Non Technical Summary
The current Plan of Work for FY 2018-2022 submitted herein is based on the collective inputs of students, faculty, staff and administrators representing research, instructional and cooperative extension programs. Their inputs were based on the pressing needs of students and also the research and extension agenda as influenced by diverse stakeholders. Southern University experienced deep reductions in State Budgets from 2008 to 2016 leaving the institution with little or no funds for building construction and maintenance. Simultaneously, class sizes increased and the needs of Louisiana citizens escalated partly due to natural disasters (hurricane, flood, oil spill, etc.). To adequately address these new needs and to retain technology savvy students, faculty and staff, we plan to construct a multi-purpose/multi-program agricultural livestock complex. This facility will be utilized by the three programs - research, instructional and cooperative extension. It will be accessible and beneficial to students, faculty, staff, clientele and other stakeholders. It is also our intent to replace old and obsolete equipment by rebuilding both the food and nutrition analytical laboratory housed in A. O. Williams, the sewing and skills transfer laboratory in Pinkie Thrift Hall and acquiring new vehicles especially 7-Seater passenger vans. The two laboratories will be utilized by teaching, research and extension and the vehicles will be used to convey students, faculty, staff, and clientele to professional meetings, educational service deliveries, farm tours, learning sites, etc. The Southern University Agricultural Land Grant Campus comprising of the College of Agricultural, Family and Consumer Sciences (CAFCS) and the Southern University Agricultural Research and Extension Center (SU Ag Center) embrace a mission consistent with the university's tripartite mission of teaching, research and public service. The CAFCS consists of three departments: Agricultural Sciences, Family and Consumer Sciences, and Urban Forestry. The Department of Agricultural Sciences offers a Bachelor of Science degree in Agricultural Sciences with emphasis in four concentrations: Agricultural Economics, Agribusiness, Animal Science, and Plant & Soil Sciences. The Department of Urban Forestry offers a Bachelor of Science degree in Urban Forestry, and the Masters (M.S.) and Doctoral (PhD) degrees in Urban Forestry. The Department of Family and Consumer Sciences offers the Bachelor of Science degree in Family and Consumer Sciences with concentrations in Apparel Merchandising and Textiles, Child Development, and Human Nutrition and Food. A Dietetic Internship is also offered in the Department. The teaching programs of the college are supported by a variety of indoor and outdoor laboratories. The proposed projects will provide visual, hands-on and innovative lessons to students. Faculty and staff in research and extension will benefit tremendously and will utilize the facilities to enhance their research skills and research-based educational information delivery to stakeholders. The facilities will greatly enhance the ability of the SUALGC to position the college and the SU Ag Center for preparing a capable workforce for the future.Both research and extension offer activities under the auspices of the following six program areas: i) Sustainable Agricultural Systems, ii) Nutrition and Health, iii) Family and Human Development, iv) Community and Economic Development, v) Youth Development, and vi) Urban Forestry and Natural Resource Management.The goal of the FY 2018-2022_1890 Facilities Grant Program is to improve the research, extension and teaching facilities and to enhance the capabilities of the Southern University Agricultural Land Grant Campus to deliver necessary services to the residents of Louisiana.

Goals / Objectives
The goal of the FY 2018-2022_1890 Facilities Grant Program is to improve the research, extension and teaching facilities and to enhance the capabilities of the Southern University Agricultural Land Grant Campus [comprising of the Southern University Agricultural Research and Extension Center (SUAREC) and the College of Agricultural, Family and Consumer Sciences (CAFCS)] to deliver necessary services to the residents of Louisiana.Specific objectives for the funding Cycle include:1. Acquisition of analytical equipment to build the Food and Nutrition Laboratory.2. Acquisition of equipment to build an Apparel Merchandising and Textile Laboratory.3. Construction of an Agricultural Multi-Purpose Livestock Complex.4. Acquisition of new passenger vehicles.
