As food prices have become more volatile and have increased in real terms in the U.S., the ERS Food Price Outlook has become one of the agency's most impactful data series. ERS produces monthly forecasts of the annual percent changes for food series in the Consumer Price Index and Producer Price Index. In addition, ERS conducts analysis of food prices and forecasts.

Goals / Objectives
ERS develops and monitors indicators of market-level food prices at the farm, wholesale and retail level using Consumer Price Index (CPI) and Producer Price Index (PPI) data. This field of study is important as food prices are fundamental to research related to the economics of food choices and the dynamics of food market competition. In addition to providing analysis on current and historic price levels, ERS analyzes food prices and provides 12- to 18-month food price forecasts for 7 farm, 6 wholesale, and 19 retail food categories. The forecasting procedures have been updated to employ a vertical price transmission method that incorporates input prices at each stage of production. Where this is not possible, an autoregressive moving average approach is used. The accuracy of the current forecasting methods is compared against benchmark models such as univariate moving average models approach. Measures of forecast accuracy and adjustments are used to evaluate forecast performance and a continual analysis of the overall accuracy and performance of individual forecasts is performed. Food price inflation forecasts are used in a number of ways. Researchers and policy analysts rely on them to anticipate changes that may be necessary in the structure, size, or regulations of various food assistance programs. Professionals working throughout the food industry use ERS's forecasts to project costs, expenditures, or demand for their products and services. Because we analyze individual food categories separately, revealing changes in prices relative to other food categories, with implications for consumer choice, the forecasts inform research and decision-making on dietary quality.
Project Methods
There are several approaches for conducting research on food prices and forecasting: 1. Food Price Research: This includes using food price datasets (ERS Food Price Outlook; Bureau of Labor Statistics CPI, PPI, or Average Price Data; IRI Scanner data; etc.) to analyze topics in food choice and food market competition. 2. Food Price Trend Analysis: Using food price data to provide assessment of shocks to the food market, such as: environmental shocks to commodities (drought, disease, etc.), changes in input costs, or other changes to policies relevant to the food industry. 3. Forecast Model Improvement: Along with a consistently changing retail food price landscape, forecasting methodologies and data availability are also transforming. Therefore, new methods and datasets can be applied to current forecasting techniques to improve accuracy of existing food price forecasts. 4. Expansion of Current Data Product: Work to expand and enhance current Food Price Outlook data product page as well as apply analysis and time series forecasting techniques to new forecasts in the area of food prices and expenditures.

Outputs
This project anticipates trends and emerging issues by conducting high-quality, objective economic research as part of the USDA ERS mission to inform and enhance public and private decision making on economic and policy issues related to food, farming, natural resources and rural America. Findings and impacts are represented through a variety of outputs including reports, journal articles, briefings, and conference presentations. ERS shapes its research program and products to serve those who routinely make or influence public policy and program decisions. Key clientele include White House and USDA policy officials; the U.S. Congress; program administrators/managers; other Federal agencies; State and local government officials; and organizations, including farm and industry groups interested in public policy issues.
