Non Technical Summary
In July, 2017, the Massachusetts Division of Fisheries and Wildlife (Mass Wildlife) received an Incidental Take Permit (ITP) from the US Fish and Wildlife Service and approval of its Statewide Piping Plover Habitat Conservation Plan. Under this "umbrella" permit, Mass Wildlife will issue Certificates of inclusion (COI) to beach operators throughout the state, and is responsible for administering the program. Responsibilities include conducting a detailed analysis of the efficacy of predator management once every five years for the life of the 26 year ITP; and developing and vetting methods for the first five year evaluation within two years of permit issuance ( due July 7, 2018).The Contractor will work with Mass Wildlife, USFWS, members of the HCP Scientific Advisory Committee, beach managers and other partners to develop methods for the assessment of the efficacy of predator management within a quantitative analytical framework. A study plan will be developed detailing methods of data collection and analysis. In addition to developing a method to be used by HCP participants and beach operators receiving HCP related funding for predator management, going forward, the Contractor will consider developing methods to evaluate existing data predating implementation of the HCP, as well as options for simplified data collection that may. result in greater voluntary participation and a larger sample size. The contractor will make reasonable effmis to conduct preliminary analysis of existing data, or a subset thereof, including data entry as may be reasonably necessary.The Contractor will participate in up to three conference calls with the Science Advisory Committee, and will communicate with Mass Wildlife, USFWS, USDA Wildlife Services, and individual beach operators as necessary to ensure successful completion of the projectAwarded Start Date: 1/5/18Sponsor: Massachusetts Division of Fisheries and Wildlife
