Non Technical Summary
The overall objective of this project is to find an effective, market-based mechanism to better protect the environment. The significance of this project lie in the facts that societal demand for various ecosystem services are rising, that there is an increasing gap between the demand and the supply of these services, and that market-based instruments increasingly are viewed as a way to solve this social and environmental problem. Yet very little is known about the initiation, implementation, and, especially, performance of these market-based instruments, and the possibility of expanding them. The expected impacts of this project lies in better protection of the forest-based environmental goods.

Goals / Objectives
The objectives of this project are to (1)Analyze the Initiation, Design, Implementation, Cost-effectiveness, and Efficiency of Market-based Instruments for Forest Ecosystem Services in the U.S., (2) Explore the Political and Institutional Dimensions of International Forest Policy Dialogue and Cooperation, and (3)Investigate the Competitive Advantage of Plantation Forests in the U.S. and other Countries. The expected outcomes from this project includes (1) A better understanding about the economics of market-based instruments for ecosystem service and international forest policy and (2)Provid some implementation guidelines of market-based instruments in the U.S. and elsewhere.
Project Methods
Benefit-cost analysis, comparative analysis, and political economy approaches will be the primary methods used in this project. The results of this projects will be presented in conferences and published in refereed articles and popular magazines.

Progress has been made on several fronts: (1) a article on market-based instruments for environemtnal services have been published; (2) two articles on institutional timberland ownership have been published; (3) article on the competitiveness of sawmill industry has been published.

What was accomplished under these goals? We have studied the implementation and efficiency of market-based instruments for forest ecosystem services in the US and elsewhere and the compertitive advantage of forest plantation development in the U.S. and other countries.

Target Audience: The audiences reached are many, probably in the order of several hundreds. Most of these audiences are economists, students, practioners, and policy-makers that participated in conferences we we made presentations. In addition, there are unknown numbers of readers of our refereed publications. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided? This project allows us hire 1 post-doc and trains 3 graduate students (1 master and 2 Ph.d.) so far. How have the results been disseminated to communities of interest? Very much so, in publications, presentation, as well as small group meetings with policy-makers, landowners, and producers. What do you plan to do during the next reporting period to accomplish the goals? Publishing all the working papers that we have made presentations in international conferences.

Impacts
What was accomplished under these goals? We have made significent progress on all fronts. We have had 7 articles and book chapters published related to all these objectives. We have also made 6 presentations in international conferences. We expect that another 3-4 articles will come out from our efforts in the reporting period.

OUTPUTS: Progress has been made on the political economy studies. Further, progress has been made on the public funded payment for ecosystem services project (i.e., Conservation Reserve Program). However, efforts on collecting price data on wetland mitigation bank program has not been successful. Impacts
We found that political campaign donations from interest groups to U.S. Senators have a significant influences on the senators' position on trade dispute. Further, payment for ecosystem services work well in some areas such as wetland, endangered species but not others (such as climate change)this is because the U.S. government has the political will to set a cap (e.g., no-net-loss in wetland, no destruction of endangered species habitat)which enhance the emergence of a market in some ecosystem services (wetland, habitat conservation), but not in others. Thus, government regulation that reflects its political will is important in the development of payment for ecosystem services markets.
