Goals / Objectives
Measure trends, patterns, and sources of agricultural productivity growth. Estimate the net benefits of public and private investments in agricultural research and characterize the nature of those benefits to consumers, producers, and the environment. Examine possible future demands for technology as influenced by changes in population, climate and other environmental factors in addition to estimating the potential benefits of prospective technological developments.

Outputs
Target Audience:Policy makers, stakeholders and scientists interested in retunrs to agricultural research and the consequences of climate change, and climate change adaptation and mitigation efforts. Changes/Problems:Project is being reoriented in a successor form and there more emphasis will be placed on climate change. What opportunities for training and professional development has the project provided?Two PhD students finished their thesis and over 80 masters and PHD students were taught economic analysis techniques. Ine post doc student learned about climate and water analysis modleing. How have the results been disseminated to communities of interest?Yes practical presentations and reports have been distributed What do you plan to do during the next reporting period to accomplish the goals? Nothing Reported

Impacts
What was accomplished under these goals? Estimates we made on climate change effects on crop yield growth, cattle calving ratess, cattle calf survival rates and milk yields plus winter wheat yields Estimates were made on effects of ozone on US and China crop yields.

Target Audience:Have worked with IPCC, USDA, EPA and parties in SOuthh Cental Texas and in New Mexico. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided?training throught sponsored dissertaion work was carried out for 5 graduating and 8 ongoing PhD students. Traing was carried out on modeling technical progress and climate change effects. How have the results been disseminated to communities of interest?Journal articles, professional presentations, conference presentations, policy bries and a wab page have been employed. What do you plan to do during the next reporting period to accomplish the goals?Continue work on climate change effects on technological progress and productivity.

Impacts
What was accomplished under these goals? Major work was done under objective 3 on technical progress and climate change. Estimates are that over 50% of the gains in rice yields are due to CO2 enrichment. Also an examination of yield growth possibilities shows climate change is a major depressing factor and needs to be matched by adaptation and R&D investments.

How have the results been disseminated to communities of interest?Through publications and draft policy briefs plus invited speeches. What do you plan to do during the next reporting period to accomplish the goals?Further investigate climate change effects on technological progress and on livestock Develop a number of journal articles and policy briefs. Share findings with USDA, USEPA and USDOE personnel.

Impacts
What was accomplished under these goals? An improved understanding of how climate change and land are interwined that was published in a recent IPCC report. Knowedge was gained on the ways agriculture adapts to climate change. Information was generated on negative effects of climate change on technological progress, milk yields, calf birth weights and calf survival rates.

How have the results been disseminated to communities of interest?Through journnal articles and public speaking engagments What do you plan to do during the next reporting period to accomplish the goals?Do analysis on the threats to research productivity from environmental factors.

Impacts
What was accomplished under these goals? Under objective 3 work has been done on how environmental factors such as climate change, and weather as influcenced by the ocean have influenced productivity and the need to adaptation through research. these factors significantly increase the need for research investment. Work has also been done on shifts in crop mixes and needed adaptatio actions plus the effects of subsdy policies.these factors also significantly increase the need for research investment.
