Non Technical Summary
Purpose: The College of Micronesia-FSM project will provide instruction; training and professional development related to agriculture, natural resources and food sciences to students and educators to support increased economic opportunities and improved quality of life in the Federated States of Micronesia. COM-FSM recognizes the importance of agriculture and food science education to the development and security of the nation.Audience: The COM-FSM project will support the more than 240 students currently studying during their time at this college and support and encourage graduates through internships and scholarships. There are now 11 students in agriculture and 4 students in food sciences. One scholarship recipient has already graduated and returned to be an instructor at COM-FSM.Products: Summer programs will encourage and recruit better-qualified high school graduates to enter the natural science programs and the interns and scholarships provided will assist the best to graduate in in timely fashion. The goal is to have 20% of our students graduate in less than 3 years. Scholarships are helping students take summer courses to attain the preceding graduation rate. Scholarship assistance to graduates at the university level increased the recruitment interest and assisted many students (see above) to enter university and move toward.Outcomes/ impacts: Surveys indicate there are now 26 graduates working in agriculture positions in the FSM, 15 graduates in university and 240 continuing studies at COM-FSM. Many of the current employees will soon retire from resource related positions. Graduates of all levels will find good jobs available and in many fields.Assessment will be by numbers - of students entering; graduates in expected time; graduates transferring to university; and graduates getting and keeping related jobs. These will be determined by surveys.As the programs have expanded to reach out to the high schools, further assessment will be focused on the improvement of high school students for their college readiness in STEM subject and the improvements of instruction at the High School level attributable to materials and supplies provided.

Project Methods
ENA #, Obj. 1.1: COM-FSM will procure and provide through FSM National DOE software packages for distribution to all state high schools across the nation to enhance the teaching of STEM courses.ENA#2, Obj. 2.1: COM-FSM RIIA PI and manager will identify and secure five graduating students of either the AS degree in Agriculture who are preparing to enter university for a science education bachelor's degree or a gruaduate of the UOG/COM-FSM Partnership BA program or a returning BA or BS graduate who have expressed an interest in carrying on to become science instructors in the K-12 education system in FSM to intern with current science instructors at COM-FSM.Obj. 2.2: Instructional staff will have identified needed instructional supplies at each campus and procurement will have begun.Obj. 2.3: Chuuk Campus will have an instructor hired to coordinate and teach teh AGriculture and Food TEchnology Certificate program at that campusENA#3, Obj. 3.1: COM-FSM in collaboration with FSM-DOE will provide 15 combined units of one computer and one projector for use in state high schools and in the COM-FSM agriculutre classrooms.Obj. 3.2: COM-FSM will provide two photography capable micorscopes for one classroom at each COM-FSM campus where agriculture and food related majors are taught.ENA#5, Obj. 5.1: Have sufficient fudns available to host the RIIA Summer 2017 Experiential Learning Activity for insular areas institutions to provide experiential learning activities in the agriculture and food related activities of the FSM.Obj. 5.2: Increase student awareness in agriculture, food and natural resources opportunitie and challenges as related to tropical islands situations.Obj. 5.3: Encourage students to explore different entrepreneurial activities and careers in agricultlure or continue studies after COM-FSM in programs in Agriculture and food related sciences especially at Univ. of Guam.ENA#6, Obj. 6.1: Recruit and retain a greater number and better-prepared students entering, pursuing and completing courses and programs in agriculture, food sciences and natural resources.Obj. 6.2: Encourage graduating students of STEM programs at COM-FSM to continue to university for related majors.Obj. 6.3: Increase graduation rate by offering scholarships to students taking summer courses at COM-FSM due to elimination of the year-long PELL eligibility.Obj.6.4: Provide support scholarships each emester for up to 3 students of a Bachelor's or master's level program in agriculture , natural sciences or food related sciences.

