Many natural resources do not have market prices, But they do have value. Policy makers require information on the economic value of non-market natural resources in order to make informed decisions on the resource use and conservation policies. Policy makers specifically need to know the value of improved water quality, improved recreation access, improved air quality.

Project Methods
Non-market valuation techniques such as stated choice experiments and averted costs will be featured to assess water quality, recreation services, and the impacts of land use change. Recent advances from current literature will be tested in the context of resource problems of Northern Great Plains, such as low population density. Survey instrument design and sampling procedures will be assessed. Outputs will be evaluated through peer review of submitted manuscripts.

Impacts
What was accomplished under these goals? The benefits of a system of fracking wastewater treatment and recycling, in the Bakken oil producing area, were assessed. A spatial minimum cost optimization model was developed. Alternative treatment technologies were assessed. Spatial data on well locations and distances were estimated using GIS. Simulation results demonstrated that there are substantial incentives to develop the technology that would treat and recycle fracking flowback water. Both financial and social benefits occur. However, after at high costs of treatment and recycling only small quantities of flowback water would recycled. Improved understanding of water management challenges and institutions in the Bakken region and the Missouri River Basin. The use of public lands to develop housing for essential public service workers in western North Dakota was assessed. During the oil boom period many essential service workers lived in conditions of housing poverty. This is because of elevated housing costs and relatively low public sector wages. However analysis showed that families with two wage earners or single wage earners without dependents could afford housing. For more vulnerable families with many dependents housing developments dedicated to public sector workers, such as teachers and law enforcement officers would be highly beneficial. This analysis led to a journal article and a book review. An assessment of the opportunity cost of land retirement for ecosystem protection and riparian recreation in the Devils Lake Basin. An analysis of the value fo Missouri River water in barge transportation has been conducted. The impact on days of navigation on frieght traffic has been analyzed. Alternative fright costs have been assessed. Presnetations and manuscripts are expected in early 2018. Efficiency measures of water use in the Missouri River Basin are being analyzed.

Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided? Research on wastewater treatment and recycling included training of an MS student in Agribusiness and Applied Economics and a PhD candidate in Transportation and Logistics. How have the results been disseminated to communities of interest? Dissemination was reported in the 2012-2013 report. What do you plan to do during the next reporting period to accomplish the goals? I expect to collaborate with a PhD candidate in Natural Resources Management and complete the project on the use of public land for public sector employees housing. I expect to collaborate with a PhD candidate in Natural Resources Management and initiate a project to assess alternatives for water management in the oil producing regions in western North Dakota.

Impacts
What was accomplished under these goals? Final revisions were made in an assessment of the benefits of fracking wastewater treatment and recycling. Research article was published. A new project to assess the options for the use of public lands for public sector employees housing, instead of alternative uses such as recreation was initiated.

Target Audience: The target audience includes policy makers, researchers, resource managers, and private sector entrepreneurs. Changes/Problems: There are no changes. Although reduced funding for USGS grants is making efforts to seek extra funding for project more difficult. What opportunities for training and professional development has the project provided? An MS thesis for Qingqing Yin was completed in December 2013. She was trained on optimization procedures, SAS, water quality and logistics. How have the results been disseminated to communities of interest? An MS thesis is available through the NDSU Graduate School. A newspaper article (Dickinson Press, 2/16/2013) and a radio interview with Mick Kjar on Farm Talk discussed this research). A journal article has been submitted. What do you plan to do during the next reporting period to accomplish the goals? I plan to ensure the article is published. I have sought support for further research.
