Non Technical Summary
The most recent data available suggests there are approximately 2 million farms and ranches in the United States with nearly 893,000 youth living on these farms and ranches. More than half (51%) of these youth work on their farm or ranch, and over 265,600 non-resident youth are hired to work in agriculture1. At the same time, agriculture is recognized as one of the most dangerous industries in the United States with a work fatality rate of 24.9 per 100,000 workers; this rate is over 7 times the rate of 3.3 for all U.S. industries2. In a study of fatal occupational injury to youth ages 17 and under using Census of Fatal Occupational Injury (CFOI) data from 2001-2012, Rauscher and Myers (2016)3 found that nearly 50% of years of potential life lost among all youth were to agricultural youth, and that almost three-in-four descendants were working on their family's farm. In another study of youth farm fatalities, Gorucu et al. (2015) found that Anabaptist youth were seven times more likely to be involved in occupational incidents than the non-Anabaptist youth.4 Arcury et al. (2015) have found that hired farmworker youth self-reported significant levels of musculoskeletal injury (54%), trauma injury (61%) and dermatological injury (72%) when doing farm work during the past 12 months. Sources of injury for both fatal and nonfatal injury include exposures to machinery, equipment, tools, vehicles, animals, water and other liquids, toxic gases, pesticides and other chemicals, falls from heights, and more. Young people are, by nature, risk takers with minimal appreciation for long-term outcomes. Young bodies, in developmental stages, often have higher risk than adults of long-term negative consequences from occupational injury and disease. Clearly, a continued significant and multi-facetted effort in preventing fatal and nonfatal injury to youth working in agriculture is warranted.Our goal for this project is to build upon and strengthen the activities and accomplishments of the Safety in Agriculture for Youth (SAY) project, as well as identify and address curricula and outreach gaps. Our proposal specifically addresses: a) ways to enhance the viability and utility of the Curriculum Alignment Submission Tool (CAST); b) strengthen the SAY National Clearinghouse by increasing curricula and other resources available through the clearinghouse, enhancing outreach to stakeholders, and identifying and communicating to others gaps in curricula and resources; c) supporting outreach and marketing activities of the CareerSafe OSHA 10-Hour General Industry (Agriculture) course; and d) enhance operations of an engaged and effective National Steering Committee for the SAY project.Over the past 4 years, the SAY project has made significant progress in implementing a national approach to youth farm safety education and certification by: (1) Establishing stakeholder groups that engaged experts from various sectors and leadership positions within academia, public health and the agricultural industry; (2) Establishing a National Steering Committee to help identify curriculum and testing gaps, certification needs, and industry recognized credentials; (3) Developing a youth farm safety tool that assesses alignment of existing youth farm safety curricula with the Agriculture, Food and Natural Resources (AFNR) Career Cluster Content Standards; (4) Developing and implementing a National Clearinghouse for gathering of national youth farm safety and education curricula and testing; (5) Developing online and teacher-delivered OSHA recognized safety courses for agricultural students; (6) Developing a safety protocol for students, teachers and employers for the Supervised Agricultural Experience (SAE) program; (7) Conducting a National Youth Farm and Ranch Safety Symposium with key national-level stakeholder groups; (8) Working closely with members of the SAY National Steering Committee to develop a national outreach strategy to promote awareness and utilization of the farm safety materials by diverse stakeholder audiences; and (9) Annually assessing resources required to sustain the Clearinghouse and to continue national dialogue about youth farm safety education and certification needs.Even with these successes, there are opportunities to increase curricula and resources available in the SAY National Clearinghouse, and many opportunities to increase promotion of the Clearinghouse and the overall SAY program. These opportunities will be addressed by specific objectives and action plans in the next section of this proposal.

