SUNY College of Environmental Science and Forestry commits to the following:• To appoint one member of SUNY-ESF's administrative team to serve on the Nottingham ECHSAdvisory Board;• To appoint a faculty and administrator liaison to serve on the Steering Committee and to participate inthe Curriculum Sub-Committee and/or other sub-committees as deemed necessary by the AdvisoryBoard and SUNY-ESF;• To designate a faculty and administrator liaison to work closely with the Nottingham Smart ScholarsECHS Project Director and/or high school faculty to ensure achievement of program related goals andobjectives and proper implementation of designed strategies and activities;• To openly share knowledge and information gained, successes and barriers, as a result of the existingSmart Scholars ECHS partnership between OCC, SUNY-ESF, ITC and the District;• To facilitate meetings with Nottingham Smart Scholars ECHS faculty/staff that will promoteunderstanding of any new or existing policies and procedures on how SUNY ESF operates in terms ofcredits, registration, course availability, space, curriculum and the integration of curriculum with theDistrict;• To develop opportunities for SUNY-ESF faculty and administrators to participate in common planningtime with District and Nottingham Smart Scholars faculty/staff for the purpose of curriculum alignmentand development, with a focus on pre-STEM and STEM courses, development of college rigor andexpectations, developing commonalities among staff, course scheduling so as to correlate NottinghamSmart Scholars classes with the college schedule, and developing, implementing and or enhancing plansfor creating a personalized learning environment and student academic, social and emotional supportservices;• To provide opportunities for SUNY-ESF faculty and administrators to participate in program relatedprofessional development activities or to develop and conduct professional development activities forNottingham Smart Scholars ECHS staff as deemed necessary;• To provide opportunities for SUNY-ESF faculty and administrators to participate in Nottingham SmartScholars events such as retreats, open houses, ceremonies, etc;• To work cooperatively with the District, Syracuse University, and other partners to develop and providesuppo1i services for target Nottingham ECHS students in terms of but not limited to, academic tutoring,mentoring, career development, counseling, scholarship assistance, financial aid and admissionsassistance;• To assist in the development of a plan that fosters a distinct college-going culture, provides students andparents access to SUNY-ESF facilities, resources and services, and exposes target students to regularlyscheduledextracurricular activities on campus;• To lead the development of STEM curriculum and preparatory courses (Pre-STEM courses) that willeffectively engage and prepare target 9th and 1011t graders for successful completion of higher-level dualenrollment STEM courses. Students will have the opportunity to create, design and build objects, whileapplying what they are learning in math and science to the world's greatest challenges;• To make space available for events and meetings, as needed, with fees applied as appropriate;• To provide and facilitate access to target student data and records for the purpose of assessing studentachievement and attainment of program goals and objectives; to comply with the Family EducationalRights and Privacy Act, the Protection of Pupil Rights Amendment, and the regulations issued thereunder;• To work collaboratively to develop a Nottingham Smart Scholars handbook that details program anddata collection policies, procedures and guidelines;• To expand existing articulation agreements, based on current college guidelines, for the purpose ofincreasing and/or enhancing concurrent enrollment courses at Nottingham ECHS and course offerings atSUNY-ESF; to include the seamless atiiculation ofup to 20 college credits, which will be issued bySyracuse University or SUNY-ESF;• To inform the District of the timeline for receipt of instructor credentials for course approval with the following condition to apply: SUNY-ESF will grant final approval for any instructors delivering SUNYESFcourses;• To oversee and coordinate the registration process for all SUNY-ESF college courses;• To provide to the District a cost structure for course tuition and to apply reduced tuition rates asallowable by RFSUNY-ESF;• To assist in identifying potential resources to ensure program sustainability;• To negotiate in good faith to determine an appropriate budget that reflects the costs associated withrevised and/or newly developed activities and services; and aligns with the polices established by theUniversity of the State of New York's Smati Scholars ECHS Program.SUNY College of Environmental Science and Forestry is fully committed to strengthening its patinership withthe Syracuse City School District and all proposed Nottingham Smart Scholars ECHS Program partners byenhancing and revising existing articulation agreements, and further developing and implementing the strategiesand activities outlined in the Nottingham Smart Scholars Early College High School Program proposal.The Syracuse City School District will:• Provide a principal/program director who will be responsible for the daily oversight andimplementation of the Nottingham Smart Scholars ECHS;• Provide well-trained and experienced teachers that have the appropriate background to delivercollege-level courses and the ability to provide accelerated instruction to at-risk students; and supportstaff that will effectively deliver social and emotional supp01i services to target students;• Work collaboratively with Syracuse University (Project Advance) and SUNY ESF in joint professionaldevelopment, curriculum alignment and design ofECHS integrated courses with a focus on STEM andCTE;• Implement and monitor the aligned curriculum and ECHS courses;• Administer and monitor all fiscal and budgetary activities in relation to the grant;• Ensure compliance of all parties to the regulations of the grant and take corrective actions ifnon-compliance occurs; and• To negotiate in good faith to determine an appropriate budget, if applicable, that reflects the costsassociated with revised and/or newly developed activities and services; and aligns with the policesestablished by the University of the State of New York's Smart Scholars Office.Independent Contractors:Individuals provided by SUNY ESF shall be and remain employees of SUNY ESF. As such, SUNYESF employees shall not be considered employees of the District and shall not be eligible for workers'compensation, disability benefits, unemployment insurance, health insurance, retirement benefits andother benefits provided to District employees.
