Progress 09/01/10 to 08/31/14
Outputs Target Audience: Pest Control Advisors (PCAs), growers, agricultural industry representatives, pesticide applicators, state and federal agencies and pesticide regulators, nursery and landscape industry, Master Gardeners, homeowners, public school staff, non-governmental organizations, pest management professionals, representatives from numerous tribes and tribal organizations, racial and ethnic minorities that work in agricultural and urban sectors. Changes/Problems: The loss of Assistant in Extension, Brian Stevens, in July 2012 affected our progress in Year 3 for community IPM emphasis areas (schools, public housing and urban IPM). A major focus of our Community IPM Team, the School IPM Inside and Out implementation program, was delayed while we conducted a search for a replacement. Dr. Shaku Nair assumed this position in July 2013 and has worked with the Community IPM Team to regain momentum in our “School IPM Inside and Out” implementation program, as reported herein. We were operating under a no-cost extension during this past term (through 8/31/14) specifically to complete objectives related to these emphasis areas. Extension IPM work by our other teams in the areas of agronomic crops and specialty crops IPM, for the period from Sept. 2013 through Aug 2014, were completed under year 1 of a separate grant project, # ARZT-3007040-E53-503 and are not included in this Final Report. Outputs and impacts for these teams represented in this report are for Years 1 to 3 of this grant. (Please see Progress Report for # ARZT-3007040-E53-503.) What opportunities for training and professional development has the project provided? Across all program areas, reached over 9,700 participants in over 190 Extension meetings, workshops, field days, demonstrations and conferences, including licensed Pest Control Advisors (PCAs), growers, agricultural industry representatives, pesticide applicators, state and federal agencies and pesticide regulators, nursery and landscape industry, Master Gardeners, homeowners, public school staff, non-governmental organizations, pest management professionals, representatives from numerous tribes and tribal organizations, racial and ethnic minorities that work in agricultural and urban sectors. This included organizing four annual Southwest Ag Summits, reaching approximately 3,200 participants with primarily vegetable crop and pest management information. Delivered over 600 continuing education units (CEUs, all types) for agricultural and non-agricultural programs. Published 143 IPM related Extension publications and newsletters, including 32 field crops IPM shorts (11 in Spanish) and 75 Veg IPM Updates, as well as 22 journal articles and 15 abstracts, 20 published reports, one agricultural pest control manual to support pest control advisor (PCA) certification, and an extensive cotton pest manual for the APHIS Cooperative Agricultural Pest Survey (CAPS) project. Contributed to about 40 articles per year to Western Farm Press, several articles for UA News and other media outlets, and conducted several radio interviews. Produced over 50 educational IPM videos for various audiences. Maintained and expanded Extension Plant Pathology website with descriptions, pictures and prevention and control information for over 195 plant diseases that occur in Arizona on over 50 crops and plants. Organized Third Annual International Lygus Symposium in Scottsdale, AZ October 2012, where scientists from several counties delivered over 20 presentations, 10 posters and 1 workshop. Presented research and Extension work at professional meetings and conferences including at least 22 presentations and 11 posters at 12 professional meetings. In Year 3 of this grant, employed a 0.50 FTE Graduate Assistant in Entomology and Insect Science that specialized in arthropod diagnostics, responding to pest-related inquiries from clientele in agricultural and urban pest management programs. This student, Christopher Bibbs, is now pursuing a Ph.D. at University of Florida. How have the results been disseminated to communities of interest? Workshops, field days, demonstrations, cooperative extension meetings, educational presentations, training manuals, websites, blogs, webinars, online videos, Smart phone updates, radio broadcasts, newspaper articles, newsletters, trade publications, extension publications, reports, stakeholder dialog sessions, needs assessments, crop pest losses surveys, informal discussion groups, one-on-one consultations, scientific publications, presentations and symposia, Master Gardener training and volunteer program, short courses. IPM Guidelines and pesticide and IPM fact sheets were delivered to over 450 plus stakeholders as PDF links to biweekly Vegetable IPM Updates, delivered by smart phone and website, then further distributed to over 10,000 readers via Western Farm Press and other media. What do you plan to do during the next reporting period to accomplish the goals?
