Goals / Objectives
This project will examine the potential effects of an FTAA (Free Trade Areas of the Americas) on U.S. and global agriculture. The FTAA is a free trade agreement that will eliminate barriers to trade and investment among 34 countries of the Western Hemisphere. Issues that will be studied include market access, case studies of sugar and orange juice, sanitary and phytosanitary rules, foreign direct investment, U.S. environmental impacts, impacts of NAFTA and MERCOSUR, and links between the FTAA and global reforms in the WTO Doha round.
Project Methods
A combination of simple descriptive statistics, CGE analysis, gravity model analysis, and multisectoral partial equilibrium agricultural model will be used to study the issues and their impacts on U.S. and Hemispheric agricultural trade.

Outputs
The findings from the research effort to assess the implications for U.S. agriculture of a Free Trade Area for the Americas (FTAA) were released in an Agricultural Economic Report in March 2004. This report describes the effects on U.S. agriculture of the trade liberalization that has already occurred in the Western Hemisphere. It explains the implications of advancing to a FTAA for U.S. agricultural trade, production, agri-environment, and foreign direct investment. The report also discusses market access and sanitary and phytosanitary topics related to the FTAA. It found that the FTAA would complement the multilateral negotiations in the Doha Development Agenda, which have a broader agenda for agricultural reform.
