Non Technical Summary
The Extension Disaster Education Network adopted an issue-based model (National EDEN Issue Leaders - NEIL) in 2011to provide guidance for EDEN and Extension nationally to enhance our role as national disaster issue educators. The goal of this proposal is to build on the existing foundation of EDEN and Extension by forming subject matter work groups who compile flood resources from 50 states and where necessary develop resources for Extension educators to use in their flood response. Multi-disciplinary projects will be developed for each program area, including Family and Consumer Sciences, Community Economic Development, Youth, Agriculture, and Business. Information will be in downloadable formats that permit localizing by extension educators. The information will be located on the EDEN website in multiple formats including PDF publications, videos, standard news releases, and social media downloads. This proposal will also provide content for EDEN's eXtension flood presence, including articles and Frequently Asked Questions, and answer questions from flood survivors via the Ask an Expert system. The flooding NEIL members will clarify the roles of Extension administrators, specialists and field staff related to flooding education and what is the role for extension during the various phases of a flood and recovery. Providing oversight, encouragement and assistance for these projects will be enhanced by hiring a support person to assist the project directors. The flooding subject matter work groups and the NEIL will conduct most of their business by conference calls. The NEIL group will meet for evaluation of progress and planning the next steps to continue to strengthen EDEN's support for extension disaster education

Goals / Objectives
The goal of compiling and focusing the research-based Extension flood resources of 50 states will save Extension educators a great deal of time as they prepare for flood response. They will know the information is usable and that it represents the best information available. It will also be made available in a subject matter specific format. In order to accomplish this goal, the following objectives have been developed. 1. Compile and evaluate existing Extension flood materials. Standardized information will be saved in downloadable formats for extension educators to use in their flood programming. 2. Make this information useable, centrally located on the EDEN website, and easily accessible in multiple formats including PDF publications, videos, standard news releases, and social media downloads. 3. Develop multi-disciplinary projects with specific components focused on each program area. Extension educators fall into broad categories including Family and Consumer Sciences, Community Economic Development, Youth, Agriculture, and Business. Within those broad categories programs will branch down into subsets. Materials will be identified to address these needs as well. 4. Provide content for EDEN's eXtension flood presence, including articles and Frequently Asked Questions, and answer questions from flood survivors via Ask an Expert system.
Project Methods
A survey of EDEN delegates to determine what flood information sites they currently use. The Subject Matter Work Groups will serve as the primary reviewers of flood information sites within the Extension network with support by the EDEN Flooding NEIL. Subject Matter Work Group members will conduct searches in subject areas where they have the most expertise. Searches will be conducted in all 50 states, with high quality resources being identified and collected for use. It is expected that there will be new resources developed which take parts of publications from multiple states in order to accomplish the full spectrum of specific subject matter information from start to finish. The Flooding NEIL will clarify the roles of extension staff related to flooding education and provide this information on the EDEN website for access by all states. The Flooding NEIL will identify the role for extension during the phases of a flood and recovery and provide the information on the EDEN website for access by all states. A support person will be hired to assist the project directors to provide oversight, encouragement and assistance for these projects. The EDEN has conference call capabilities to assist the Subject Matter Groups and the Flooding NEIL to communicate as they accomplish their tasks. The NEIL group will meet late in the project year to evaluate progress of the various tasks and to plan the next steps to continue to strengthen EDEN's support for extension disaster education. This planning and organizing is much more efficient and effective done face-to-face during a time allocated just to this effort.

Target Audience: The goal of this project was to identify and catalog resources for Extension educators. Resources identified have been shared with Extension staff who are part of the Extension Disaster Education Network and staff in states that have been affected by flooding. They were also shared with Extension staff and others through eXtension.org Changes/Problems: A tremendous effort was expended to develop the flood subject matter teams who would serve as the primary individuals to provide leadership in their subject matter areas. Either due to a lack of personnel or a lack of willingness or ability to accept the role as a flooding leader, these teams have very few members and in some topics there are no members. The EDEN Flooding NEIL is the primary source of this expertise and many of these people are also the resource people for all types of disaster education. This is a concern for continued education and technical assistance related to flooding which is a primary type of disaster in the United States. What opportunities for training and professional development has the project provided? The resources that have been developed or compiled provide an excellent set of materials for self directed learning related to flooding education. How have the results been disseminated to communities of interest? The EDEN resources are targeted to Extension staff. These resources have been promoted to the entire EDEN group through emails, reports at EDEN annual meetings, and targeted dissemination to states affected by flooding. What do you plan to do during the next reporting period to accomplish the goals? Nothing Reported

