Outputs Target Audience:The target audience served by this research for the reporting period has been academics and researchers. Changes/Problems:There havebeen no major changes/problems. Yet during the research process, it became evident that there was much more data to collect and analyze data than first anticipated. The global field of youth participation was developing and expanding rapidly during the time of this project. As a result, the expected outcome of completing a book manuscript and journal articles has taken longer than expected. However, significant progress has been made and publications are forthcoming. There is one article that will be revised and submitted soon. Moreover, I have been able to produce numerous conference papers and keynote talks about this research. What opportunities for training and professional development has the project provided?The project has allowed me to train and work closely with both graduate and undergraduate student assistants. This has involved instructing them to gather, collect, organize, and analyze relevant archival and contemporary documents and materials, particularly in regards to Objective Two of the research. I also trained students to assist in accomplishing Objective One by teaching them how to transcribe and analyze interviews. Students were also trained in producing literature reviews of relevant extant literature on youth participation. In this process, I modeled how to run a long-term, in-depth qualitative research project. I also mentored students in deciding their careers in academia. How have the results been disseminated to communities of interest?The main avenue through which the results have been disseminated to communities of interest has been through scholarly presentations at academic conferences and invited talk at universities across the country. I also regularly attended conferences to share, network, and collaborate with other scholars working on youth participation. I also was part of a working group on youth at the United Nations and disseminated my research findings and contributed to their policy, research, and advocacy work. Impacts What was accomplished under these goals?
This study examined the social practices and implications of the promotion of youth participation at the global scale. This promotion was evidenced in providing speaking roles for youth in various UN processes, the staging of annual global youth conferences, the establishment of Youth Strategy Plans by UN agencies, and the advent of new national youth policies. This study was achieved through qualitative methods of ethnographic participant observations and interviews. It also included critical analysis of archival and contemporary polices and programs. Specifically, this was a multi-sited ethnographic study of the burgeoning youth empowerment movement initiated by the UN, its member states, and its agencies to target global elite youth from around the world. This study also attended to the work of five international and regional youth organizations and how they negotiated these newfound global opportunities. The major impact of this project was the change in knowledge. Some major changes in knowledge include: 1) The young people invited to partake in youth empowerment projects are a select group of global elites in their twenties, who are educated, English-speaking, savvy world travelers who live and work in a country other than the one they hold citizenship, and who are knowledgeable about the international policy norms and protocols that inform UN-related meetings. 2) These efforts to include youth enact the current norm in global governance to incorporate the participation of multiple stakeholders in the agenda-setting of international policies. 3) This research found that while these global youth initiatives may enable more equitable representation and democratic participation, they also work to normalize youth agency within the well-defined terrain of international protocols found in the international politics. Objective One: I have completed the majority of research data collection to accomplish Objective One to examine the practices and impact of youth participation initiatives by the UN, its affiliated agencies, and nongovernmental organizations. This has included fifteen research collection trips (tento New York and fiveinternational) for participant observations,85 interviews,and regular participant observation via Internet conference calls with several different youth networks. The details of these data collection are noted in outputs activities in this report and in past annual reports. Objective Two: During this time, I also worked steadily to accomplish Objective Two to examine the discourses and policies aimed at promoting youth participation by the UN and its affiliated agencies and NGOs. This has involved collecting and analyzing archival and current documents related to youth participation and empowerment by the UN and its affiliated agencies, as well as materials of international youth organizations involved in these agencies programs and policies. This material includes numerous written reports, organizational and policy information found on relevant websites, research and policy analysis reports, and academic journals and books. As a result, I have gathered, organized, coded, and created analysis reports of one hundredrelevant entities. Objective Three: Lastly, the accomplishments of Objectives One and Two have allowed me to make significant progress in achieving Objective Three to ultimately produce a book-length manuscript, articles, and academic conference and research presentations. Toward this end, I wrote and presented my research at six academic research conferences and four invited talks at universities across the country. Additionally, I have a journal article submitted to the Journal of Youth Studies with the current status of revise and resubmit. I also have produced a report submitted to the UN ECOSOC titled, "MGCY Participation in Sustainable Development Goals." I have also accomplished significant progress in producing a book manuscript by drafting three chapters. I also successful applied for several research grants to support the research collection, analysis, and writing of this research project.

What opportunities for training and professional development has the project provided?As part of this project, I have continued to train undergraduate student assistants to transcribe and analyze interviews. How have the results been disseminated to communities of interest?In addition to scholarly conference presentations, I have disseminated my ongoing research findings in the form of informal scholarly presentations at working group meetings at the United Nations and with fellow youth scholars at the International Sociological Association in Vienna, Austria in July 2016. What do you plan to do during the next reporting period to accomplish the goals?For the next reporting period, my focus will be to complete all the data chapters for the book manuscript. I will conduct targeted ethnographic observations, conduct interviews, and collect archival data on a needed basis; but the emphasis will be on data analysis. I will also submit an article to a peer-reviewed journal. I will present my work at conferences for scholarly audiences.

I have worked towards completing my data collection during this period. I have completed the following in regards to research Objectives 1 and 2: I conducted research trips where I conducted ethnographic participant observations and interviews. These includeNew York for the United Nations ECOSOC Youth Forum and the UN Youth and Peacebuilding Subworking group strategy session in February 2016 and Europe to research key youth organizations featured in my study in Brussels, Rotterdam, Amsterdam, and Berlin. I conducted fifteen additional interviews during this time. Importantly, I have worked on analyzing my data. For Objective 3, I have drafted one additional chapter for the book manuscript. I also revised an article that will be sent for review. I also applied for fellowship grants to relieve me from teaching to complete writing this manuscript.

These include: to NY for the United Nations President of General Assembly Dialogue meetings regarding the Post 2015 Development Agenda and Sustainable Development Goals (SDGs) in September 2014; to NY to attend the UN ECOSOC Youth Forum in February 2015; to NY for the UN High-Level Event of the President of the General Assembly commemorating the 20th Anniversary of the World Programme of Action for Youth; and to NY for the Post 2015 Agenda/Sustainable Development Goal Summit in September 2015. I also conducted an international trip to Baku, Azerbaijan to participate in the First Global Forum on Youth Policies that was directly related to this research project but not supported by this grant. I also have conducted interviews on Skype after these meetings. I have also continued on-going archival data for this research project. For objective 3: I have drafted two chapters for a book manuscript. I have also presented two separate papers on this research, for the American Studies Association (ASA) Annual Meeting and for the American Educational Research Association (AERA) Annual Meeting.

For the next reporting period, I will continue to collect ethnographic and archival data for this research project by attending 2 to 3 more research trips, conducting interviews, and analyzing reports and documents. I will also continue to present my work to scholarly audiences.
Impacts What was accomplished under these goals?
I have made steady progress in ethnographic and ethno-historical archive data collection. Specifically I have worked on my research objectives of investigating the impact of youth participation discourses, policies, and actual practices of youth participation at both UN high-level events and of its affiliated agencies and nongovernmental organizations (NGOs) and the various actors that carry out such mandates. Toward this end I have conducted three research trips to New York to attend and conduct participant observation at official meetings at the UN headquarters and informal ones of various UN entities and NGOs. I have supplemented these observations with interviews. I have also conducted on-going archival data for this research project.
