Prairie View A&M University has made tremendous progress improving research, extension, and teaching capabilities in agriculture and food sciences. Much of the improvements are attributable to funding received under the 1890 Facilities Grant Program. Although the university has made notable improvements in research, extension, and teaching facilities, the quality of research, teaching, and extension equipment, and the quality of agricultural and food sciences programs and services, there is still a need to 1) construct and/or renovate our research, extension and ancillary teaching facilities, 2) upgrade existing laboratories, 3) upgrade scientific/research, technology, instructional, and farm equipment, and 4) establish a multi-media center. This plan addresses some of the university's needs for 2013.

Goals / Objectives
The overall goal of the Prairie View A&M University 1890 Facilities Grant Proposal is to ensure the success of our research, extension and teaching activities as it relates to agricultural and food sciences. The overall goal will assist as we stride to accomplish the visions that will be set forth in our newly established strategic plan (FY2104). The objectives for this FY 2013 Facility grant proposal will be aligned with our strategic plan and include:Construction of a Comprehensive Agricultural FacilityRenovation of Barns at the International Goat CenterProcurement of Laboratory EquipmentUpgrade Technology
Project Methods
The methods for accomplishing objectives for FY 2013 Facilities grant proposal are described according to the objective and follows:Method 1. Construction of the comprehensive agriculture facility will be in progress since this request is for additional funds. Request was made and activities documented in the 2012 plan;Method 2. A - Request approval from NIFA to renovate barns at the International Goat Research Center (IGRC); B - Commence and continue renovations of barns at the IGRC;Method 3. A - Request approval from NIFA to upgrade laboratory equipment; andMethod 4. A- Request Approval from NIFA to upgrade technology and B- Purchase computers, audio-visual and other technology equipment to upgrade our current system.Further to assist in all construction and renovation activities, Prairie View A&M University has employed a process of broad-based strategic planning in determining its priorities for the 1890 Facilities Grant Program for coming years. The funds provided through the 1890 Facilities Grant Program during 2013 year will be used to 1) construct a comprehensive agricultural facility 2) renovate barns at the International Goat Research Center, 3) purchase laboratory equipment, and 4) upgrade technology equipment. In 2012, we requested funds from the 1890 Facilities Program to construct a comprehensive agricultural facility. Additionally, we will request to amend some of the objectives from the 2008-2012 Plan-of-Work to utilize the allocated funds to complete the construction of the comprehensive agricultural facility. The university will adhere to established state requirements and procedures and the policies of the Board of Regents as well as applicable federal laws and regulations with respect to the execution of all projects. The stated standard university procedures relative to the construction of facilities and which are applicable to the 1890 Facilities Grant Program relative to the construction of facilities are as follows:For safety and Texas building code compliance matters, it is required that the coordination and inspection for constructing this structure must be done by PVAMU's Office of Construction and Planning. The Office of Construction and Planning only has a small staff. Therefore, independent Architects and/or Engineers (A/E) are contracted to provide the project scope of work and subsequent designs for the entire project. This may require land surveying and consulting with structure expertise, environmental assessment, etc. In addition, all designs must comply with all federal and/or state disability rules and regulations. The architectural firm, under the supervision of the Senior Vice President for Business Affairs, with input from the agricultural faculty/scientists/extension workers and other university officials, will design the facilities. The designs will be shared and discussed with NIFA for concurrence. Once the designs are approved, the university will abide by applicable state and federal procedures in seeking and approving building contractors for constructing or renovating the facilities.

