Situation: United States households and individuals are experiencing natural disasters in growing numbers while simultaneously their ability to financially handle them has been made more difficult by the past recession. In 2010 alone, FEMA declared 81 disasters (ex. wildfires, flooding, severe storms, mudslides, tornadoes, or tsunamis) and by August, 2011 the number was already up to 64. The recent recession indicates there are a number of reasons that people are unable to handle the financial stress a disaster places on a household. Many people are already underwater with their mortgage, prior to being literally underwater due to a flood. In March 2011 it was reported, about 11.1 million households, or 23.1 percent of all mortgaged homes, were financially underwater in the October-December quarter 2010, according housing data firm CoreLogic (http://www.corelogic.com). Unemployment, reduced work hours, decrease in benefits offered to employees (insurance, overtime, higher co-pays) all impact the amount of money people have to prepare or weather a disaster after it has occurred. It is vital for disaster survivors and those who help them to understand the financial issues related to a natural disaster and to have the tools and resources to assist families throughout their recovery process.The production of six videos that will be available on-demand to the individuals and families recovering from a disaster, adds value to the existing written resource Recovery After Disaster: The Family Financial Toolkit and increases its ability to reach the individuals and families impacted by disaster in a timely manner with essential information they need to make informed decisions. The goal of this project is Individuals and families impacted by disaster will be able to make informed decisions about the financial implications of a range of financial resources available to fund home rebuilding, rehabilitation, or renovations after a natural disaster through the use of just-in-time videos. Objectives are: 1) Develop and disseminate videos on financial resources available after a disaster to increase the capability of the Recovery After Disaster: The Family Financial Toolkit to provide disaster survivors essential information when they want it; 2) Conduct training for Extension staff and community agency disaster response professionals to incorporate the use of videos into their work. Videos will be disseminated through both traditional (e.g. DVD) and social media (e.g. UTube) channels to provide the wide range of individuals who are recovering from disasters with access to the information in a format that they can use with ease. The University of Minnesota and North Dakota State University have worked together on responses to many disasters and bring their joint experience in responding to floods and tornadoes to this project.

Goals / Objectives
Project Objectives 1. Develop and disseminate videos on financial resources available after a disaster to increase the capability of the Recovery After Disaster: The Family Financial Toolkit to provide disaster survivors essential information. 2. Conduct training for extension staff and community agency disaster response professionals to incorporate the use of videos into their work.
Project Methods
Evaluation will be conducted at each stage of the project to ensure the project meets the overall goal: Individuals and families impacted by disaster will be able to make informed decisions about the financial implications of a range of financial resources available to fund home rebuilding, rehabilitation, or renovations after a natural disaster through the use of just-in-time, on-demand videos. Including those impacted by disaster and individuals from the agencies that assist those impacted by disaster on our Advisory Board, sets the project up for success in meeting the overall goal. A multi-method, multi-pronged approach to evaluation will ensure that the just-in-time videos are high quality, relevant and useful. The core components of the evaluation include the following: 1) Project Leadership Process Evaluation: The project leadership will use the logic model and timeline, along with feedback from the advisory board, as the basis of a process evaluation to ensure the project is operating in a timely and effective manner and to make adjustments as required to fulfill the project goal. 2) Ongoing feedback from the advisory board: The Advisory Board will be systematically asked through individual and group interviews regarding: a) validation that the advisory process was inclusive, respectful, and discussions focused on overall project goals; and, b) that the content and format of the videos reflect the discussions and input forwarded by the Advisory Board. Videos and formats will be modified based on feedback. 3) Feedback from Disaster Survivors: The developed videos will be piloted with disaster survivors as well as those who aid disaster survivors to determine: a) accuracy of information in the video; b) that situations faced by both survivors and those who help them are respectfully portrayed; and, c) engagement value, are the videos interesting enough to maintain a viewers attention while being informative. These evaluation questions will be assessed through observed video viewing with disaster survivors and those who aid disaster survivors. After video viewing the observer, evaluator will ask questions to determine if goals were met. Videos and formats will be modified based on feedback. 4) Train the trainer feedback through surveys: After the webinar participants will be asked to assess the following via an on-line survey: a) video content; b) video format; c) perceived value of the videos; d) use of the videos in their work; e) how they would use the videos in training; and, f) other professionals with whom they would share the videos. A report will be written based on the evaluation of the national training. The findings from these evaluation efforts will be compiled and disseminated. Dissemination will occur, as appropriate, eXtension, EDEN or through submission for publication in professional journals. Final program reports, including evaluation results, and financial reports will be submitted to USDA and through the CRIS reporting system within 90 days of project completion.

Target Audience: Extension Professionals - National Extension Association of Family and Consumer Sciences - NEAFCS national webinar, "Using Video in Financial Recovery After Disaster," held on February 24, 2015. 15 attended via national webinar from throughout the country. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided?The videos developed from the Smith Lever Funding has provided a number of opportunities that never would have been offered used without the development of these videos. There is great demand for education in video formate due to reading skills, ability to read and process during a crisis and engaging delivery that written matterials do not provide. National Webinar on How to Use Financial Recovery After Disaster Video Series - On-line Training will occur May 12, 2015 May 20, 2015 we will be presenting at the "Under One Roof Conference" in Duluth, MN - conference focusing on state-wide disaster recovery. September 21 & 22, 2015 we will be presenting at the AMEM - Association of Minnesotat Emergency Managers Conference - Breezy Point, MN - requested to do 2 sessions because of anticipated demand for the information. How have the results been disseminated to communities of interest?Our team attended the Minnesota Emergency Managers Conference (AMEM) in September, 2014, and presented sessions at the 2014 Extension Disaster Education Network (EDEN) Conference; 2014 Association of Financial Counseling and Planning Education (AFCPE) Conference, and a webinar for eXtension introducing the videos as a resource for disaster recovery. The videos have been shared with our disaster professionals and survivors on the advisory board and those professionals and survivors appearing in the videos. Many of these individuals represent organizations that have requested access to the videos upon completion. Impacts
What was accomplished under these goals? Previous reports focused on the completion of tasks as our accomplishements (like completion of the videos). In this report we will share a sampling of evaluation results from sharing about the videos and their use. Accomplishments from the eXtension and the NEAFCS webinar: 100 % of those completing the evaluation agreed or strongly agreed : The content of the session was appropriate and informative. The information I learned will positively impact my work. I am familiar with the video content to assist disaster survivors with financial recovery I understand the value of utilizing videos in delivering financial recovery information. I am familiar with strategies to provide local training and promote video use with survivors and recovery professionals. In summary, we are proud to share we completed all we said we would do (input to what should be in videos, development of videos, piloting of videos, curricula materials to support videos, putting videos in DVD format, and multiple dissemination activities conducted) and a bit more.     Target Audience: Recovery after Disaster: The Family Financial Toolkit has three target audiences: professionals from disaster recovery and family-serving organizations, extension family development educators, and families in the recovery stage of a disaster. During this period we reached these target audiences as representatives of each target audience comprised our advisory board. Our advisory board included: including the following agencies: Minnesota State Emergency Management/FEMA, Small Business Development Center, Extension Disaster Education Network (EDEN), Salvation Army, Lutheran Social Services/ Lutheran Diaster Services, and three families who represented disaster survivors. Changes/Problems: Video project took a bit longer than planned. We asked for, and received, a 6 month extension and we are on course to complete grant objectives by end of January 2015.