Nothing Reported
Impacts What was accomplished under these goals?
Obj. 1: Measuring and communicating environmental, economic and social impacts of IPM is key to recruiting and leveraging support for our IPM programs, and to maximizing future impacts. Our IPM programs are planned and implemented by interdisciplinary teams of the Arizona Pest Management Center (APMC) and address agricultural, natural and urban settings. Each team (Agronomic Crops IPM, Vegetable Crops IPM, Community IPM and IPM Assessment) employs an Assistant in Extension that is leveraged at least 50% with other resources. The addition of these key positions has increased Extension outputs and our ability to document outcomes and impacts of IPM programs. Our programs are highly leveraged to maximize impacts. For example, in FY 2010 we secured about $1.1 million in grants (>$900K federal) and other resources to support IPM research and outreach (in FY 2012, $937,550 was leveraged). Our investments in IPM assessment have increased our capacity to document program impacts. Dedicated faculty develop evaluation data for all program areas, showing dramatic impacts that save growers money, protect human and environmental health, & save/create jobs in Arizona. Obj. 2: Provided stakeholder input to regulatory decision making via at least 12 official pesticide information request reports during grant term (http://ag.arizona.edu/apmc/Arid_SWPMC_Info_Requests.html). Hired full time assistant in Extension (50% funded through EIPM) to develop and improve APMC pesticide use database in collaboration with stakeholder advisory committee and regulatory partners. Now contains 23 years of data, nearly 1 million records, and routinely informs program planning, research, IPM assessment and pesticide regulatory questions. Obj. 3: The Agronomic IPM Team greatly exceeded the committed number of annual outputs, (see Products section). During the third term, much effort was invested to develop a “Natural Enemies of the Southwest” field guide (Brown et al. 2013), leveraged by a Western IPM Center grant. Collaborating authors from AZ, CA, NM and Texas worked on the 71pp guide includes hundreds of photos and descriptions of key beneficial insects in SW field crops. Cotton IPM impacts: Arizona leads the world in cotton yield per acre (>1550 lbs.), nearly twice the U.S. average, contributing 9,000 jobs and $700 million to Arizona’s economy in 2011. Reductions in control costs & yield losses to arthropods have saved cotton growers more than $388,000,000 since 1996. Growers reduced their need to spray by 88% (only 1.5 times / season), their costs by 81%, and the amount of insecticides used by 77%, equivalent to applying less than a can of soda on an entire football field in one year. By 2011, 76% of all cotton insecticides used were selective, meaning they are safer to use and help preserve beneficial insects in the cotton system. Arizona cotton growers have reduced broadly toxic insecticides by 74% compared to pre- 2005 levels. Our cotton IPM program, including adoption of Bt cotton and whitefly-specific insect growth regulators since 1996 and a selective Lygus feeding inhibitor since 2006, has reduced risks to human health and the environment by eliminating over 1.16 million pounds of insecticide active ingredient annually, down 90% compared to 1995. The cotton IPM plans developed in Arizona have been exported for use in California, Texas, Australia, Latin America and northern Mexico. In the border region of Mexico (pop. 1M), 30,000 ha of cotton has often been subject to broadly toxic pesticide use, affecting over 15,000 agricultural workers; implementation of the Arizona IPM program resulted in a 51%, 30–40%, and 34% reduction in broadly toxic insecticides, all insecticides, and their costs, respectively, saving over $1.6M in 2012 alone. Obj. 4: The Vegetable IPM Team greatly exceeded the committed number of annual outputs (see Products section). Major efforts including several leveraged research grants are assisting with development of effective IPM strategies for cole crops, where invasive bagrada bug has been an issue. In a project leveraged by a USDA-AMS Specialty Crop Block Grant, we collaborated with partners from Oregon State University to conduct a risk analysis of 21 years of Arizona lettuce pesticide use data. Using the Pesticide Risk Mitigation Engine (ipmPRiME), we showed dramatic reductions in both risk levels associated with pesticide use and the areas to which those risk scores applied. Vegetable IPM Impacts: Arizona growers are one of the leading producers of fresh-market vegetables in the U.S., producing fresh vegetables and melons at an estimated farm gate value of over $900M annually creating $2.5 billion of economic output; this includes over 90% of all fresh lettuce consumed in the U.S. in the winter, valued at over 3.2M in the 2009–2010 season. Broad-spectrum insecticide use in lettuce has declined 72% from a high of over 10 sprays (1995) to less than 2.4 sprays over recent years (2009–2011). Use of safer, reduced-risk insecticides have increased 14-fold over the same period. Safety to