The specific aims, objectives and activities described under this section will provide an organized and coherent structure for the project team to accomplish the overall goal of building upon and strengthen the activities and accomplishments of the Safety in Agriculture for Youth (SAY) project.Specific Aim 1: To maintain the SAY National Steering Committee and SAY Executive Committee.Objective 1.1. Maintain the SAY National Steering Committee (NSC)Objective 1.2. Maintain the SAY Executive CommitteeSpecific Aim 2: To maintain and continue strengthening and enhancing operations of the current SAY program, including the SAY National Clearinghouse, the Curriculum Alignment Submission Tool (CAST), the OSHA 10-Hour General Industry (Agriculture) Course, and the creation of digital badges to support the clearinghouse.Objective 2.1. Project Methods
Objective 1.1. Maintain the SAY National Steering Committee (NSC)Action Plan (Years 1-4): We will closely review the make-up of the current NSC, examine national-level youth constituents that may not yet be represented, and adjust the NSC as needed. Specific organizational representatives are identified in the Division of Labor section and letters of commitment are attached to this proposal. The NSC will meet quarterly by conference call and once face-to-face. The current NSC has supported a series of belief statements and guiding principles for youth safety. The new NSC will be engaged to widely distribute and promote this document as well. The new NSC will also be charged with exploring opportunities for long-term sustainability of the SAY program which includes the promotion of the previously created SAY Beliefs Statement.Objective 1.2. Maintain the SAY Executive CommitteeAction Plan (Years 1-4): In the previous SAY grant, exploratory discussions with 3 members of the NSC led to the development of a SAY Executive Committee (EC). All three have been ongoing members of the original SAY project team and NSC members. These individuals, Dee Jepsen, Aaron Yoder and Michael Pate, also represent younger members of the NSC based at land grant universities. There will be monthly conference calls and one face-to-face meeting of the SAY Executive Committee. They will share in leadership and decision-making regarding all operations of SAY. The EC will help lead the effort to engage the NSC in developing a strategy for long-term sustainability of the SAY program. Each EC member is also expected to engage directly with the NSC on major initiatives and activities for which they are responsible. The Principal Investigators of any grants funded through this RFA will be asked to join the EC.Objective 2.1. Identify existing curricula appropriate for the SAY National Clearinghouse and ensure these curricula are submitted.Action Plan (Years 1-4):Currently there are 23 curriculums and 8 Other Resources in the SAY National Clearinghouse which have been aligned with the updated AFNR Career Cluster Content Standards. Subject matter addressed by these curricula and other resources include tractors, machinery and other equipment, dairy, horses, grain handling, ATVs, chemicals, manure pit safety and more. Based on the current AFNR breakdown of curriculum and resources in the Clearinghouse, we need to increase resources aligned with the following standards: AS.02 (Animal Systems), ESS.01 and ESS.05 (Environmental Service Services) and PS.03 (Plants Systems). We will actively search for new curriculum/resources through web searches, professional meetings, and conferences. We will work with the authors to submit their material to the Curriculum Alignment Submission Tool (CAST) for inclusion in the Clearinghouse. Objective 2.2: Continue to support the OSHA 10-Hour General Industry (Agriculture) training for youth working in agriculture.Action Plan (Years 1-4):Continue to provide support to students taking the OSHA 10 Hour General Industry (Agriculture) course. CareerSafe working with National FFA, Univeristy of Nebraska and Penn State University will identify and select students for enrollment in the CareerSafe online OSHA 10 Hour General Industry (Agriculture) course.Objective 2.3. Develop and support digital badges for student and instructor components of the SAY National Clearinghouse.Action Plan (Year 1): During the first year of this project, a methodology for the creation of digital badges for both students and instructors will be developed. Digital badgesare a validated indicator of accomplishment, skill, quality or interest that can be earned in various learning environments.6 Several of the current SAY NSC members are in support of creating digital badges to enhance the value of the curriculum housed in the SAY National Clearinghouse.Once a methodology has been established, Dr. Yoder will work with the authors of the curricula that are housed in the SAY National Clearinghouse to develop digital badges for their content. This includes digital badges that recognize both student and instructor training.