Goals / Objectives
Regularly report on issues related to the financial well-being of the farm sector, farm businesses, and farm households. Conducts economic research that informs public program and policy decisions on well-being through reports, data products, and other publications. The topic area includes research outputs on the determinants of farm sector and farm household financial performance, including analysis of drivers of secular trends in the levels of income, wealth, and well-being as they relate to activities on the farm as well as off the farm. The work also includes research on variability of farm sector and farm household income, and the contribution of source of income to overall variability. Finally, the topic includes research on the impacts of current tax policy on farm sector and farm household well-being. Much of the research carried out uses data collected from ARMS and the Agricultural Census. In some cases, research within the topic area includes development of ways to improve the data that we collect, including efforts to improve the imputation of missing data within the ARMS and Census. Work within the topic area also includes the production of multiple data products. Specifically, the development, interpretation, and dissemination of the Department's annual estimates and periodic forecasts of income, value-added, assets, liabilities, and financial indicators for the farm sector. Within the topic area we also review, update, document, disseminate, and evaluate the model used to produce ERS' annual forecast and periodic updates of farm income and the balance sheet. Measurement of financial stress, including solvency, liquidity, and profitability through financial ratio and other analysis measures for farms as well as within the banking sector is an important topic area within the farm economy. The topic area also includes indicators of the economic well-being of the households of the principal operators of family farms. In addition to aggregate statistics on income, the briefing room presents information on wealth, household involvement in farm programs, health care coverage, beginning farmers, household characteristics, and tax contributions of farm households.
Project Methods
Data products, including the farm sector income and wealth estimates, are produced using documented procedures to derive estimates of revenues, expenditures, and sources of value added for the U.S. and States. Development of the estimates of farm revenues and expenses follows a paradigm that enables the ERS national and state income estimates to be incorporated into the Gross Domestic Product Accounts and Regional Income Estimates produced by the Bureau of Economic Analysis, Department of Commerce. Development of estimates of Value-Added utilizes an approach to estimation that in similar in structure to that used by the OECD, enabling the estimates to fulfill agency commitments to supply value-added estimates to this international organization. Data to underpin annual estimates comes from ERS' ARMS survey, other farm survey results for production and prices disseminated by the National Agricultural Statistics Service (NASS), and administrative data obtained from the Farm Service Agency and other sources. Econometric approaches are used to estimate the importance of farm entry, exit, and transition of farms, and to estimate and understand the sources of risk faced by farms. Most of the agricultural finance research that is carried out under the topic area is based on ARMS and Census data and other administrative sources. . Within the tax policy area are models maintained for research purposes, including a model of adjusted gross income used to estimate income tax, and an estate tax model.

Outputs
This project anticipates trends and emerging issues by conducting high-quality, objective economic research as part of the USDA ERS mission to inform and enhance public and private decision making on economic and policy issues related to food, farming, natural resources and rural America. Findings and impacts are represented through a variety of outputs including reports, journal articles, briefings, and conference presentations. ERS shapes its research program and products to serve those who routinely make or influence public policy and program decisions. Key clientele include White House and USDA policy officials; the U.S. Congress; program administrators/managers; other Federal agencies; State and local government officials; and organizations, including farm and industry groups interested in public policy issues.
