This project will enhance urban and rural-based farm viability of 150 beginning Hispanic, socially disadvantaged, and limited resource farmers in Nebraska. Increasing numbers of new farmers are immigrant, limited resource, or socially disadvantaged. They frequently lack financial or production skills, are unaware of technical resources, or lack English-language proficiency for accessing technical information. The objective is to assist these beginners with development of small scale farm enterprises through training and technical assistance that will: (1) improve participants' financial and business skills, (2) connect them with a network of resources, and (3) gain and improve production skills. We will conduct a 4-month course for financial training and resource identification, field workshops for farming skills, farm tours to observe practices in place, and will provide individual advising to participants. Each year the classes will be broadcast to additional sites to reduce travel for participants, and interpreters will be available for all activities. A Minnesota organization experienced with this work will broadcast specific lessons for the course and will host a site visit by Nebraska participants.

Project Methods
Workshop recruiting will take the form of advertising in local newspapers and radio, and also through earned media stories and social media. We will also utilize Spanish language newspapers and our network of Hispanic farmers along with local meeting places such as churches, grocery stores, businesses that employ a high number of Hispanic and limited resource people, and word of mouth. The comprehensive four month classroom training program will be taught on site in Lincoln, NE (urban hub) and through distance learning technology, will also be presented in real time to additional communities. Each outstate training site will have a bilingual facilitator and interpreter.In year two, Main Street Project in Minnesota will offer training on-site at their Hispanic free-range poultry cooperative. Main Street Project has spent five years working with Hispanic farmers developing and deploying a model for a sustainable, small-scale, free-range poultry production system with a number of features that maximize the efficiency of energy use through integrated design. Additional hands-on sessions and farm tours will be held each year of the three year project to focus on in-field specific production topics.Consultation and direct technical assistance will occur throughout the growing season and into the end of the season so that soil is properly prepared for winter. Consultation and direct technical assistance will occur one-on-one with either Community Crops staff or CFRA staff, depending on location. Hispanic and limited resource farmers and ranchers in Nebraska will develop skills in how to organize, build networks, connect to other organizations and develop relationships with resource entities in their communities that can support the development of their farming and ranching enterprises.Evaluation. Traditional written evaluation procedures will be minimally effective with Hispanic audiences so we will have two evaluation approaches. We will have a pre and post test to evaluate and measure learning prior to and after training. We will also use one-to-one or small-group peer interviews at selected training activities to learn how effective the training materials and instructors have been, and to learn what topics need additional coverage.Programmatic evaluation by project staff will monitor the number of activities and participants. Ongoing relationships with the networks will make it possible to learn how they are implementing the materials in their business development strategies.Ultimately, we intend to collect data to document changes in the number and success of Hispanic and limited resource farmers who access various resources and technical services such as FSA loans, NRCS conservation programs, or Extension advice. An increase would verify that the activities used in this program have informed, encouraged and enabled Hispanic and limited resource farmers to access programs that could improve their farm startup success.Workshop participants will be asked their plans for action based on knowledge gained; follow-up consultations with them will indicate action and will be monitored.

We are hoping that the participants will be more engaged and connected to the classes. Participants have offered feedback on topics they are interested in. We are now considering using those suggestions to steer our summer tour/workshop series. We would also like to explore different ways to use the technology better such as recording a separate webinar on the topic instead of just recording the class, as it is challenging to watch the recording of an entire class targeted for an in-person audience.