Project Methods
Funds provided by USDA/NIFA 1890 Facilities Grants Program will be used to purchase state-of -the-art equipment and to carry out construction ofmodern and conducive learning, research and educational delivery environments. Equipment purchased will complement the existing ones and will enable the college to integrate cutting edge technology into day-to-day instruction. This will enhance recruitment, retention and graduation of students while providing them with contemporary skills that will enable them to advance in their chosen disciplines.Implementation of the proposed objectives/activities of construction, equipment and vehicle purchase will be coordinated by the Chancellor-Dean of the Southern University Agricultural Land Grant Campus. The Chancellor-Dean will be assisted by three vice chancellors along with heads of department, the director of grant and facility programs management, and talented faculty and staff with expertise in their fields. Individual faculty will assist in the responsibility of purchasing and ensuring proper installation of equipment following procedures established by the Southern University System, the State of Louisiana and the USDA/NIFA. Each of the items of equipment requested is the responsibility of an individual faculty member with oversight by their supervisors. The Southern University System has a resident Director of Facilities who acts as a liaison between the five campuses and the governing board and also between the campuses and the Louisiana Office of Facility Planning and Control(FPC). In executing building projects, there are thresholds for bids thatcan be awarded by the SU System Purchasing Office and those that can be awardedby theFPC.Planning and implementation for all constructions and renovations will be carried out by local architectural firms following standard Southern University and State of Louisiana procedures. Each stage of planning and implementation will be submitted to USDA/NIFA with appropriate documentation for approval prior to beginning the activity. Bidding and awarding of any contract will follow the regulations of Southern University and the United States Government. Purchasing and any expenditure planned will conform to the regulations of Southern University System and the U.S. Government. Additionally, our plans are in line with the strategic plan of Southern University System and will greatly assist with the implementation of the activities outlined in our research and extension plan of work submitted to USDA/NIFA.Southern University will continue the policy of ensuring that research, teaching and extension share appropriately in facilities; inclusive of space utilization. Space utilization in the proposed new Multi-Purpose Livestock Complex Station will follow this longstanding tradition. The proposed building will have classrooms for instructions, conference rooms for extension, and labs for research. We have a staff member who serves as facilities coordinator, this individual works collaboratively with the three vice chancellors for research, academics and extension to ensure equitable use of facilities. We are developing a draft of projected available space in the multipurpose complex. Once this is finalized through design, we will convene a meeting to include research, teaching and extension where formal space allocation will be discussed and made. This decision will then be forwarded to the Chancellor-Dean and the executive council for approval.

Target Audience:Southern University research, education and extension faculty, staff, students, and clientele are the primary target audience. Graduate and undergraduate students, state and local government officials, small and limited resource individuals and families, minorities and those who are socially, economically, or educationally disadvantaged, and the underserved, continue to be impacted through their participation in programs and activities which utilize facilities funded by this grant. Changes/Problems:On September 19, 2022 the University requested, and on January 4, 2023, USDA/NIFA approved the following: the request to remove objective "To Construct Multi-purpose Livestock Complex", and added these objectives: (a) Construct new Greenhouse and Plant Science Complex (b) Construct a Demonstration Garden for extension use (c) Renovate interior M.A. Edmond Livestock Show Arena (d) Pave a parking lot for the Multipurpose Building - Approval to reallocate $215,205.00 from A.O. Williams Hall Project to the M.A. Edmond Livestock Show Arena Project. A. O. Williams Hall State appropriations were provided for the mold removal/remediation associated with A. O. Williams Hall's Renovation Phase I. As of January 2023, the building was again evacuated as moisture was identified throughout the building's ceiling tiles in connection to the HVAC system. As a result of this issue, the State's Facilities Planning and Control Office is currently involved and will provide a final solution to remedy this issue. What opportunities for training and professional development has the project provided?Vehicles purchased and facilities renovated using 1890 Facilities Grant Program Funds will enhance our capabilities to provide hands-on training and mentoring to graduate and undergraduate students. When completed, the demonstration garden will offer faculty, staff, students, and clientele learning and experiential facility/space and expand youth and community program associated with urban gardening which has grown in recent years. It will provide a physical demonstration outdoor laboratory where extension programing will be delivered to different audiences (e.g. K-12, community gardeners, etc.). How have the results been disseminated to communities of interest?Information was