Funds from the 2018-2022 1890 Facilities Program Five-Year Plan of Work will be used to support the university's land-grant mission and service to its clientele. Funds are requested for one objective: Construct a new building to enhance research, Extension, and academic programs in North Little Rock for the School of Agriculture, Fisheries & Human Sciences (SAFHS). The new facility consisting of classrooms, research and teaching laboratories, conference room and auditorium will be used by faculty, staff and Extension personnel in the departments of agriculture, aquaculture & fisheries, human sciences and outreach and technology transfer unit to promote the 1890 land-grant mission of teaching, research and Extension.

Goals / Objectives
The objective of this project is to construct a new building to enhance research, Extension, and academic programs in North Little Rock to support UAPB's 1890 land grant mission.
Project Methods
The project activities to complete the building construction include the following:Step 1: Building design- architect will be assigned for building design. The architect will work closely with SAFHS administration to ensure that all project requirements are satisfied while working within the budget. Once a design is complete and drawings are approved, they will be reviewed for code compliance.Step 2: Project Schedule: The construction manager will prepare a project schedule. Step 3: Bidding Process. Step 4: Award of contract to successful bidderStep 5: Building constructionStep 6: CloseoutAt the close of the project, NIFA will be provided with a project completion report. This report is an acknowledgement that all items have been completed per approved scope. Within three months of project completion, the UAPB accounting office will provide NIFA with a final reconciliation of project costs.

Nothing Reported How have the results been disseminated to communities of interest?The university administration and project director were updated quarterly on construction activities. The project director received periodic updates and deadlines regarding reporting.The Contractor hired a new site coordinator (former construction mangement graduate of UAPB) who was more hands-on and worked well with the university administration. What do you plan to do during the next reporting period to accomplish the goals?Continue to work closely with the Contractor to ensure that the construction schedule is monitored and on target. Also, the project director emphasized that no change orders would be granted. The Contractor hired a new site coordinator (female) who provided guided tours and inspection of the facility as needed.

Impacts
What was accomplished under these goals? Currently, the Contractor isworking in multiple areas, the first and second floor of the building as well as at the exterior elevator addition. - On both the first and second floor we have electrical rough ins complete. During this reporting period, the Contractor and subcontractors finished running underground conduit for our Switch Gear and generator. In addition, the subcontractorcut in and set our floor boxes into the slab and will pour these openings back. Other construction activities during this reporting period included: Runningoverhead conduit throughout the corridors. Plumbersroughing in water lines on both floors and stubbing up copper lines for sink fixtures and shower heads. Bathrooms carriers wereset for men and women's bathroom first and second floor. HVAC equipment has been hung through corridors on both floors and VBR units are being set within the rooms. Poured our ground slab at the elevator additionand set the rebar for our walls to be poured Installedelevator steel. 85% of the Sheetrock has been set on the second floor and working North to South on the first floor. All sheetrock is complete in the large auditorium/multipurpose room.

    Target Audience:N/A Changes/Problems:The General Contractor informed the university's Facility Management director of a concern that the consideration to move to an overall lowered cost electric system has forced an increase in power consumption. This in turn caused the contractor to move from a 1200A to 1600A service to adequately power the building. With this size, an undergroud service is now required since this can no longer be pole mountedand requires upsize in circuits, panel feeders, switchgear, breaker changes, etc. A Change Order Request Letter (from the AOR) was submitted to NIFA for Pre-Approval in January, 2024. This change order was related to these electrical upgrades to ensure adequate power for the facility. We are awaiting approval from NIFA. This is an unforseen project delay. The project is also nearing the end date, thus, the project director will be requesting a No-Cost Extension to allow successful project completion. What opportunities for training and professional development has the project provided? Nothing Reported How have the results been disseminated to communities of interest?The uinversity project team and the university's Director of Facilities Managementhave been in close contact with the general contractor to discuss progress, updates, and unexpected delays. Progress reports will be submiited to NIFA through the REEport portal. A Change Order Request Letter (from the AOR) was submitted to NIFA for Pre-Approval in January, 2024. This change order was related to electrical upgrades to ensure adequate power for the facility. What do you plan to do during the next reporting period to accomplish the goals?The university will be requesting a short-term No-Cost Extension due to unexpected delays on the Larrison Hall renovation project. With the NCE, the General Contractor will be able to complete restroom, install security cameras, perform final chalking and painting, complete all mechanical/electrical/fire alarm commissioning and tests, equipment and furniture installation, and final building inspections. During the next reporting period, our aim is to have completed the remaining interior of the facility, including the elevator shaftand operation andall plumbing and the the multipurpose space. Based onthe General Contractor, sustantial completion is expected at the end of May, 2024. However, this estimate is based on no unexpected delays and supply chain issues.

