Non Technical Summary
The purpose of this project is to manage a competitive grants process for the North Central Region Integrated Pest Management (NC-IPM) research and Extension program. Funds for the program are administered by the United States Department of Agriculture National Institute for Food and Agriculture (USDA/NIFA) in cooperation with the land-grant university system. For FY 2013, $687,966 ($543,816- PL 89-106 and $144,150 - Smith-Lever 3(d)) is available for the Regional IPM (RIPM) Grants Program in the North Central Region. The RIPM program provides support for the continuum of research and Extension work needed to increase implementation of IPM methodsfrom the development of individual pest control tactics, to combined research/Extension implementation projects, and for Extension education and training. Projects supported by RIPM are an important part of the overall IPM program in each state with funding from multiple sources, including Smith-Lever 3(d) base funding and additional support from state and private sources. The RIPM Grants Program supports research and Extension projects that contribute to: 1) Safeguarding human health and the environment; 2) Increasing economic and other benefits to IPM users; and 3) Increasing the supply and dissemination of knowledge and information about IPM strategies. The North Central Region IPM Grants Program is part of the North Central Region IPM Center that seeks to develop, maintain, improve, and expand IPM practices in public and private sectors and to increase access to IPM information, Extension programs, and funding opportunities for our stakeholders.

Goals / Objectives
The purpose of this project is to manage a competitive grants process for the North Central Region Integrated Pest Management (NC-IPM) research and Extension program. Funds for the program are administered by the United States Department of Agriculture National Institute of Food and Agriculture (USDA/NIFA) in cooperation with the land-grant university system.
Project Methods
1. To assist the North Central Regional IPM Center in the development of a competitive grants program to meet the research and Extension education needs of IPM programs for important agricultural commodities in the region. The Grants Manager will consult with the NCR-IPM Center Steering Committee and the Stakeholder Panel to make certain the regional RFA is consistent with the overall goals of the national IPM program. Through contacts with grant managers in other regions (see Objective 4), the Grants Manager can identify areas where principal investigators need clarification or additional information in responding to the RFA. 2. To manage a competitive grant process that will recommend the funding of projects that address the IPM needs of the region as identified by NCR-IPM stakeholders. Proposals will be submitted to the Grants Manager by a date identified in the RFA. A panel will consist of scientists from outside the North Central Region. Members of this panel will be identified by the Grants Manager. This panel will review each proposal for technical merit, relevance and feasibility. Successful proposals must be relevant to regional goals and must be technically sound. The Grants Manager will use the results of this panel to develop a final ranking of proposals recommend for funding that will be forwarded to CSREES. 3. To report to the NCR-IPM Center Steering Committee, State Experiment Station and Extension Service Directors, and National IPM Program staff on the results of the competitive grants process. The Grants Manager will develop and deliver appropriate reports on the process. In FY 2001, a reporting system was established within the region whereby principal investigators of funded projects are expected to provide periodic progress reports on their project to the North Central IPM Grants Manager. These reports will be collated and/or summarized and made available to interested parties. Abstracts of the reports will be made available through the region's IPM website. Beginning in FY 2001, a reporting requirement has been included in the RFAs. The Grants Manager will participate in meetings of North Central IPM Coordinators who serve as the North Central IPM Center State Contacts. 4. To interact with similar IPM programs in other regions and with National IPM Program staff for the purpose of establishing National IPM Program goals consistent with the goals of each region. The Grants Manager will serve as a part of the National IPM Leadership Team. This group meets annually. The group offers program advice and direction to the National IPM Program staff.

Outputs
Target Audience:The RIPM Retrospective will provide an overview of the program to Land Grant administrators, USDA NIFA staff and others interested in the efforts of the past grant program. Changes/Problems:These funds were originally provided for the NCIPMC to conduct grant reviews for the North Central Regional IPM Grants Program for USDA NIFA. Due to reallocation of federal funds the RIPM Program was ended in 2013 so there was no program to review in 2014. Per a request from USDA NIFA, our Center collaborated with the other three regional IPM Centers to prepare a National retrospective publication highlighting some of the RIPM Grants Program's successes. What opportunities for training and professional development has the project provided? Nothing Reported How have the results been disseminated to communities of interest?Electronic and printed copies will be distributed to interested parties nationally and regionally including the NCIPMC Stakeholder Panel. What do you plan to do during the next reporting period to accomplish the goals? Nothing Reported

Impacts
What was accomplished under these goals? A retrospective publication was prepared in cooperation with the four Regional IPM Centers and their writing staffs to summarize a few of the projects funded through the Regional IPM Grants Program.

The original purpose of this award was the grant management of the USDA NIFA Regional IPM Grants Program by the Director of the North Central IPM Center at the University of Illinois. This project was put on hold due to the consolidation of a number of funding lines including the RIPM grants program and we have submitted a revised scope of work with new objectives and budget. We are awaiting approval prior to using the funds.
