. 3. Washington state farmers and food processors of packaged/processed foods rank in the top ten nationwide for the 2018-2019 statistics as detailed in the 2020 Washington Annual Agricultural Bulletin for 21 different products: https://www.nass.usda.gov/Statistics_by_State/Washington/Publications/Annual_Statistical_Bulletin/2020/WA_ANN_2020.pdf The COR not only supports research at campus locations, but statewide as well through its Research and Extension Center farms. In this way, it impacts the value of agricultural production. As a result, WSU's contributions help Washington State remain competitive. 4. To improve reporting in the Plan of Work (Institutional Profile), it has become a joint effort combining the productivity of both the COR and the WSU Extension office. In addition, department heads provide details of their programs, publications, and goals to incorporate into the report. As reporting guidelines change, the COR adjusts its 5-year plan accordingly. This may result in developing new areas of research or increasing weaker areas as possible with resources available.