aquatic & other organisms has been progressively and significantly improved by 80% over the last 21 years. Obj. 5,6,7: The Community IPM Team exceeded the committed number of annual outputs in most categories for these emphasis areas (see Products section). Our community IPM programs were reorganized, and stakeholder priorities reassessed this grant term. Assistant in Extension, Dr. Shaku Nair (since July 2013) coordinates the multidisciplinary team, which has improved efficiency and focus of all community IPM programs. As part of our school IPM program, the team conducted initial and follow-up IPM assessments at 6 schools in 5 school districts. Our IPM program at Metro Tech High School in Phoenix received national coverage and a visit by three EPA administrators including Jim Jones, assistant administrator of the Office of Chemical Safety and Pollution Prevention on April 2, 2014. Through an EPA School IPM grant, the team is leading a collaboration of national partners to develop and carry out a pilot standardized school IPM training and certification program in eight states and four tribes, with materials developed available to schools nationwide. Dr. Nair is developing a handbook on pests in community environments through a Western IPM Center grant, which will be available in 2015. The Commercial Horticulture Landscape Management website addresses common questions on tree health (http://extension.arizona.edu/commercial-horticulture-landscape-management), although a database of common tree problems is yet to be developed. Community IPM Impacts: School IPM is currently practiced in 44 school districts in Arizona, including some of the largest districts in the state. Pest incident reports in the schools practicing IPM have dropped by 85 percent, overall pest incidences by an average of 78 percent and pesticide use by 71 percent. The Mesa Unified School District, one of the largest in the state, now trains 100 percent of its custodial and maintenance staff annually on IPM. 374 units at a large public housing site were renovated in 2011 according to our IPM guidelines, eliminating ongoing problems with German cockroaches and bed bugs. Families were returned to pest-free homes, enjoying a greatly increased quality of life while breaking the cycle of pest re-infestation.

Progress 09/01/12 to 08/31/13
Outputs Target Audience: Pest Control Advisors (PCAs), growers, agricultural industry representatives, pesticide applicators, state and federal agencies and pesticide regulators, nursery and landscape industry, Master Gardeners, homeowners, public school staff, non-governmental organizations, pest management professionals, representatives from numerous tribes and tribal organizations, racial and ethnic minorities that work in agricultural and urban sectors. Changes/Problems: The loss of Assistant in Extension, Brian Stevens, in July 2012 affected both our rate of expending funds and progress with a major focus of our Community IPM Team: the School IPM Inside and Out implementation program. We have been granted a no-cost extension and are on track both with expending funds, and with our new Assistant in Extension, Dr. Shaku Nair as a central resource for the Community Team. We have re-established relationships with former pilot program school districts and engaged other school districts as well. Our team has a new focus, energy and optimism to accomplish identified objectives. What opportunities for training and professional development has the project provided? Across all program areas, reached over 5,100 participants in 87 meetings, delivered over 260 continuing education credits to pest managers, applicators and other end-users. Published 44 IPM related Extension publications, including 17 field crops IPM shorts (8 in Spanish) and 26 Veg IPM Updates, as well as 6 journal articles and 6 abstracts. Contributed to 41 articles to Western Farm Press, several articles for UA News and other media outlets, and a radio interview for Easy Organic Gardener radio show. Delivered 1 workshop, 4 presentations and 2 posters at 3 professional meetings. How have the results been disseminated to communities of interest? Workshops, field days, demonstrations, cooperative extension meetings, educational presentations, training manuals, websites, webinars, online videos, smart phone updates, radio broadcasts, newspaper articles, newsletters, trade publications, extension publications, reports, stakeholder dialog sessions, needs assessments, crop pest losses surveys, informal discussion groups, one-on-one consultations, scientific publications, presentations and symposia, Master Gardener training and volunteer program, short courses. What do you plan to do during the next reporting period to accomplish the goals? We are in a no-cost extension until August 30, 2014. We have met (and exceeded) most of the identified objectives across most areas of emphasis. Because of the loss of Community IPM Assistant in Extension (AiE), Brian Stevens in July 2012, much of our focus will be on re-establishing the School IPM Inside and Out implementation program with new AiE Shaku Nair.