Target Audience:The College of Agriculture and Human Sciences at PVAMU through its research, extension and teaching activities responds to the needs of our internal and external stakeholders. The stakeholders are approximately 9,000 PVAMU students, 8.4 million Texas citizens living below the poverty level and over 1,500 limited ranchers and farmers. Changes/Problems:After dealing with a transition period from a long serving Provost to a newly appointed Provost, a change in strategic plan and a new master plan for academics, plans for expending the funds for this award were stalled by the global pandemic. Several projects that were set to take off before the pandemic were delayed and coming out of the pandemic period, we had to seek additional funding for the projects because of supply chain issues related to the pandemic. We sought the approvals and was approved for these additional funding. Pre-construction meetings for these projects were held and constructions are set to begin early January 2023. Projects were started and well advanced. We requested and received several approvals in quick time to move these projects forward. However, we recently experience an issue with the office responsible for drawing down funds and reporting the SF425 form to USDA-NIFA had an exodus of employees. This unfortunately stalled our current requests needed to complete our current projects. With the speed at which USDA-NIFA has been working with us in the past year or two, we are confident that we can accomplished much within this reporting period. Changes/Problems:Several issues have contributed to minimum performance and expending of funds from FY 2013 - FY 2019 project years under the 1890 Facilities award 2013-45200-21534. We have been in a transition period from a Provost who served the university for 18 years to a new Provost who was appointed in 2014. Under the new Provost's guidance, the university was to implement a new strategic plan and a new master plan for academics in 2016; however, a new President was appointed in 2017 and the master plans have been delayed. A new Interim Provost was appointed on January 1, 2018. Nonetheless, progress in planning has taken place greatly in 2017 and 2018 and the release of funding for several objectives and vendors have now been approved. Major project completions will take place in 2019 and 2020, given approval of an amendment from NIFA to extend the project for an additional year. The focus on the meat lab as the major component of the Comprehensive Ag Facility has begun as well as the completed design for the expansion and renovation of the Cooperative Extension Building. With quicker turnaround from time for approvals from USDA-NIFA, we are sure that are projects can now be completed timely. We have been in a transition period from a Provost who served the university for 18 years to a new Provost who was appointed in 2014. Under the new Provost's guidance, the university was to implement a new strategic plan and a new master plan for academics in 2016; however, a new President was appointed in 2017 and the master plans have been delayed. A new Interim Provost was appointed on January 1, 2018. A new Dean was appointed in July 2018. Nonetheless, progress in planning has taken place greatly in 2017 and 2018 and the release of funding for several objectives and vendors have now been approved.           Target Audience:The College of Agriculture and Human Sciences at PVAMU through its research, extension and teaching activities responds to the needs of our internal and external stakeholders. The stakeholders are approximately 9,000 PVAMU students, 8.4 million Texas citizens living below the poverty level and over 1,500 limited ranchers and farmers. Changes/Problems:Several issues have contributed to minimum performance and expending of funds from FY 2013 - FY 2019 project years under the 1890 Facilities award 2013-45200-21534. We have been in a transition period from a Provost who served the university for 18 years to a new Provost who was appointed in 2014. Under the new Provost's guidance, the university was to implement a new strategic plan and a new master plan for academics in 2016; however, a new President was appointed in 2017 and the master plans have been delayed. A new Interim Provost was appointed on January 1, 2018. Nonetheless, progress in planning has taken place greatly in 2017 and 2018 and the release of funding for several objectives and vendors have now been approved. Major project completions will take place in 2019 and 2020, given approval of an amendment from NIFA to extend the project for an additional year. The focus on the meat lab as the major component of the Comprehensive Ag Facility has begun as well as the completed design for the expansion and renovation of the Cooperative Extension Building. The university will adhere to established state requirements and procedures and the policies of the Board of Regents as well as applicable federal laws and regulations with respect to the execution of all projects. The stated standard university procedures relative to the construction of facilities and which are applicable to the 1890 Facilities Grant Program relative to the construction of facilities are as follows: For safety and Texas building code compliance matters, it is required that the coordination and inspection for constructing this structure must be done by PVAMU's Campus Planning Office. Independent Architects and/or Engineers (A/E) are contracted to provide the project scope of work and subsequent designs for the entire project. This may require land surveying and consulting with structure expertise, environmental assessment, etc. In addition, all designs must comply with all federal and/or state disability rules and regulations. The architectural firm, under the supervision of the Senior Vice President for Business Affairs, with input from the agricultural faculty/scientists/extension workers and other university officials, will design the facilities. The designs will be shared and discussed with NIFA for concurrence. Once the designs are approved, the university will abide by applicable state and federal procedures in seeking and approving building contractors for constructing or renovating the facilities.

Changes/Problems: Construction of a Comprehensive Agricultural Facility - Construction, repair and renovation activities currently are being conducted by an external organization throughout the Texas A&M University System instead of member universities' Physical Plants. For PVAMU particularly, efficiency of this approach has been plagued with constant turnover of personnel withinthe external organization,which has led to delays in implementing this project. Consequently, there was no activity in the past year to implement this task. Renovation of Barns at the International Goat Center - We requested cancellation of this objective so that funds allocated to this task would be transfer to the Comprehensive Agricultural Facility.                     What was accomplished under these goals? Construction of a Comprehensive Agricultural Facility - PVAMU expended funds for development of the facility Plan of Requirement. This document has been completed, however, PVAMU is delaying this project until finalization of its Academic Master Plan. Renovation of Barns at the International Goat Center - Requested cancellation of objective with the transfer of funds to the Comprehensive Agricultural Facility. Procurement of Laboratory Equipment - Equipment will be purchased after the College of Agriculture and Human Sciences academic unit relocates to new facilities. Expected relocation date is September 2015. Upgrade Technology

                      Target Audience: The target audience are Students, Faculty, Staff, and citizens of Texas. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided? All of our facilities and equipment will be used to provide training to our students, help our faculty and research staff conduct meaningful research and enhance our ability to deliver quality solutions to our citizens. How have the results been disseminated to communities of interest? As we have always done, we communicate our efforts and discuss our facilities plans with the public. This increases our visibility and enables community members to recognize our ability to help them. We use field days, radio broadcast, and online services to disseminate our results. Since we had no construction or renovation in 2013, there has now dissemination of results. What do you plan to do during the next reporting period to accomplish the goals? We are currently developing the program of requirement for the construction of our facilities and plan to commence and complete the architectural drawing in 2015.

                      What was accomplished under these goals? 1. The College worked with our facilities management personnel to develop a document to be submitted to the Texas A&M University System for approval to begin a program of requirement (POR). We have commence developing the program of requirement for our facilities project. All appropriate individuals including our faculty, staff, and students are engaged in discussions with facilities management staff to develop the POR. 2. We have asked our scientists to submit list of laboratory equipment so that we can purchase the appropriate equipment to meet their needs. 3. We are assessing the College’s technology so that we will be able to provide the appropriate upgrades as technology tends to change rapidly. There has not been any expenditure against the 1890 Facilities fund for 2013.
