The Supplemental Nutrition Assistance Program (SNAP) - formerly the Food Stamp Program - is the Nation's largest domestic food and nutrition assistance program for low-income Americans. SNAP provides benefits for participants to purchase food at retail stores. SNAP-related research is conducted internally by ERS staff as well as through a portfolio of external research projects and partnerships.

The Supplemental Nutrition Assistance Program (SNAP) - formerly the Food Stamp Program - is the cornerstone of USDA's food and nutrition assistance programs, accounting for 69 percent of all Federal food and nutrition assistance spending in fiscal 2016. The program provides participants with electronic benefits that can be used like debit cards to purchase eligible food items in authorized retail food stores. By increasing their food purchasing power, the program also provides participants the opportunity to improve the quality of their diets thereby improving their nutrition and health. Unlike other food and nutrition assistance programs that target specific groups, SNAP is available to most needy households with limited income and assets (subject to certain work and immigration status requirements). The program affects the lives of many Americans: on average, about 14 percent of the nation's population participated in the program each month in fiscal 2016. Accounting for over half of USDA's annual budget, SNAP also represents a significant Federal investment. ERS conducts rigorous economic studies and evaluations of SNAP to inform the nation's food assistance programs and policies. The research targets the critical information needs of USDA, Congress, program managers, program participants, the research community, and the public at large.
Project Methods
Research on food assistance programs requires a full understanding of the economics literature on U.S. poverty analysis, anti-poverty program analysis, program evaluation, labor economics, household economics, and consumer behavior. There is a large literature available to use in the analysis of most research questions, but the bigger challenge is applying appropriate statistical techniques to handle missing or inadequate data. Often, methods for dealing with specific data inadequacies need to be adapted from other areas. For example, one of the well-known theoretical issues in food assistance research is the problem of self-selection into the programs that are being evaluated that makes it difficult to isolate the effect of the program. ERS employs a multifaceted approach in conducting SNAP research. Research is conducted internally by ERS staff as well as through a portfolio of external research projects and partnerships. Studies conducted by ERS staff makes use of the agency's internal research capital and specialized knowledge base while the external program enables ERS to draw on the multidisciplinary expertise of nationally known social and nutrition science researchers and the resources of numerous research organizations and universities across the country. ERS uses a strong economic framework to guide the research on SNAP. The research focuses on three core areas: 1) program outcomes and economic well-being of participants; 2) program access and economic determinants of participation; and 3) program dynamics and efficiency. Examples of ERS analyzes include: 1) SNAP participants' food consumption, spending, and obesity status, 2) factors such as regional and store format that influence the affordability of foods, 3) the role of prices and income in food choices, 4) the effects of nutrition information on food choices, 5) innovative strategies for improving food choices suggested by behavioral economics, 6) and evaluation of program outcomes.

Outputs
This project anticipates trends and emerging issues by conducting high-quality, objective economic research as part of the USDA ERS mission to inform and enhance public and private decision making on economic and policy issues related to food, farming, natural resources and rural America. Findings and impacts are represented through a variety of outputs including reports, journal articles, briefings, and conference presentations. ERS shapes its research program and products to serve those who routinely make or influence public policy and program decisions. Key clientele include White House and USDA policy officials; the U.S. Congress; program administrators/managers; other Federal agencies; State and local government officials; and organizations, including farm and industry groups interested in public policy issues.
