Non Technical Summary
Community demographic and housing profile is a prerequisite to both all parts of the planning process and any research involving factors at the community level. Policymakers, program funders, and businesses need such data to make wise decisions regarding the allocation of critical resources. Despite of the criticalness of community demographic and housing profiles, currently there is no up-to-date data available on Hawai`i's communities. The 2010 US Censuses, the most important data source, no longer provides summarized statistics at the community level for Hawai` i and sub-county level data are reported on geographic boundaries that do not align with how communities are defined locally. Hence, all public and private planning decisions would have to be based on faulty data. On the other hand, research on communities and those involving communities could be greatly undermined due to the lack of accurate and reliable community demographic and housing data. To bridge this critical data gap, this project will culminate in the development and distribution of the 2010 Hawai`i Community Demographic and Housing Profile. This research report series will provide the following: 1. A comprehensive, reliable and validated set of scientific-based community population statistics; 2. A new scientific method will be proposed to derive relevant small area demographic and housing estimates using the state-of-art social demography and geographic information system (GIS) technology; and 3. An overall state-level report and community-specific reports for all 43 local communities in Hawai`i. 4. The product of the project will be disseminated through the COF on-line Data Center. This project will advance the methodologies in small area estimation, particularly in small states like Hawai`i. It will also provide essential community data for any further research involving community. The project will disseminate its results electronically through multiple electronic channels, including the COF on-line Data Center (DC), project networks, and mailing lists. The project will also seek external funding to disseminate the summary of the results in print and to direct the readers to the COF on-line DC. By integrating the research and extension activities, this project will create a seamless web that extends the research knowledge to stakeholder groups in the community who will provide input on the development work and will benefit greatly from the results of the research.

Goals / Objectives
Goal: To produce a set of up-to-date 2010 Hawai`i community demographic and housing profiles which will meet major stakeholders's needs. Objective 1: The content, format and quality of the project result match the stakeholders' expectation. Objective 2: Project results will be delivered electronically and, if possible in print as well, to all major stakeholders. Objective 3: The results of the project will be used by the stakeholders in their immediate and future works. Objective 4: Improve the knowledge and understanding of the basic population and housing characteristics of different communities across the state. Output: 1. A technical note on the derivation of community demographic and housing profiles based on the 2010 US Censuses and auxiliary data 2. 2010 Hawai`i community demographic and housing profiles: a state level report 3. 2010 Hawai`i community demographic and housing profiles for each of the 43 local communities in Hawai`i 4. Project Methods
Despite of the criticalness of community demographic and housing profiles, currently there is no up-to-date data available on Hawai`i's communities. As a result, all public and private planning, evaluation, and resource allocation decisions would have to be based on faulty data. On the other hand, research on communities and those involving communities could be greatly undermined due to the lack of accurate and reliable community demographic and housing data. This project will be conducted using a combination of component cohort, housing unit and GIS demographic population estimation method. This method departs significantly from the dominant approach which is essentially based on approximation or proportionately redistribution based on areal size. The method used by this project will be theoretically driven and empirically solid. Its estimates and margin of errors can be evaluated using Census 2000 data. To ensure that the project will meet and serve stakeholders' needs as well as to have the project product available in conventional print format, stakeholder input will be solicited via interviews, print and electronic surveys, focus groups, meetings, and other means. Outcome Indicators 1. Satisfactory level of consumer use of the project results as measured by the number of website visits/downloads and possibly also the number of print copies distributed 2. Satisfactory level of outreach as measured by number of stakeholders out-reached 3. Number/frequency of stakeholders' web utilization 4. Number of presentations at academic conferences 5. Attendance and evaluation of user workshops and trainings 6. Frequency and depth of media coverage 7. Referred research publications based on the Community Demographic and Housing 8. Outside of the Center: Organizations and state agencies are still in the process of setting up data governance. There are concerns and misunderstanding about confidentiality and privacy in sharing data. In addition, some organizations had either stopped data collection completely or under-staffed to provide data due to budget cuts. These changes made data collection extremely difficult. 2. Inside the Center: There had been faculty and staff turnover and a redirection in infrastructure support. What opportunities for training and professional development has the project provided? 1. A presentation of the project was made at the Kids Count Data workshop. 2. Invited by Kids Count to conduct a webinar on the project and automation of social indicator calculations. 3. It attracts master students in Public Health to have their internship at the Center. How have the results been disseminated to communities of interest? Pilot reports in MS Excel format were emailed to stakeholders. What do you plan to do during the next reporting period to accomplish the goals? Nothing Reported

Impacts
What was accomplished under these goals? Objective 1: Stakeholder feedback collected and pilot reports produced. Objective 2: Wireframe of web pages for data visualization and dissemination completed. Objective 3: Pilot reports were distributed and used by the DOH and YMCA for community needs assessment and grant writing. Objective 4: Information was disseminated by pilot reports and incorporation into other Center on the Family Publications. Output: 1. Technical note was completed. A conference proposal was developed and submitted to the Community Indicators Consortium. 2. State profile had been compiled and store in a MS SQL database. 3. Demographic and housing profiles, which were based on the structure of the US Census Bureau's American Community Survey Demographic Profiles, for 42 local communities in Hawaii were completed and stored in a MS SQL database. 4. Web page wireframes were completed. Web application is pending due to the loss of web programming support at the Center. 5. User feedback and report are pending.

Technical assistance and expert consultation were sought to provide action strategies and guide project implementation.
