Family forest owners (FFOs) control 263 million acres (or 35%) of U.S. forests. In the eastern U.S, FFOs control more than 50% of the forests (Butler, 2008). The average age of FFOs is over 60 years old. It is estimated that over 75% of family forest land is owned by people over the age of 55 and nearly 50% is owned by people over the age of 65 (Butler, et al. 2016). Timber production, in the U.S., relies heavily on private lands, where close to 90% of "timber product output" comes from these properties (Morgan, 2009). Parcelization continues to be a concern for the ability to manage woodlands, and estate and succession plans can be one way to reduce the potential for this to happen (Catanzaro et al, 2014; Tyson et al, 1999). This grant will build upon previous NIFA grants by Catanzaro (2015) and Muth (2015), which provided research from woodland owner interviews and materials to impress the importance of legacy planning to woodland owners. This grant would provide the opportunity to take legacy planning to the next level by 1) gaining a regional understanding of the successes and lessons learned by educators currently engaging legacy programming, 2) providing an organized toolkit of tested materials to support modifications to and new programming for in-state programs, and 3) providing time and funding for each participating state to plan and test an outreach program, with partners, for pilot implementation.

Goals / Objectives
Goal: Extension educators in the Northeast and Midwest will have a solid foundation for future legacy planning programming. Extension educators in both workshop participating and non- participating states will have access to an online toolbox and colleagues to support legacy planning.
Project Methods
Our first output is to conduct a workshop for Natural Resources Extension colleagues and state partners in the Northeast and Midwest. The workshop will provide opportunities to share experiences and materials, time to program plan for pilot efforts, and opportunity to address other needs that are identified in the needs assessment. The project manager and evaluation specialist will conduct a needs assessment around legacy planning programming with both workshop participants and other Extension colleagues who have participated in the (previously established) non-formal collaborative. The purpose of the assessment is to discover the most pressing needs for both understanding of legacy planning programs and materials to support individual state adoption of these programs. Results of the assessment will help us develop both the agenda of the workshop and start to outline an online toolbox. The project manager, along with a project team, will also be responsible for planning and implementing the workshop itself. A significant driver and anticipated outcome of this workshop is a more formal support and communication structure for an emerging regional professional network of Extension educators engaged in this programming, potentially a Community of Practice or an ANREP Initiative. Convening in person will enable interactions among participants that will establish foundations for ongoing collaboration and mutually supportive relationships, as well as provide individuals the time and space to address legacy planning.The second output is an online toolbox with resources to assist each state in implementing legacy planning. One of the outcomes from the workshop will be a draft of the organization for an online toolbox. Upon completion of the workshop, the project manager will start to create the skeleton of the toolbox. Participants in the workshop, and other Extension colleagues, will populate this toolbox with relevant, tested types of materials that are identified at the workshop. Potential materials may include learning objectives and associated activities, agendas, marketing materials, publications, evaluations and evaluation results. The project manager and evaluation specialist will use a survey with the network of collaborators to evaluate use and unmet needs of the toolbox. The project manager will then update the toolbox to address the survey results. The assumption is that through creation and revision of the toolbox, this project will create a product that will be sustained through relevancy and use by the intended audience.The final output of this proposal is the implementation or revision of in-person classes and supporting publications in the contracted states. This output ensures that landowners will benefit from these funds through direct engagement with legacy programming. Ten states, including WI, have committed to participating in this grant, as evidenced in the letters of support, and we will include other states as funds allow. The budget includes $32,000 to contract with participating states to implement legacy planning programs; this allows for a minimum of $3,200 for each state. This output will serve several purposes: (1) pilot class materials in the toolbox, (2) pilot the toolbox resource itself, and (3) test evaluation materials. We feel that having funds available to contract with other states will also overcome one barrier, lack of programming dollars, that was strongly identified in other efforts to grow legacy planning.

Partners could include woodland owner organizations, other state agencies, land trusts, and Extension colleagues in other related areas. The subawardee projects targeted family forest owners in their respective states. Changes/Problems:COVID dramtically changed how Extension programming happened over the period of the project. In the end, some creative sub-awards were accomplished. Also, with the length of the project, there was the expected turn-over of Extension professional involved in the project. Together these did not drammtically change the approach, but affected how and whether we were able to spend all the funds. What opportunities for training and professional development has the project provided?The intention of this project was to bring Natural Resources Extension professionals together to gain professional development from each other. A group of Extension professionals and partners were brought together 3 times during this project. The first meeting was to share Extension programming and review the nedds assesment results, in October 2020. With travel still uncertain, the group came together again in January 2022 to share updates on sub-award projects and any other updates on legacy programming. We finally were able to hold an in-person gathering in March 2023 with all the sub-award states and a few additional partners. In total, Extension professionals from MN, WI, MI, OH, NY, PA, VT, VA, MD, and MA participated in this group. How have the results been disseminated to communities of interest?All participating states, mentioned above, have access to all the sub-awards project materials along with other curriculum, publications, videos, etc that were shared amongst the project groups. We presented the needs assesment results at an ANREP meeting. We are currently in conversation with ANREP as to whether their website could support the toolbox. What do you plan to do during the next reporting period to accomplish the goals?This is the final reporting period for this project.

Sub-Awardees: Funds are being used by 5 states to conduct legacy related programming locally. These funds supported outreach to family foresty owners, landowners of color, and legal advisors. Changes/Problems:COVID continued to be a problem during this reporting period delaying several sub-awardprojects.One beneficial change, due to COVID and the delay of activities, is the sub-awardproposals to create new, innovative programming to address the need for more distance and virtual learning. We have current plans to bring partner states together, after pilot projects are completed, to further share lessons learned. What opportunities for training and professional development has the project provided?Nothing this reporting period, but an event is planned for Spring 2023. How have the results been disseminated to communities of interest? The sub-award projects include outreach to succession planning professionals who need training on woodland owner specific needs, outreach to minority landowners with specific needs, and alternative methods to reaching woodland owners (in light of COVID restrictions).

One beneficial change, due to COVID and the delay of activities, is the sub-grant proposals to create new, innovative programming to address the need for more distance and virtual learning.