Impacts What was accomplished under these goals?
Coordination, Collaboration & IPM Assessment. Our Extension IPM programs are heavily leveraged. We estimate $937,550 in federal grants, commodity funding and leveraged support from UA College of Agriculture and Life Sciences for this reporting period. Each of our teams (Agronomic Crops IPM, Vegetable Crops IPM, Community IPM and IPM Assessment) employ an Assistant in Extension that is leveraged at least 50% with other resources. The addition of these key positions has paid dividends in terms of Extension outputs and our ability to track outcomes and impacts of IPM programs. In addition, employment of a 0.50 FTE graduate assistantship in arthropod diagnostics had improved our ability and turn-around time for responding to pest-related inquiries from clientele in agricultural and urban pest management programs. As noted under “Other Products” we have expanded our APMC Pesticide Use Database and other database to increase our capacity for IPM assessment. These data, as well as data from Crop Pest Losses surveys leveraged through a Western IPM Center Signature program and input from stakeholders facilitate responses to 5 federal pesticide information requests, providing stakeholder input to inform regulatory decision-making with real world concerns of pest managers in diverse environments. We held 6 Crop Pest Losses workshops, collecting data from pest control advisors to measurefuture changesingrowerIPM behaviorsand the impacts of our IPM programs. In a project leveraged by a USDA-AMS Specialty Crop Block Grant, we collaborated with Paul Jepson and Michael Guzy from Oregon State University Integrated Plant Protection Center to conduct a risk analysis of 21 years of Arizona lettuce pesticide use data. Using the Pesticide Risk Mitigation Engine (PRiME), we showed dramatic reductions in both risk levels associated with pesticide use and the areas to which those risk scores applied (8 risk indices such as avian acute toxicity were included in the analysis). The Agronomic Crops IPM Team published 9 original “Field Crops IPM Shorts” plus 8 Spanish translations to address timely topics, including insect, weed and crop management issues. The team held 4 Cotton Pest Management Field Tours for clientele, industry and administrators focusing on whitefly, Lygus bug and mite management and new trials for product performance against brown stink bug; held 6 additional field-based “tent talks” and 6 demonstrations in grower’s fields for agronomic crops. Continued reduced risk cotton IPM program in Mexicali, Mexico, reaching hundreds of growers and consultants (leveraged through EPA Border IPM project). We have focused new research and outreach efforts on brown stink bug (BSB), a native insect and previously occasional pest which has become a significant threat to our low-input reduced risk cotton IPM system since the 2012 season. We held 2 important and much-appreciated extension programs in Blythe, CA and Maricopa AZ that featured Dr. Phillip Roberts from University of Georgia, an expert in BSB management. Field trials were conducted at Maricopa Ag Center and in farmer’s fields. Conducted a risk analysis for Arizona Cotton Growers Association for brown stink bug and whitefly resistance. Impact: Cotton growers saved 388$ million in reduced insecticide use and improved yields between 1996-2012. Vegetable IPM Team continued biweekly insect, weed and disease management Veg IPM Update advisories, delivering 26 IPM updates this period to over 450 end-users via web, email, smart phone and in audio file format. All updates were also re-published by Western Farm Press and other mass media, reaching over 10,000 readers. Produced 40 new vegetable IPM videos, posted to the web (http://ag.arizona.edu/crops/vegetables/videos.html). Organized 3 on-farm research demonstrations with grower cooperators. Team members published 6 journal articles related to vegetable pest management. Major efforts including several leveraged research grants are assisting with development of effective IPM strategies for cole crops. Organized the Southwest Ag Summit, reaching 817 participants with primarily vegetable crop and pest management information. The Community IPM Team is back on track with new Assistant in Extension, Dr. Shaku Nair, hired on July 1, 2013. Despite this position being vacant since July 2012, team members produced 13 Extension publications and 1 radio broadcast related to community IPM. Delivered over 45 trainings and educational presentations to clientele, including one professional conference (Desert Hort Conference) targeting school personnel, turf managers and parks and rec personnel, provided over 80 CEUs to over 3,600 people. We have begun to re-establish the momentum of the “School IPM Inside and Out” implementation program, in which we work intensely with a few school districts to implement pilot IPM programs.

