Goals / Objectives
The ERS Specialty Crops program has responsibility for monitoring current market conditions and analyzing major issues that impact fruit, nuts, vegetables, dry pulse crops, and sugar and sweeteners. This program addresses both domestic and international supply, demand, and prices; and the myriad of factors that impact performance of specialty crop markets. There has been growing impact on specialty crop markets from policies other than traditional commodity-support policies (e.g. Country-of-Origin Labeling, Food Safety Modernization Act, dietary guidelines, and transportation). Other highly visible topics in this area include market impacts from changing consumer preferences (e.g. organic, labeling), adoption of new technologies (e.g. greenhouse, biotech), and productivity gains (e.g. improved yields, more efficient distribution) â¿¿ all affecting global competitiveness in specialty crop markets. ERS has made investments in data collection and organization with a focus on understanding complex economic relationships and their interaction with public policy, to anticipate issues and provide valuable insights on specialty crop markets to policymakers and others. Results explain current and project changing market fundamentals to the public, government agencies, and the agribusiness industry. ERS is a key USDA participant in the Interagency Commodity Estimates Committees (ICECs), chaired by USDA World Agricultural Outlook Board analysts, that compile and interpret information from USDA and other domestic and foreign official sources to produce the monthly World Agricultural Supply and Demand Estimates (WASDE) for sugar and sweeteners.

Project Methods
The price analysis and forecasting program uses multiple methods, including descriptive analysis, time series econometrics, statistical comparisons, and experimental economics to monitor and analyze important developments in domestic and global crop prices (including cash and derivative markets); to evaluate the role and usefulness of USDA's economic information reporting system; and to evaluate commodity price variation. Included are five types of activities: - Data and monitoring: The research often requires development and analysis of unique data sets and creative techniques to quantify and analyze market and policy variables for which public data do not exist or is not commonly available. - Exploratory and descriptive analysis, and synthesis: Estimating, explaining, and reporting trends and synthesizing research findings in plain language. - Economic modeling and econometric analysis: Conducting rigorous peer-reviewed studies on policy-relevant issues. - Extramural research: Sponsoring and collaborating with the academic community to conduct price analysis and forecasting research to leverage mutual strengths and build capacity in areas of interest to the USDA. - Communication and dissemination: Communicating customer-focused research findings in plain language and conducting outreach and research coordination meetings and workshops with stakeholders, policymakers, and academics.

Outputs
This project anticipates trends and emerging issues by conducting high-quality, objective economic research as part of the USDA ERS mission to inform and enhance public and private decision making on economic and policy issues related to food, farming, natural resources and rural America. Findings and impacts are represented through a variety of outputs including reports, journal articles, briefings, and conference presentations. ERS shapes its research program and products to serve those who routinely make or influence public policy and program decisions. Key clientele include White House and USDA policy officials; the U.S. Congress; program administrators/managers; other Federal agencies; State and local government officials; and organizations, including farm and industry groups interested in public policy issues.
