ONRC will provide meeting facilitation, consultation and project coordination to Clallam County for the WRIA 20 Shoreline Master Program Update. ONRC will consult with and facilitate input from WRIA 20 Technical/Policy Advisory Committees to assist Clallam County in completing WRIA 20 SMP update tasks. ONRC will design and facilitate a WRIA 20 shoreline visioning process with the goal to engage the public in defining the future of Clallam County shorelines. Visioning efforts will gather and compile a broad spectrum of public input using a variety of methods. ONRC will prepare a WRIA 20 Shoreline Inventory and Characterization Report. The report will present findings and recommendations in a way that is useful for making SMP planning decisions. This report will provide a foundation for establishing shoreline goals, policies, environment designations, policies and implementing regulations designed to achieve no net loss of ecological functions necessary to support shoreline resources and to plan for the restoration of the ecosystem-wide processes and individual ecological functions on a comprehensive basis over time. The report will identify any significant data gaps, focusing on information that would be useful to support shoreline program development and implementation. ONRC will identify and document restoration priorities within adopted watershed, salmon recovery, and floodplain management plans. Finally, ONRC will evaluate and develop concepts, recommendations, and strategies to guide and support updates to the Clallam County Shoreline Master Program consistent with state shoreline master program guidelines.

Goals / Objectives
The University of Washington's School of Forest Resources' Olympic Natural Resource Center (ONRC) will provide meeting facilitation, consultation and project coordination to Clallam County for the Watershed Resource Inventory Area (WRIA)20 Shoreline Master Program (SMP) Update. The project has six phases: 1. Project coordination: Participants will meet, review the project, hold coordination meetings, and provide quarterly reports. 2. WRIA 20 technical/policy advisory meetings: ONRC will consult with and facilitate input from WRIA 20 Technical/Policy Advisory Committees to assist Clallam County in WRIA 20 SMP update tasks. 3. WRIA 20 shoreline visioning: ONRC will design and facilitate a WRIA 20 shoreline visioning process with the goal to engage the public in defining the future of Clallam County shorelines. 4. Shoreline inventory and characterization report: ONRC will prepare this report. 5. Restoration plan: ONRC will identify and document restoration priorities. 6. Preliminary SMP elements: ONRC will guide and support updates to the Clallam County SMP. OUTPUTS (WITH MILESTONES/TARGET DATES): Phase One: 1. Hold kick-off meeting with participants, 4/2010. 2. Hold monthly and as-needed coordination meetings. 3. Provide quarterly reports. Due: 7/1/2010, 10/1/2010, 1/1/2011, and 4/1/2011. Phase Two: 1. Facilitate meetings. 2. Project Methods
ONRC will use facilitate meetings and use survey tools, interviews, and consultations to obtain input on priorities, issues, and opportunities regarding shoreline uses, environmental protection, restoration and public access from WRIA 20 shoreline landowners, shoreline users, Treaty Tribes, and natural resource land managers and agencies. ONRC will analyze inventory data, ecosystem characterization and shoreline functions, shoreline use, public access findings, the Clallam County Shoreline Master Program and the Clallam County Comprehensive Plan Land Use and Zoning Map and related policies and standards. Using these factors, ONRC will create a Shoreline Inventory and Characterization Report, a Restoration Plan, and Preliminary Shoreline Master Program elements.

Outputs
OUTPUTS: This project pertained to the revision of the Shoreline Master Program (SMP) for the Watershed Inventory Area (WRIA) 20 area surrounding Forks, WA. The University of Washington's Olympic Natural Resources Center (ONRC) facilitated engagement by the public, local residents, stakeholders, tribes and the WRIA 20 Watershed Planning Unit, North Pacific Coast Lead Entity in the conduct of four SMP update tasks: Visioning, Shoreline Inventory and Characterization, Preliminary Restoration Planning, and Preliminary Shoreline Management Program Elements. ONRC compiled input from these consultations on priorities, issues, and opportunities regarding shoreline uses, environmental protection, restoration and public access. The output of this project was posted on the ONRC website and the Clallam County website. Documents were also submitted to the Department of Ecology for review of their consistency with legal guidelines. The project led to the identification of 18 major recommendations for updating the WRIA 20 SMP based on the compilation of information on the ecological functions present at the stream reach and ecosystem level. PARTICIPANTS: The following staff of the University of Washington's Olympic Natural Resources Center (ONRC) worked on this project: Miranda Wecker, Rebekah Gentry, Theresa Santman, and John Calhoun. Clallam County Planning Department partners included: Richard Osborne, Steve Gray, Cathy Lear, Susan Lundstedt, Tom Shindler, Hannah Merrill, and Chad Theismann. Members of the WRIA 20 Implementation Body included Steve Allison, Hoh Tribe; Ed Bowen, Citizen, Lake Ozette; Rod Fleck, City of Forks; Mike Hagen, Citizen, Hoh River Trust; Katie Krueger, Quileute Tribe; John Miller, Clallam County; Tami Pokorny, Jefferson County; John Richmond, Citizen; and Meghan Tuttle, Citizen, Rayonier. TARGET AUDIENCES: State law requires that the public, local residents and area stakeholders have an opportunity to participate in the process of updating Shoreline Master Programs. The target audiences for the WRIA 20 SMP update process included local residents, local businesses, shoreline property owners, conservation organizations, recreationalists, the timber industry, fishing associations, local government officials and the tribes. The University of Washington's Olympic Natural Resources Center (ONRC) sponsored public events in the evenings, made presentations to groups, conducted interviews, hosted a website, and established a SMP information center in the ONRC lobby. PROJECT MODIFICATIONS: Not relevant to this project.

Impacts
Under state law, all jurisdictions with shorelines of statewide significance must update their Shoreline Master Programs -- the regulations that govern uses of such shorelines. The law also requires that the public be given ample opportunity to influence the outcome of the update process. Clallam County sought the assistance of the University of Washington's Olympic Natural Resources Center (ONRC) in facilitating public engagement and in the development of the required technical documents. ONRC's location within WRIA 20 allowed it to lead local citizenry through this process with maximum efficiency and minimal distrust of the process. Local involvement as a result was directed at substantive issues rather than procedural issues. ONRC's reputation for objectivity and familiarity with the region played important role in allowing the key environmental issues to be raised and addressed. ONRC defined the update issues and opportunities in a manner that promoted reasoned discussion. We clearly explained the need for specific update recommendations and identified the key reaches in which serious evaluation needed to occur (brainer reaches) and those in which no development or conflict will occur (no-brainer reaches). ONRC helped stakeholders consider alternative strategies and recommendations. The outcome of these consultations was documented for further review and incorporation in the master program that will govern protection and use of shorelines in this area for years to come.
