Goals / Objectives
ERS research supports efforts to assist rural communities with creating and maintaining prosperity so they economically thrive. This research identifies trends and patterns in rural household employment, income, poverty, wealth, and other indicators of rural people's well-being, and investigating the effects of policies, programs, demographic changes, and other factors that affect these trends. ERS research on these topics includes research on: changes in rural population and demographic structure, including a focus on understanding patterns of migration and natural change and their impacts on rural well-being; changes in rural employment and labor markets in general and farm labor markets in particular; trends and patterns of rural, household income, poverty and child poverty and the factors affecting those trends and patterns; measuring levels and changes in rural wealth and investigating the effects of investments in different types of wealth on rural community economic well-being; and trends in the health and education of the rural population, the factors affecting them, and linkages between these trends and other aspects of rural prosperity and well-being.
Project Methods
ERS research on these issues relies upon statistical analysis of data from many sources, including publicly available data on population, employment, wages, income, poverty, wealth, education, health, and other economic, social, demographic, and well-being indicators from the Census Bureau, the Bureau of Labor Statistics, the Bureau of Economic Analysis, the National Center on Health Statistics, the Centers for Disease Control and Prevention, USDA, and other public sources; non-publicly available data acquired through data sharing agreements with Federal data sources; proprietary sources; administrative data acquired from particular government agencies; and primary survey data collected on behalf of ERS. The analysis of the data involves descriptive and econometric statistical methods. A wide variety of econometric methods are used, depending upon the specific research question and the nature of the data. Many econometric analyses use standard ordinary least squares or instrumental variables methods; in some cases using panel data methods and in many cases using spatial econometric methods.

Outputs
This project anticipates trends and emerging issues by conducting high-quality, objective economic research as part of the USDA ERS mission to inform and enhance public and private decision making on economic and policy issues related to food, farming, natural resources and rural America. Findings and impacts are represented through a variety of outputs including reports, journal articles, briefings, and conference presentations. ERS shapes its research program and products to serve those who routinely make or influence public policy and program decisions. Key clientele include White House and USDA policy officials; the U.S. Congress; program administrators/managers; other Federal agencies; State and local government officials; and organizations, including farm and industry groups interested in public policy issues.