disseminated to communities of interest e.g., students, staff, faculty, administrators, citizens and other stakeholders directly about the facilities grant as they used and benefited from equipment and other facilities/services funded through these grants. Southern University continues to benefit greatly by using the 1890 Facilities Program Funds to enhance research, extension and teaching programs. The university acknowledges USDA/NIFA for its funding in most documents, publications, and presentations that are provided to the general public. What was accomplished under these goals? Year 1 Update (FY 2018): On October 19, 2019, &April 20, 2020, the University requested to reapportion the first-year funding for Award No. 2019-45200-29216 in the amount of $838,856 to the Renovation of A. O. Williams Hall. USDA/NIFA approved this request on April 27, 2020. A. O. Williams Hall serves as the headquarters for the Southern University Agricultural Research and Extension Center's Research and Extension programs. There are several research and extension laboratories and conference rooms, as well as a studio which serves the needs of graduate and undergraduate students. The renovation of the A.O. Williams Hall is still ongoing. Year 2 Update (FY 2019): There were two main projects planned for the second year. The first project was the acquisition of architectural and engineering services to design the Agricultural Multi-Purpose Livestock Complex Station. Based on projected estimates, associated with the total value of the project ($5-6 million), it was concluded that the cost of professional services was over $500,000. The State of Louisiana requires that projects more than $500,000.00 are coordinated with the State's Facility Planning and Control (FPC) office. The second project entailed the acquisition of two new Farm Trucks. The University purchased two vehicles for farm use, including a Ford F-250 Crew Cab and a Ram 1500 Crew Cab. USDA/NIFA approved the University's request for purchase and released of funding on April 22, 2020. The pandemic delayed the purchase of these vehicles, which was previously planned to be acquired in early 2021. The vendor delivered the trucks between April and May 2022. Year 3 Update (FY 2020): For the third year of the program, the plan was to begin the process of constructing the Agricultural Multi-Purpose Livestock Complex Station. During this period, the old ruminant (dairy) and horse units have been demolished. Year 4 Plan (FY 2021): Southern University's Agricultural Research and Extension Center's tripartite mission (teaching, research, and cooperative extension) is to enhance agricultural productivity while protecting the environment, improve the quality of life and well-being of the people of Louisiana and enhance rural and urban economic development. Year 4 Plan (FY 2022): The University changed the focus of the current POW to address immediate programing needs: (a) Improvements to instructional facilities in connection with the University's Food and Nutrition, and Animal Sciences; (b) The reestablishment of a Youth Demonstration Garden and a Challenge Camp; (c) The establishment of a new greenhouse complex and a shared instrumentation/equipment lab at the Ag Center. (d) Improvement of facilities at the Agriculture Experiment Station in Baker. Year 5 Plan (FY 2023): On September 19, 2022 the University requested, and USDA/NIFA approved the following on January 4, 2023: the request to remove objective "To Construct Multi-purpose Livestock Complex", and added these objectives: (a) construct new Greenhouse and Plant Science Complex ($1,000,000.00) (b) construct a Demonstration Garden for extension use ($640,734.00) (c) renovate interior M.A. Edmond Livestock Show Arena ($215,205.00) (d) pave a parking lot for the Multipurpose Building ($600,000.00) - Approval to reallocate $215,205.00 from A.O. Williams Hall Project to the M.A. Edmond Livestock Show Arena Project. - Approval to reallocate $600,000.00 from the A.O. Williams Hall Project to the Multipurpose Building parking lot Renovation of A. O. Williams Hall Earlier we reallocated some 1890 Facilities Grants funds, $4,238,651.58 from the following three awards, 2008-45200-04419, 2013-45200-21532, and 2019-45200-29216 to cover the cost of A. O. Williams Hall renovation. However, the State Legislature appropriated under its 2020 House Bill 2 (HB 2) page 29, the sum of $5,660,400.00 for the A. O. Williams Hall Renovation project under Priority 1. Some of the funds were used for mold removal and remediation which could not be paid for from the 1890 Facilities Grant. Because of the State Appropriation, on September 19, 2022 we requested USDA/NIFA to reduce funding for the objective A.O. Williams Hall Renovation from $4,238,651.58 to $3,215,000.00, USDA/NIFA approved our request on December 5, 2022. The design of Phase II, Renovation of the Extension/East Wing of the building was completed in August 2021, the designer was Crump Wilson Architects. The building contract was awarded to M.D. Descant, LLC. The construction project was scheduled to be completed by June 2023, however due to the resurgence of mold the completion date has to be determined by the State Office of Facility Planning and Control (FP&C). Construction of New Greenhouse and Plant Science Complex (ongoing) We requested on March 7, 2023 and on March 10, 2023 USDA/NIFA approved to enter into mechanical, electrical and plumbing (MEP) contract with Thompson Luke & Associates, LLC., in the amount of $20,000.00. This project is in progress, engineering design phase is completed. Bidding documents will be prepared and submitted for advertisement. Construction of a Demonstration Garden for Extension Use (ongoing) We requested March 22, 2023 for USDA/NIFA to approve