(Years 2-4) After digital badges have been created for both student and instructor trainings, the badges will be used to market the trainings to new clientele.Additional digital badges will be created for new resources that are added to the SAY National ClearinghouseObjective 3.1: Continue to promote a National Agriculture Young Worker Safety Day at the National FFA Conference.Action Plan (Years 1-4): The previous SAY project established a National Agriculture Young Worker Safety Day at the National FFA Conference to raise safety awareness among FFA Instructors and students. This event was modeled after the successful CareerSafe produced National Young Worker Safety Day events held over the past five years at the SkillsUSA National Leadership and Skills Conference. The event will be jointly marketed with National FFA and SAY and will encourage students to take a safety awareness pledge by signing an event banner.Objective 3.2. Promote the SAY National Clearinghouse instructional videos to provide outreach to agricultural educators working with youth.Action Plans (Years 1-4):A series of four instructional videos pertaining to the SAY National Clearinghouse are currently being developed for agricultural educators working with youth. These videos will serve as outreach tools to assist educators with integrating curriculum resources available through the clearinghouse into existing formal and informal educational programs. The primary audience for the videos is secondary agriculture education teacher and cooperative extension youth specialists.A distribution strategy will be implemented to promote videos to agricultural teachers and cooperative extension youth specialists. Videos will be published through the Agricultural Safety and Health eXtension YouTube™ channel. The videos will be shared through email listservs and hyperlinked within media platforms including Facebook, Twitter, and websites. These media platforms will be those used by agricultural teachers and extension youth specialists.During the four years of the project, video performance and audience engagement will be tracked using analytics including watch time, average view duration, number of views, traffic sources, demographics, viewer likes, subscriptions, and sharing. Quarterly reports will be provided to steering committee members for view.Objective 3.3: Promote the SAY Project and its products (e.g., SAY National Clearinghouse, belief statements, etc.) through social media outlets such as Facebook, Twitter, Listservs and other venues such the monthly eXtension Ag Safety and Health eNews.Action Plan (Years 1-4): The weekly promotion of the SAY Project products through a variety of venues including social media is vital to increasing access to agricultural safety and health information. Social media outlets such as Facebook and Twitter are used by several NSC organizations which makes it easy to promote information and resources to a larger number of stakeholders.The eXtension Ag Safety and Health eNews is a monthly publication where SAY project activities will be highlighted and direct people to the Clearinghouse. The eNews is emailed to the Ag Safety CoP members and other listservs (e.g., NIOSH Ag Centers, ISASH, ASCHCA, etc.) and promoted through Facebook and Twitter. What opportunities for training and professional development has the project provided? The SAY web site provides resources for training and professional development through self guided courses and additional supporting information related to Youth Agricultural Safety and Health. How have the results been disseminated to communities of interest? Maintain the SAY National Steering Committee (NSC) Activity: The make-up of the previous NSC was reviewed and adjusted. The NSC meet three timesby conference call and twiceface-to-face. Specific Aim 2: To maintain and continue strengthening and enhancing operations of the current SAY program, including the SAY National Clearinghouse, the Curriculum Alignment Submission Tool (CAST), the OSHA 10-Hour General Industry (Agriculture) Course, and the creation of digital badges to support the clearinghouse. Objective 2.1. Identify existing curricula appropriate for the SAY National Clearinghouse and ensure these curricula are submitted. Activities: 1. Currently there are 23 curriculums and 8 Other Resources in the SAY National Clearinghouse which have been aligned with the updated AFNR Career Cluster Content Standards. Subject matter addressed by these curricula and other resources include tractors, machinery and other equipment, dairy, horses, grain handling, ATVs, chemicals, manure pit safety and more. Based on the current AFNR breakdown of curriculum and resources in the Clearinghouse, we need to increase resources aligned with the following standards: AS.02 (Animal Systems), ESS.01 and ESS.05 (Environmental ServiceServices) and PS.03 (Plants Systems). A robust clearinghouse will have multiple entries for many topics because of geographic, age, ethnic, and hazard exposure differences in agriculture across the U.S. We believe there are several more curricula and other resource content available for entry into the clearinghouse. We will actively search for new curriculum/resources through web searches, professional meetings, and conferences. We will work with the authors to submit their material to the Curriculum Alignment Submission Tool (CAST) for inclusion in the Clearinghouse. 2.