    What was accomplished under these goals? For the purpose of this reporting period, there was active progress. Much of the work involved finishing renovations and concrete work in the the multipurpose space of Larrison Hall. Interior framing, layout of walls,and drywall installation of 1st floor and 2nd floor are 95% complete.Plumbing and electrical infrastructure work is at 75% capacity. Infrastrucure the elevator shaft has been completed, and the 140-ton HVAC unit an accessaries are delivered and are being installed. All demolition work was completed.

Nothing Reported How have the results been disseminated to communities of interest?The University project team (along withthe School Dean and the Chancellor) meetregularly with the architecture firm and the general contractor to discussed progress, updates, and unexpected delays. These meetings are typically via Zoom as well as telephone conversations. Progress reports are submitted to NIFA through the REEPort portal. What do you plan to do during the next reporting period to accomplish the goals?During the next reporting period, our aim is complete the installation and replacement of the HVAC system and elevator system. In addition, we anticipate the auditorium to be completed and the labs using the 2019 funds. If any unforeseen delays are encountered, we anticipate requesting a No-Cost Extension to allow for drawdown of funds and progress towards completing the goal within scheduled timelines.

      What was accomplished under these goals? For the purpose of this reporting period, changes in the goal will reflect only the Renovation of Larrison Hall for expanding the School's research laboratories on the campus of UAPB. At this juncture in the project, the general contractor (Con-Real) is working on finishing the the 2013 funding phase of the Larrison Hall Renovation projectand has been working in conjunction with the university's facility management unit, the School of Agriculture division heads, and the university administration to complete the various activities. For the purpose of this reporting period, the general contractor has completed the following activiities towards the goal: site preparation and campus safety protocols for pedestrians; demolition and removal of debris and materials;removed worn concrete and rebar from the multipurpose auditorium space and poured new concrete, started the replacement of damagedsewer pipes, preparing the infrastructure for the mechanical room for installation HVAC system, as well as the infrastructure and shaft for the elevator system. Beyond this period, the university will continue the renovation process with 2019 funds.

Nothing Reported What do you plan to do during the next reporting period to accomplish the goals?Planning is underway to complete the first phase of the Larrison Hall renovation project. Activities will be on-going. The contractor and the architect and a construction manager will work together to administer best practices in construction and consult weekly with univeristy officials to ensure project success. Renovation activities will have proceeded during the next reporting period. The layout and installation of high-tech aboratory equipment, HVAC system, and other physical infrastructure improvements areexpected.

        Impacts
        What was accomplished under these goals? The project team (dean, facilities management, administrators)have been working cosely with AMR Architects during this reporting period in planning therenovation of Larrison Hall, our multipurpose research laboartory building. The architects consulted with various faculty researchers and administrators to craft re-design modifications specific for each laboratory function, to include environmental and meet internation safety standards. The architect firm has been working closely with the University to finalized drawings, assist in setting up preliminary dimensions for scaling each researchers' designated space, including specific equipment locations, mapping of electrical and technology needs within each lab, and other infrastructure requirements regarding safety and hygiene.Thus, the schematic package has been completed. Funds are currently being used to pay architectural fees to AMR Architects (Little Rock, AR) and related construction costs associated with the project, utilizing continuation of 2019 funding. The university has selected the commercial contractor from a pool of five major in-state and out-of-state construction firms. In addition, the contractor has been selected after receiving applications from five major and highly-credentialed construction companies.