mechanical, electrical and plumbing (MEP) contract with Thompson Luke & Associates, LLC in the amount of $21,000.00. On April 7, 2023 USDA/NIFA approved the request. This project is in progress, the design phase was completed and the bid document was submitted to Southern University Purchasing Office on January 15, 2024 for review. The bidding process was successful and document for the selected contractor was submitted to USDA/NIFA who approved selected contractor, Stricklin & Porter Construction, LLC on 09/06/2024. Construction phase of this project began and is projected to be completed January 31, 2025. Renovation of the Maurice A. Edmond Livestock Show Arena (Phase 2, Interior) On May 12, 2023 we requested USDA/NIFA for approval of $28,500.00 to engage Didier Architecture to serve as a consultant to design and prepare architectural documents for the interior renovation of the Maurice A. Edmond Arena and supervise the implementation of the project. USDA/NIFA approved the request on May 24, 2023. The final design A&E was reviewed and approved by both the Facilities and Purchasing Offices for bidding. Pivotal, LLC was selected as the construction contractor for the project to renovate Phase 2 (interior) of the Maurice A. Edmond Livestock Show Arena. The company was selected based on its experience with the renovation project now in Phase 3 (Phase 1 was exterior funded with State Funds, and Phase 2interior, was funded using 1890 Facilities Program Funds). USDA/NIFA approved selected contractor, Pivotal, LLC on 09/06/2024. The paperwork for Pivotal, LLC has started. When the purchase order (PO) is ready, the notice to proceed letter will be issued by our Purchasing Office, and we will have the pre-construction meeting before renovation phase starts. Paving Parking Lot for the Multipurpose Building (COMPLETED) We requested March 9, 2023 and on March 20, 2023 USDA/NIFA approved to the contractual agreements with Honore' Companies LLC for approximately $482,071.25 for pavement of the Multipurpose Building parking lot. Again, we requested June 6, 2023 and on June 28, 2023 USDA/NIFA approved to the contractual agreements with BRC Construction Group LLC for approximately $95,698.00 for the second section of the Multipurpose Building Parking lot asoutlined in the request. For the A&E, on November 2 and 20 2023 we requested USDA/NIFA to approve $21,590.05 for Modus, INC Architects and Planners, and USDA/NIFA approved the request on February 6, 2024. Modus, INC Architects and Planners, and both the construction contractors, Honore' Companies LLC and BRC Construction Group LLC have completed their contracts.

Williams Hall is still ongoing, but with another problem. Contractors completed the work associated with the west wing (Research), which houses research activities, in December 2021. Research faculty, administrators, and other personal moved back to the west wing (Research side) of the building November 2021. However, January 18, 2023 all employees were advised to evacuate the building due to another incident of mold. The State Office of Facility Planning and Control (FP&C), the Southern University System Office of Facilities Planning, and other state agencies are working to solve this problem. Renovations related to the east wing (Extension) using Appropriations from the state was completed in October 2023, however, due the recurring mold problem the renovation is not fully completed. The 1890 Facilities Program Funds will be utilized for the renovation when the mold problem is alleviated by the State Government.       What was accomplished under these goals? Year 1 Update (FY 2018): On October 19, 2019, and April 20, 2020, the University requested to reapportion the first-year funding for Award No. 2019-45200-29216 in the amount of $838,856 to the Renovation of A. O. Williams Hall. USDA/NIFA approved this request on April 27, 2020. The funds are being used for Phase II of the renovation of the east wing of the building. A. O. Williams Hall serves as the headquarters for the Southern University Agricultural Research and Extension Center's Research and Extension programs. There are several research and extension laboratories and conference rooms, as well as a studio which serves the needs of graduate and undergraduate students. The renovation of the A.O. Williams Hall is still ongoing. Contractors completed the work associated with the west wing (Research), which houses research activities, in December 2021. Research faculty, administrators, and other personal moved back to the west wing (Research side) of the building November 2021. Renovations related to the east wing started with mold removal and remediation, and the contract for renovation of building was signed. The Notice to Proceed was issued on January 14, 2022, to commence work on or before February 6, 2022. The initial contract sum is $3,068,000.00 using State Appropriations, and projected completion date is June 2023. Year 2 Update (FY 2019): There were two main projects planned for the second year. The first project was the acquisition of architectural and engineering services to design the Agricultural Multi-Purpose Livestock Complex Station. Based on projected estimates, associated with the total value of the project ($5-6 million), it was concluded that the cost of professional services was over $500,000. The State of Louisiana requires that projects more than $500,000.00 are coordinated with the State's Facility Planning and Control (FPC) office. The University established communication with officials at FPC as well with the Southern University System (Facilities Office) to discuss the process needed to select A&E services in connection with this project. The second project entailed the acquisition of two new Farm Trucks. The University