Non Technical Summary
This project will develop treatment recommendations for the preservation and enhancement of the Chancellorsville Battlefield cultural landscape, and the related Salem Church Battlefield cultural landscape. These recommendations will be based on the findings of Phase 1 of this project that documented the historical development of the landscape, inventoried existing conditions, and evaluated the historic integrity and character of the landscape. The recommendations will be developed according to NPS 28 Cultural Resource Management Guideline and The Secretary of the Interior's Standards for the Treatment of Historic Properties. The SUNY project team will work in close partnership with the NPS Olmsted Center and FRSP staff throughout this project. The scope of the project includes completion of recommendations in narrative and graphic formats that will be packaged as a Cultural Landscape Report (CLR) Part II: Treatment.Research will be conducted at a "thorough" level of investigation, which is defined as "research in selected published and documentary sources of known or presumed relevance that are readily accessible without extensive travel and that promises expeditious extraction of relevant data, interviewing all knowledgeable persons who are readily available, and presenting findings in no greater detail than required by the task directive ... [as well as] non-destructive investigation using all appropriate technical means" (NPS 28: Cultural Resource Management Guideline). The project study area is focused on lands within the existing park boundary of ChancellorsvilleBattlefield, and the related Salem Church Battlefield that includes the church and two nearby New Jersey monuments. Lands outside of this boundary that are associated with the battlefield will be addressed to the extent that they impact management and interpretation of park-owned property.

Goals / Objectives
• Enhance battlefield identity and wayfinding• Expand system of pedestrian interpretive trails and trailhead parking• Realign existing trails to enhance interpretation• Address pedestrian crossing of Route 3 at Stuart Drive• Connect Jackson Flank Attack to Chancellorsville visitor center• Address design of existing parking areas• Screen intrusive development• Enhance Civil War-era patterns of field and forest• Enhance visibility of unfinished railroad• Enhance interpretation of Chancellorsville house site• Address long-term removal of Chancellorsville visitor center; identify appropriate newlocation for a visitor center• Calm traffic on park roads• Provide universal accessibility to primary resources• Preserve historic park infrastructure
Project Methods
1. Concept DevelopmentBased on the findings of the analysis and evaluation in Phase 1 and in consultation with park staff, the project will allow SUNY to describe landscape treatment issues, define a preliminary treatment philosophy, identify goals and objectives, and develop a broad range of conceptual treatment solutions. This phase may be accomplished through a SUNY ESF landscape architecture studio.2. Treatment PlanThis component will refine and expand the concepts developed in component 1 to include the following.• Summary of findings from Phase I (site history, existing conditions, analysis and evaluation).• Establish a framework for treatment of the cultural landscape that addresses past and current management goals, and defines a treatment philosophy to guide future treatment. This philosophy, based on best stewardship practices, will focus on historic preservation and interpretation within the context of other relevant park management issues, such as natural resource conservation, operations, and maintenance.• Describe treatment issues and provide treatment general guidelines applicable site-wide.• Provide narrative and graphic recommendations for treatment tasks based on the goal of preserving the significant characteristics and features that contribute to the historic character of the landscape, consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties and NPS 28 Cultural Resource Management Guideline.• Develop graphic treatment plans that locate and identify each of the recommended treatment tasks.
