Outputs Progress Report Objectives (from AD-416) The objective of this cooperative project is to assist in advancing the health services for the residents of the Azores, as part of the Azores Cooperative Initiatives Program (ACIP), as jointly decided in May 2003 by the ACIP Technical Working Group held by the United States Government and the Regional Government of the Azores. ACIP, or rather the requirement to engage in cooperative initiatives with the Azores, Portugal, is mandated in the 1995 US-Portugal Agreement on Cooperation and Defense and further defined in the Final Minute to that agreement. ACIP was created and has been implemented through Department of Defense (DOD) financial resources and relationships with civilian federal agencies and other non- governmental institutions as part of the U.S Government's commitment to the agreement. DOD has requested and funded the U.S. Department of Agriculture's Agricultural Research Service (USDA/ARS) to serve as the lead civilian agency and facilitator for ACIP. The agreement calls for the strengthening of the economic and social development of the Azores; the identification of areas within which cooperative activities and programs can promote this development; and this cooperation shall be in various areas outlined in the Final Minute, such as agriculture, education, environment, tourism and cultural exchange, civil protection, and social security and health. This cooperative project directly meets these objectives. Significant Activities that Support Special Target Populations This report serves to document activities conducted under a specific cooperative agreement between ARS and the Azorean Regional Direction of Health under the Azores Cooperative Initiatives Program (ACIP), as mandated in the 1995 U.S.-Portugal Agreement on Cooperation and Defense and further defined in the Final Minute (95 ACD-FM) to that agreement and funded by Department of Defense. The final report was submitted on this project in September 2008 in the previous annual report. The project was officially terminated in the first quarter of FY 2009. No further activities will be conducted under this agreement.

In FY-2006, the Manchester Protocol training was carried out in the island of Terceira. Training had been planned for emergency medical technicians, however only one group based on the Portuguese mainland can certify the training. So far, the Public Health Regional Directorate has not been successful in getting the group to agree on a time frame for the certification. Currently, the Public Health Directorate is focused on establishing a database of available resources for use in emergencies, and will be shifting resources to support that effort. This is a critical element to the RGA�s ability to coordinate an emergency response between the health directorate and the civil preparedness officials.

Outputs Progress Report 4d Progress report. What were the most significant accomplishments this past year? This report serves to document activities conducted under a specific cooperative agreement between ARS and the Azorean Regional Direction of Health under the Azores Cooperative Initiatives Program (ACIP), as mandated in the 1995 U.S.-Portugal Agreement on Cooperation and Defense and further defined in the Final Minute (95 ACD-FM) to that agreement and funded by Department of Defense. Additional details of research can be found in the report of the parent project plan 0210-22310-002-00D, International Cooperative Programs. In 2004, of the five courses planned in basic life support, three were held on three of the islands (Santa Maria, Graciosa and Sao Jorge). A course planned for the Health Center of Santa Cruz das Flores was cancelled due to transportation problems. Two courses were held in 2005 at Sao Miguel Island and Flores Island. The course in Sao Miguel was on the
Protocol of the Manchester System of Selection, an important system for health care professionals in the main hospital of the Azores. This system has now been implemented at the hospital. For 2006, four basic life support courses are planned, including another Manchester training session for the island of Terceira, pending completion of anticipated construction needed in the emergency room of that hospital. The project is anticipated to end once these courses are completed.

Outputs 4d Progress report. This report serves to document activities conducted under a specific cooperative agreement between ARS and the Azorean Regional Direction of Health under the Azores Cooperative Initiatives Program (ACIP), as mandated in the 1995 U.S.-Portugal Agreement on Cooperation and Defense and further defined in the Final Minute (95 ACD-FM) to that agreement and funded by Department of Defense. From 2003-20004, seven emergency medical training courses were conducted for Azorean hospital staff: 5 on Basic Life Support for Health Professionals; 2 on the Manchester Protocol (triage) for emergency room cases. At the end of 2004, the Director of the Regional Authoritys Direction of Health was replaced. A replacement as the coordinator of this project has not yet been identified.

Five of seven emergency medical training courses have been conducted for Azorean hospital staff. The bulk of these courses (5) have been on Basic Life Support for Health Professionals. The others focused on the Manchester Protocol (triage) for emergency room cases.