purchased two vehicles for farm use, including a Ford F-250 Crew Cab and a Ram 1500 Crew Cab. USDA/NIFA approved the University's request for purchase and released of funding on April 22, 2020. The pandemic delayed the purchase of these vehicles, which was previously planned to be acquired in early 2021. The vendor delivered the trucks between April and May 2022. These vehicles are devoted to moving cattle and other livestock (and equipment) using trailer between farms, to the veterinary clinic, livestock shows, and market. They are also used in activities related to the Agricultural Experiment Station, the Horticulture Farm, and for hauling materials for establishing research, extension, and teaching demonstration plots around the state. Year 3 Update (FY 2020): For the third year of the program, the plan was to begin the process of constructing the Agricultural Multi-Purpose Livestock Complex Station. During this period, the old ruminant (dairy) and horse units have been demolished. Year 4 Plan (FY 2021): Southern University's Agricultural Research and Extension Center's tripartite mission (teaching, research, and cooperative extension) is to enhance agricultural productivity while protecting the environment, improve the quality of life and well-being of the people of Louisiana and enhance rural and urban economic development. The scope of SU AgCenter projects are responsive to the University's strategic plan and established thorough review of current trends at local, state, and national levels. Faculty, staff, students, administrators, local, state, national experts, and selected stakeholder groups are also involved in this process. This project is progressing as planned. (b) Construct a Demonstration Garden for extension use We requested March 22, 2023 for USDA/NIFA to approve mechanical, electrical and plumbing (MEP) contract with Thompson Luke & Associates, LLC., in the amount of $21,000.00. We are expecting the approval soon. (c) Renovate interior M.A. Edmond Livestock Show Arena (Phase 3) We are preparing documents to request USDA/NIFA for approval to engage Didier Architecture to serve as a consultant to design and prepare architectural documents for Phase 2 of the interior renovation of the Maurice A. Edmond Arena. Didier Architecture is currently the consultant that designed and prepared architectural documents for the interior renovation, Phase 1. (d) Pave a parking lot for the Multipurpose Building We requested March 9, 2023 and on March 20, 2023 USDA/NIFA approved to the contractual agreements with Honore' Companies LLC for approximately $482,071.25 for pavement of the Multipurpose Building parking lot. The University has prepared necessary documents for the contractor to sign and to resume construction as soon as possible. (e) Renovation A. O. Williams Hall The renovation of the A.O. Williams Hall is still ongoing, but with another problem. Contractors completed the work associated with the west wing (Research), which houses research activities, in December 2021. Research faculty, administrators, and other personal moved back to the west wing (Research side) of the building November 2021. However, January 18, 2023 all employees were advised to evacuate the building due to another incident of mold. The State Office of Facility Planning and Control (FP&C), the Southern University System Office of Facilities Planning, and other state agencies are working to solve this problem. Renovations related to the east wing (Extension) is progressing using Appropriations from the state, and is expected to be completed June 2023. 1890 Facilities Program Funds will be utilized for the renovation beginning June 2023. The plan is to construct a state-of-the-art farm building and a pavilion for the animal program's ruminants and mono-gastric livestock and poultry. The structures are to be used for the University's agricultural sciences as it relates to instruction, research, and extension programs (including beef, poultry, swine, sheep, and goats). The planned activities for this period, including the pre-construction environmental assessment (PEA) for the Agricultural Multi-Purpose Livestock Complex Station and topographical surveys, are on hold until a full plan to pay for the project is in place. The University will continue exploring ways, via current and future funding, to support the construction of the Agricultural Multi-Purpose Livestock Complex Station. Year 4: Southern UniversityAgricultural Research and Extension Center's tripartite mission (teaching, research, and cooperative extension) is to enhance agricultural productivity while protecting the environment, improve the quality of life and well-being of the people of Louisiana and enhance rural and urban economic development. All SU AgCenter's projects, including the 1890 Facilities Program, are driven by this mission. The scope of SU Ag Center projects are responsive to the University's strategic plan and established thorough review of current trends at local, state, and national levels. Faculty, staff, students, administrators, local, state, national experts, and selected stakeholder groups are also involved in this process. In the meantime, the University continues to explore possible project changes to address immediate programing needs: (a) improvements to instructional facilities in connection with the University's Food and Nutrition, and Animal Sciences; (b) the reestablishment of a Youth Demonstration Garden and a Challenge Camp; (c) the establishment of a new greenhouse complex and a shared instrumentation/equipment lab at the Ag Center. If the University decides to pursue any of these new projects, the necessary adjustment to the current 5-year plan of work will be officially conveyed to NIFA for further review and approval.

