The support of USDA 1890 Facilities Program Funds has enabled and made it possible for Tuskegee University to renovate, upgrade and construct several agricultural research, extension and teaching facilities and purchased equipment. These facilities and equipment have enhanced and supported our teaching, research and extension programs and provided opportunities for our scientists, extension personnel and students to participate effectively in USDA and other federal agencies programs. The new and enhanced facilities allow our faculty and extension personnel to continue to effectively deliver programs to our clientele as well as face new and emerging teaching, research and extension challenges. Tuskegee University proposes in the next five years to utilize the USDA/1890 Facilities Program funds to construct/renovate facilities that will enhance and serve agricultural teaching, research and extension programs that impact students and communities that we serve. We are proposing to (i) Construct a red meat slaughtering unit (ii) Construct a poultry research, teaching and outreach facility, and (iii) Construct Integrative Agricultural Research, Extension and Teaching Complex. These facilities when completed will provide needed space and equipment and planned activities that will enhance agricultural teaching, research and extension programs at Tuskegee University.

Goals / Objectives
Tuskegee University proposes in the next five years to utilize the USDA/1890 Facilities Program funds to construct/renovate facilities that will enhance and serve agricultural teaching, research and extension programs that impact students and communities that we serve. We are proposing to (i) Construct a red meat slaughtering unit (ii) Construct a poultry research, teaching and outreach facility, and (iii) Construct Integrative Agricultural Research, Extension and Teaching Complex. These facilities when completed will provide needed space and equipment and planned activities that will enhance agricultural teaching, research and extension programs at Tuskegee University
Project Methods
For each of the facilities proposed for construction or renovation, a facility planning committee composed of users (faculty and staff) and University Facilities Planning and Management personnel will be formed. A project manager will be assigned by the university and will serve as the chair of the committee. The committee will meet with the users and visit similar facilities around the nation or in the region and develop conceptual designs. The conceptual design will focus program needs on space utilization. The conceptual designs and possible sites for the facility will be presented to the University Administration for approval. Bid solicitations will be advertised through normal and approved university solicitation guidelines and channels for architectural designs and development and production of construction documents. The selection of the architectural firm will be done using the university guidelines and federal regulations. Approval will be obtained from USDA/NIFA prior to awarding the contract and engaging the services of the selected architectural firm. The architectural firm will work very closely with the planning committee and the university engineers and administration during all phases of the design and production of construction document. An Environmental Impact Assessment of the selected site will be conducted.The university approved design will then be advertised for construction bid solicitation and a construction firm will be selected based on federal regulations and university guidelines as well as cost and adherence to the budget. The Environmental Impact Assessment report of the selected site and the approved architectural drawings and budget allocations will be presented to USDA/NIFA for approval before the construction contract will be awarded to the selected construction company. A schedule and construction time table will be developed for the different phases of the construction from site prep to completion and occupancy as well as a payment schedule will be established. The project manager will work very closely with the contractor and the university administration and monitor and approve all phases of the construction before payments are made. Occupation of the facility will only occur after final inspection and notification from the project manager and the university administration of substantial completion of the facility. The project will be closed out and a final report and occupancy information with photos of the facility will be sent to USDA/NIFA. Impacts
What was accomplished under these goals? (i) Construct a Red Meat Saughtering Unit.-- The original contractor for the facility filed for Chapter 11 Bankrupcy due to the effects of supply chain issues during covid-19. Therefore there wasstoppage of construction. The University terminated the contract of the company and reached out to the bonding company of the contractor. The bonding company has settled with the University and the Universityhasnegotiatedwith a new company to complete the construction. Approval wassought and obtained from NIFA to add more funds from the 2018 Facilities funds due to project funds short falls in order to complete the project.. A purchase order has beenissued to the new company A. Gaston Construction Company to complete construction. All necessary heavy duty equipment that need to be installed during construction has been procured. A pre-construction meeting isscheduled for Tuesday November 5, 2024. Construction will begin soon after. (ii) Construct a poultry research, teaching and outreach facility: This project has been postponed to the next funding cycle. (iii) Construct Integrative Agricultural Research, Extension and Teaching Complex: The construction of the main facility (Henderson Hall) has been completed and currently occupied with several programs in place in the facility. The contract forthe renovation of the basement for Plant Biotechnololabs was issued to A. G. Gaston Construction Company and construction is currently in progress with expected completion date for occupancy in January 2025.

The activities to complete the construction are currently being rebidded for a new contractor to complete the construction. The bids will be opened on December 15, 2022. and contracts awarded by the 15th of January.Its hoped that the construction will resume by the middle of February. Completion and occupancy is projected for September 30, 2023. Objective ii) Construction of poultry Research Facility: This objectice is being delayed until all the current construction projects have been completed due to budget shortfalls Object iii) Construction of Agricultural Research, Extension and Teaching Complex: The construction of the main facility (Henderson Hall) has been completed and currently operational. Construct a poultry research, teaching and outreach facility: Preliminary conceptual meetings have been held with faculty and end users. Several poultry facilities have been vesited for ideas. Construction of the facility is still in a planning phase.\ Construct Integrative Agricultural Research, Extension and Teaching Complex: Construction of one of the facilities of the IARETCcomplex, is scheduled to be completed and resady for occupancy in November 2014.The other facility under the the IARETC is the BPlant Biotechnology Lab. Funds have been allocatedfor the construction of the Plant Biotechnology Lab.Several meetings have been held with the faculty, scientists and students for the development of conceptual drawings.Bidsare being requested for archtectural drawings.

Construct Integrative Agricultural Research, Extension and Teaching Complex (Construction of Molecular Plant Science Loboratory): Approval was obtained from USDA to engage the services of Al Dreco Construction Companyfor the construction of the facility. The construction is currently in progress and expected to be substancially completed at the end of December 2017. It is 80% complete.

Construct Integrative Agricultural Research, Extension and Teaching Complex: ( Construction of Molecular Plant Science Laboratory): Approval was obtained from USDA to engage the services of Al Dreco Construction company for the construction of the Molecular Plant Sciences Laboratry. This construction is currently in progress.

                        What was accomplished under these goals? Conrtuction of red meat slaughtering unit: Faculty and scientists user group have met several times and have developed conceptual program plan. The site has been selected and bids were solicited for schematic and architectural design. A new architectural firm (Turner Associates Architects, Inc.) was selected and approved by the University and USDA/NIFA to engage the services of the firm. With the assistance of personnel of USDA/FSIS and AMS, the architectural design and construction documents that meet USDA specifications have been completed and have been presented to USDA for approval. Environmental Impact Assessment of the site has been completed costing of needed equipment is in progress. The initial cost estimate for the construction of the facility exceeded the allocated funds available. This objective is therefore put on hold to allow for revision of the drawings and completion of additional cost assessment which is currently in progress. Construction of Intergrative Agricultual Rsearch, Extension and Teaching Complex: Approval was obtained to increase funding for the construction of the facility of Carver Intergrative Sustainability Center. Construction of the facility by Al Dreco Construction Company was approved by USDA/NIFA on May 15, 2013. The construction of the facility is in progress and will be substantially completed by October 4, 2014 and ready for occupancy inOctober 17,2014. Approval for $750,000was obtained from USDA/NIFA for the construction of Plant Biotechnology Research Laboratory in the basement of Henderson Hall. This funding was matched by additional funding of $750,000 from Monsanto Company for the construction of the facility. Schematic and drawings have been completed and and ready for archetectural and constructiondrawings and and for the bidding process Construction of poultry, resaerch, teaching and outreach facility:Site visitshave been made to several poultry research facilities and conceptual drawings are currently in progress.
