This proposal is for the new Five-Year Plan of Work for the 1890 FGP for fiscal years 2018 through 2023. The University is proposing one major objective and one minor objective for use of these funds in the amount of $1,185,482 each year for a total of $5,927,410. The objectives include:The first objective is to construct an 18,000 sq. ft. Multi-Purpose Facility. The University currently does not have adequate spaces to support the activities of its expanded Cooperative Research and Extension Program for the 1890 land-grant mission. A new facility is needed with the appropriate type of spaces for hosting extension activities, conducting research, and teaching classes. The amount of $1,125,482 will be used each year during this cycle to accrue with the next 5 year cycle. During this 5 year cycle, programming and design of the new facility will be completed. Bidding and construction will be completed during the FY23-FY27 grant cycle for a maximum length of ten years. Total cost of the new facility with appropriate parking is estimated at $11,554,820.00.The second objective is for continuation of repairs and improvements at existing research and extension facilities. Repairs/replacements may include painting, roofing, floor covering, mechanical/electrical/plumbing systems, etc. Funds in the amount of $60,000 are being set aside each year for a total of $300,000 for use as needed during this 5 year cycle.These projects are critically needed in order to continue and strengthen the three components of University's 1890 land-grant Program - extension, education, and research.

Goals / Objectives
The objective I for this grant cycle is to begin the design process for a New Multi-Purpose Facility on the main campus of Lincoln University. Funds will accrue from the FY18-22 and FY23-27 grant cycles. By 2027, the desire is for the University to open a new multi-purpose facility to meet the needs of Extension, Research and Teaching programs. The allocation for this objective will be 23% research, 35% teaching and 42% extension.The objective II will be to provide needed repairs/replacements to building infrastructures and to research and extension facilities.
Project Methods
GOAL I: NEW MULTI-PURPOSE FACILITYThe tentative program for the facility will include an approximate 18,000 gross square foot facility. The facility shall have 3 classrooms (accommodate 30 persons each), 5 laboratories, 10 offices for faculty and staff, 3 meeting spaces and an auditorium for 250 persons. The assignable square feet per function is estimated at 23% research (3,152 sq. ft.), 36% teaching (5,000 sq. ft.) and 42% extension (5,832 sq. ft.). The remainder of the square footage will include circulation spaces, restrooms, mechanical rooms, etc. Adequate parking space will also need to be constructed to support the new multi-purpose facility.The following tasks shall be undertaken in order to accomplish this objective.The 1890 Land-Grant Administrator shall appoint an Advisory and Oversight Committee to be active in the selection of the site location (3 potential sites are available), selection of the design consultant, providing input into the needs of the spaces, and to assist with oversight of the project.The Advisory and Oversight Committee shall define the building program spaces and develop the RFQ (Request for Qualifications) for the consultant selection.The Advisory and Oversight Committee shall review all consultant submittals of statement of qualifications, short-list as necessary, conduct interviews, and negotiate a contract with the first-ranked firm. Request for approval of the design consultant shall be made to the University Administration and to NIFA.Once approval is received by NIFA of the Consultant, the Consultant shall assist the University with site selection and begin the design process for producing construction documents in order to bid the project. This will involve topo survey and geotechnical investigation work.The Pre-Environmental Assessment per NEPA requirements shall be completed and submitted to NIFA for approval.The project shall be advertised statewide for competitive bids. A Pre-bid conference will be held. Bids will be received.The bids shall be evaluated and recommendations sent to the University Administration and NIFA for approval of the construction contract.Upon approval of the construction contract by NIFA, schedule the Pre-Construction conference and commence construction. Progress coordination meetings shall be held.Upon construction completion, conduct a punch list for any outstanding issues.Once all punch list items have been completed, receive all necessary close-out documents to make final payments to the consultant and the contractor.Occupants to move into the facility and being using it.Conduct an 11-month warranty to see if anything needs to be addressed within the year warranty of materials and workmanship.GOAL II: MINOR RENOVATIONS TO EXISTING RESEARCH AND EXTENSION FACILITIESThe University plans to earmark approximately $60,000 of each year (FY18-FY22) for a total of $300,000 for minor repairs/replacements to existing facilities. Identified repairs/replacements or packages of work will go through normal bidding practices at the University. Request for approval of bids will be made to NIFA. Once approval is given, commencement of identified upgrades will be done.The allocation for this objective will be 40% research, 20% teaching and 40% extension.