Impacts
What was accomplished under these goals? 1. An extensive compiled list of almost 500 resources cataloged by categories with resource description was developed by surveying state Extension, FEMA and other flooding resources websites. Some of the resources were input to the EDEN flood resources website and all of the resources were provided to the EDEN webmaster in an Excel file. The list was also distributed to the EDEN Flooding NEIL and is available to distribute to Extension staff in regions experiencing flooding. 2. The resources have been provided to the EDEN webmaster and distributed to the EDEN Flooding NEIL. 3. The Extension Disaster Education Network Flooding Leadership Team during a face-to-face meeting developed a document that identifies the role of extension during the phases of a flood and recovery including the roles for various extension staff such as administrators or county educators. This has been shared on the EDEN website and with the EDEN Flooding NEIL. Individuals or teams were recruited with expertise needed to provide education related to flooding. Several individuals were identified in some topic areas and other areas such as crop and livestock production are void of members due to people not being willing to serve. These topics will need to be identified based on immediate need. In many areas the majority of the teams were EDEN Flooding NEIL members, which is a very small group and some areas such as structures and farmsteads only a couple people were identified. The list was shared with all the EDEN Flooding NEIL members. With those with expertise in several areas being limited and with staffing changes it is nearly impossible to have adequate resource teams and a current list. 4.Assisted in the reorganization of the flood page including writing definitions for the phase landing pages. Compiled, authored, and posted the following articles to eXtension. o 3 Things You Should Know About Flooding o 3 Tips for Buying Flood Insurance o 4 Places to Find Flood Forecast Maps o 5 Priorities When Returning to a Flooded Home o 7 Ways to Use Social Media Before, During, and After Floods o Disaster Related Smartphone Apps o Understanding Phases of a Flood o FAQ About Flooded Gardens o How To Prepare For Disaster Short videos were created on preparing to evacuate your home when flooding is imminent. Topics are: Preparing your liquid propane tank; Turn off electrical power; Turn off natural gas; Preparing a fuel oil tank indoors. The videos are placed on the North Dakota State University Flooding website and the eXtension website.

Changes/Problems: The major concern is that placing material on the EDEN website cannot occur until the revision of the site permits the addition of the resources. The resources are available in an Excel file and have been shared in that format. A tremendous effort was expended to develop the flood subject matter teams who would serve as the primary individuals to provide leadership in their subject matter areas. Either due to a lack of personnel or a lack of willingness or ability to accept the role as a flooding leader, these teams have very few members and in some topics there are no members. This required us to rely on a relatively small number of people to serve as the subject matter teams and these people are primarily the people already serving on the EDEN flooding leadership team. What opportunities for training and professional development has the project provided? The resources that have been compiled provide an excellent set of materials for self directed learning related to flooding education. How have the results been disseminated to communities of interest? The EDEN resources are targeted to Extension staff. These resources have been promoted to the entire EDEN group through emails, reports at EDEN annual meetings, and targeted dissemination to states affected by flooding. What do you plan to do during the next reporting period to accomplish the goals? The resources will be tagged on the EDEN website during summer 2014 when Louisiana hopefully has it ready for adding material. Work will continue on the eXtension Flooding website to incorporate articles and other items that have been identified for improving the site. Work on converting FAQs to short articles will occur during a meeting at the end of the eXtension meeting and continue until the end of the project.

    What was accomplished under these goals? 1. The resources have been identified and catagorized. 2. The EDEN website is being revised and the resources will be tagged on it during the summer of 2014. 3. The resources have been catagorized based on programming areas and phase of flooding to make them easy to use. 4. Work is continuing on the eXtension Flood site with a major effort occuring during the summer of 2014. An Emergency management graduate student is working on the project. She has focussed most of her effort on the resources for the EDEN website during the first year and is focusing more on working on the eXtension site during the latter portion of the project.
