Agricultural research, extension and teaching programs at Tuskegee University are designed to provide a broad foundation that prepares society ready students through innovative curricula that includes hands on experiential and service learning activities. The integrated multidisciplinary research and extension programs not only allow collaborations among scientists and extension personnel but also provide opportunities for the development of programs that effectively address the needs of the clientele and the communities that we serve. Support through the development of infrastructure, technology and modern state of the art facilities are central and essential to carrying out these programs. Tuskegee University is proposing, for the 5 Years Facilities program, to (I) Overhaul the HVAC system and renovate 4 labs in Milbank hall, (II) Overhaul the HVAC system and Renovate Prepared Foods Teaching and Demonstration Kitchen/lab (PFTDKL) in Campbell Hall, (III) Plan and begin construction of Henderson 2nd Floor, (1V) Upgrade the green house complex, (V) Construct a Youth Activity facility, (VI) Renovate spaces in Harper and Morrison Mayberry halls for media and technology training and (VII) Urban Research and Extension facility for Urban aggriculture . These facilities when completed will provide needed space, equipment, and planned activities that will enhance agricultural teaching, research, and extension programs for the Tuskegee University land-grant mission. Federal, state and local regulations as well as NEPA assessments will be followed and conducted at all levels of the construction/renovation process. A competitive bidding process will be used in the selection of the architects and award of contracts for construction.

Goals / Objectives
The major goal of Tuskegee University Facilities Program isto provide needed space, state of the art equipment, and facilities necessary to enhance food and agricultural and related teaching, research, and Extension programs and the resulting outcomes associated with Tuskegee University's Land-Grant Mission. Thisinvolves building new or renovation ofseveral facilities to include: (I) Renovation of four laboratories in Milbank Hall including associated HVAC systems and, (II) Renovation ofthe Prepared Foods and Nutrition Teaching and Demonstration Kitchen/lab (PFTDKL) in Campbell Hall and associated HVAC systems and, (III) Planning and begin new construction of Henderson 2nd Floor, (1V) Upgrade ofthe green house complex, (V) Construction ofa Youth Activity facility, (VI) Renovation ofspaces in Harper and Morrison Mayberry Halls for media, technology and rural workforce development training, and (VII) purchase ofa facility for Urban Agriculture in Montgomery, AL
Project Methods
Federal, state and local regulations will be followed at all levels of the construction/renovation process. Pre-Construction Environmental impact assessments and statements will be performed for each site and location of each of the facilities to be renovated or constructed. A competitive bidding process will be used in the selection of the architects and award of contracts for construction. The construction will be accomplished in three phases: Preconstruction, Construction and Post construction. Preconstruction phase: Meetings will be held with stakeholders including faculty and the university Physical Planning and Management personnel during the planning and design phase of the facility. A Pre-construction Environmental Impact Assessment will be conducted and submitted to USDA/NIFA for approval. Based on the approved architectural design and construction drawings, bids for construction will be solicited. Solicitation for bids will be published in the local and regional papers. A date will be set for bid opening, normally 3-4weeks after the solicitation based on the size of the project. Contractors who submitted bids will be invited for the bid opening. Bid will be tallied and announced. The lowest bidder will be selected for the award of the construction contract. In case the lowest bidder is not selected, justifications will be provided why the other bidder is selected. A request will be made to USDA/NIFA for the approval to engage the services of the selected contractor. A contract will only be issued for construction after approval has been granted for both the Environmental Impact Assessment and the selected contractor. Construction phase: Construction will begin after the contract has been signed by the appropriate University administrators. A time line will be established and approved by both the University and the contractor for the completion of the construction. Scheduled regular monthly meetings and inspection will be held with the contractor at the site to review progress during construction. Written monthly reports will be submitted to the university administration and the PI and where there are delays, corrective actions will be instituted. Request for payments will only be approved based on the progress and if the contractor fulfilled the time line of progress. Necessary equipment will be purchased and installed when the construction is 80% complete. A dry run of the equipment will be conducted when the facility is 95% complete. A final walk through will be conducted when the facility is 100% complete. The facility will be opened for occupancy after the final walk through and acceptance by the University. Post Construction Sustainability: The facility will be assigned a building manager who will oversee all the activities scheduled in the facility. A stringent building maintenance schedule will be instituted and followed. A log will be kept on all maintenance activities to make sure the facility is operational at all times. A record will be kept on how many students, youth and producers are trained in the facility, number of research projects and extension activities that are carried out and number of publications generated as a result of the use of the facility.

(V) Construction ofa Youth Activity facility: This objective is postponed to future funding due to insufficient funds in the current cycle of funding (VI) Renovation ofspaces in Harper and Morrison Mayberry Halls for media, technology and rural workforce development training The renovation of this facility is currently in the planning stage (VII) purchase ofa facility for Urban Agriculture in Montgomery, AL An Environmantal Assessment of the property is currently being conducted. Negotiations as well as surveys are in progressfor the purchase of property.

The report submitted to USDA/NIFA was subsequently approved. A cost analysis for the renovation was completed and bid requests were developed and advertised. Of the three construction companies that submitted bids, AG Gaston was the lowest bidder of $3,300,000. Approval was obtained from USDA/NIFA to engage the services of AG Gaston for the contruction. Construction began in December 2022 and it is 99% complete We are currently installing network and internet access in the facility with an expected full occupancy in August 2024. Wecontinue to plan for the other objectives.