Since then, we have been doing the following: Year 1 We requested (October 19, 2019 and April 20, 2020), and USDA/NIFA approved (April 27, 2020) the redirection of Year 1 funds for the renovation of A. O. Williams Hall, Phase 2. O. Williams Hall. Year 2 Acquisition of new Farm Trucks We requested (on January 7, 2020) and USDA/NIFA approved (March 11, 2020) and released funds to purchase two farm trucks as follows. The process was delayed because the university was closed down as a result of COVID-19 regulations. Due to the rotation of dealership policy of the state we are acquiring, One Ford F-350 Crew Cab and One Ford F-150 Crew Cab (instead of the a Ram 1500 Crew Cab and a Ford F-250 Crew Cab). Purchase requisitions have been submitted and approved, we are waiting for the Purchasing Office to issue purchase orders (PO) to the automobile dealers so they can deliver the two vehicles. These vehicles are needed for the heavy hauling and towing that we have to do at the Agricultural Experiment Station and other agricultural sciences/urban forestry related projects. Architectural and engineering design for the Agricultural Multi-Purpose Livestock Complex Station Funds for the design of this facility will be utilized as originally proposed. We will begin the process of engaging an architectural firm through the Louisiana Office of Facility Planning. The structures will be used for our agricultural sciences instructional, research and extension program demonstrations (beef, poultry, swine, sheep, and goats, inclusive). Funds accumulation for construction of the Agricultural Multi-Purpose Livestock Complex Station Construction of the Agricultural Multi-Purpose Livestock Complex Station is projected to commence in the last year of the cycle, we are accumulating funds which will be used for the project.             What was accomplished under these goals? We are working to implement the objectives planned for Year 1 of the project. The award letter was issued five months ago on March 21, 2019. Since then, we have beendoing the following: Equipment acquisition/installation - Food and Nutrition Laboratory: We are securing updated quotes for the nutrition equipment which will be submitted with the purchase requisition and processed to issue a purchase order (PO) to the vendors. When equipped, this laboratory will serve research, extension and teaching components of our Land Grant Campus. Requested equipment will be utilized on a regular basis to analyze food for proximate, fatty acids, Vitamin E, cholesterol, and minerals. The Food and Nutrition Laboratory where the equipment will be installed is located in A. O. Williams Hall. Currently, A. O. Williams Hall is undergoing major renovations; and the research wing is about 98% complete. All employees had to vacate the building to ensure safety during renovation. We will return to A. O. Williams Hall as soon as the renovation is completed. The equipment will be delivered and installed as soon as we receive the approval to move into the building. Equipment acquisition/installation - Apparel Merchandising and Textiles Laboratory: The Apparel Merchandising and Textiles (AMTX) program in the department of Family and Consumer Sciences provides students with a variety of practical experience-oriented curriculum activities. Purchase of equipment for the laboratory is crucial to the goals of the AMTX Program courses; and renovating the Southern Niche retail store-laboratory is an important element of students' experiential leaning. We are obtaining necessary quotes to send along with our request to NIFA for release of funds. Part of the reason for the delay in accomplishing this objective is that the teaching faculty who is responsible for this project was on summer break until August 12, 2019. She is working now and this project will be completed soon. Carryover funds for construction of the Agricultural Multi-Purpose Livestock Complex Station: Since the construction of the Agricultural Multi-Purpose Livestock Complex Station is scheduled for FY 2021, this objective has been achieved. As planned, we will accumulate funds during the initial three years for the construction phase of the project.