Target Audience:The COM-FSM project will support the more than 240 students currently studying during their time at the college and graduates through scholarships. Changes/Problems:The only change for this grant was not to implement the Certificate of Agriculture in Food Technology at Chuuk Campus. A needs study was completed and provided positive results to implement the program. Approval was received from the accrediting body of the college (ACCJC), but it was never a priority for the campus and there were no instructors available on island. The college requested and received permission to redirect the funds to cover salaries of part-time instructors teaching agriculture in Yap and Pohnpei. What opportunities for training and professional development has the project provided? The college hosted the experiential learning trip in summer 2017. 12 students participated from Univerisity of Guam, Palau Community College, American Samoa Community College, University of the Virgin Islands and Kosrae Campus. How have the results been disseminated to communities of interest?Results were disseminated throught the college newsfeed on the website at www.comfsm.fm, COM-FSM Board of Regent reports, on the COM Land Grant website, FaceBook, and through the local newspaper, Kaselehlie Press. Impacts
What was accomplished under these goals? The college has provided instruction to at least 396 college students each year of the grant and over 402 high school students through science fairs. Software packages called effective games were purchased from Progressive Computer Services for each high school in FSM. 18 laptops and projectors were purchased and distributed to college campuses and high schools in Yap and Pohnpei. 3 projector microscopes were purchased for agriculture classes at National Campus, CTEC, and Yap. A total of 8 students participated in the internship program. 3 students did not complete the allowed time, so new students were selected to fill the vacancy. The Certificate of Agriculture and Food Technology was not implemented in Chuuk. The college requested and received approval to use the money for salaries for part-time instructors teaching at CTEC and Yap. The college hosted the experiential learning trip inviting 12 students from Palau, Guam, American Samoa and the Virgin Islands. The college used grant money to support nine students working on baccalaureate degrees. The enrollment for agriculture programs at COM-FSM is:AY 2016-2017 = 396; AY 2017-18 = 489; AY 2018-19 = 497; AY 2019-2020 = 379 (not including summer)

    Target Audience:The target audience during this reporting period is underrepresented students attending college courses. Changes/Problems:There was still a problem with starting the certificate Agriculture and Food Technology program at Chuuk Campus. There were not qualified instructors and hence no program. This prompted the request to use this salary for part time agriculture instructors teaching in Yap and Pohnpei. What opportunities for training and professional development has the project provided? Nothing Reported How have the results been disseminated to communities of interest? Nothing Reported What do you plan to do during the next reporting period to accomplish the goals?A no cost extension was requested to use the salary for the instructor position to fund part-time instructors teaching in Yap and Pohnpei fall 2019. Any remaining funding will be used for scholarships for students completing a bachelors degree in agriculture and food related sciences. The notice of scholarship has been advertised.

    What was accomplished under these goals? To have 250 students register at COM-FSM with a major in agriculture and food related sciences. A total of 396 students in agriculture and food related sciences for fall 2018 and spring 2019.

Hosted the 2017 Summer Experiential learning trip. 12 students participated from Palau Community College, University of Guam, American Samoa Community College, University of the Virgin Islands, College of Micronesia-FSM and Kosrae Campus. 3 students were provided scholarships to attend university. 15 students taking summer courses 2017 at the college were provided scholarships. How have the results been disseminated to communities of interest?Results are disseminated to the Board of Regents at the quarterly meetings, posted on the college website, and individual accomplishments and highlights are featured on the college newsfeed. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided? 6 interns are working with instructors to increase interest in teaching agriculture. Only one student is currently working on a bachelor's degree at the University of Guam. 82 new students were recruited into agriculture and food science related fields for fall 2017. 200 students are currently registered in agriculture and food science related fields at COM-FSM. How have the results been disseminated to communities of interest?The results are reported to the Board of Regents at the quarterly meetings (COM-FSM and COM Land Grant). The college website also features news stories such as the summer experiential learning trip, the science fair in Yap, and others. What do you plan to do during the next reporting period to accomplish the goals? Continue to enhance the internship experience by providing continued opportunities to work with teaching faculty. Provide teaching materials and supplies as needed. Submit the AFT for Chuuk proposal to the Board of Regents and to the accrediting agency for approval. Provide a one week experiential learning trip for students. Promote scholarships available for summer, and bachelor's and master's degrees. Continue to participate in the college fairs to recruit new students.

        What was accomplished under these goals? A software program titled "Effective Games for High Schools" was purchased and is now located at each campus library. Equipment and supplies such as a video camera to document students learning, potting soil, garden sprayer, and teaching supplies have been purchased and distributed to the college agriculture programs. Laptops and projectors were purchased for the high schools to use the new software. 6 photography capable Microscopes have been purchased for the state campuses. COM-FSM hosted the summer experiential learning trip for the Resident Instruction for Insular Areas colleges and universities. 6 interns are working with instructors to increase interest in teaching agriculture. Only one student is currently working on a bachelor's degree at the University of Guam. 82 new students were recruited into agriculture and food science related fields for fall 2017. 200 students are currently registered in agriculture and food science related fields at COM-FSM. The proposal for the AFT program in Chuuk is ready for Board of Regent approval with a intended start date of fall 2018.