This period, secured over $850,000 in grants and resources related to IPM research and outreach. This included over $211,000 in federal grants plus $53,660 in Western IPM Center grants, over $191,000 in state grants, and nearly $284,000 in other resources. The APMC Pesticide Use Database has improved responses to information requests and documentation of extension program outcomes and impacts. Cumulative cotton, lettuce and melon pest losses survey data have been used to generate impressive impact statements (below). Outputs from the Agronomic Crops IPM Team are distributed via email lists, Western Farm Press (print and online), Western Agri-Radio Network and other media, often reaching over 20,000 readers. Long term impacts of cotton IPM: Based on pesticide use data, reductions in pounds active ingredient applied on all lettuces, comparing 1990-95 use levels to 2006-11. Pyrethroids reduced 83%, carbamates 89%, OP's 85%, endosulfan 25%, 80% reduction overall in broad spectrums, 76% reduction in all insecticide AI's. These reductions were accompanied by a steady increase in use of reduced risk products, which now outnumber broad-spectrum sprays by more than two to one. Cotton Pest Losses data reveal that the last 5 years have shown the lowest insecticide use in cotton on record (32 years), at just 1.5 sprays season-long, reducing insecticide loads on the environment by more than 1.6 million pounds of active ingredient annually and saving growers over $10 million annually in combined control costs and yield savings. The Vegetable Crops IPM Team distributed 81 biweekly pest advisories (27 each for insect, weed and disease management) to several hundred email and smartphone subscribers. Most updates are further distributed via Western Farm Press (print and online), Western Agri-Radio Network and other media, reaching over 20,000 readers. Long term impacts of lettuce IPM: Based on pesticide use data, reductions in pounds active ingredient applied on all lettuces, comparing 1991-95 use levels to 2009-11. Pyrethroids reduced 55%, carbamates 90%, OP's 93%, endosulfan 96%, 88% reduction overall in broad spectrums, 82% reduction in all insecticide AI's. These reductions were accompanied by a steady increase in adoption of reduced risk alternatives. Results from 6 years of Lettuce Pest Losses surveys show that 1) costs associated with spray applications and management fees have increased steadily, 2) western flower thrips has become an important economic pest in fall and spring lettuce, and 3) the use of older, broadly toxic insecticides has dropped significantly, whereas use of the newer, reduced-risk chemistries continues to increase. In March 2012, APMC agricultural and community IPM Programs were awarded the Pesticide Environmental Stewardship Program Gold Tier Shining Star Award for accomplishments in implementing IPM. Interview with MrsGreensworld.com reached about 3,600 (live and streaming).

Progress 09/01/10 to 08/31/11
Outputs OUTPUTS: Coordination and Collaboration. Began implementing a strategic vision for Extension IPM developed by the stakeholder IPM Coordinating Committee. Concluded successful leveraged cluster hire (2 County Agents and 4 Assistants in Extension) to expand statewide IPM program impacts and deliver IPM information to end-users. Multidisciplinary Leadership Teams direct the new Assistants in Extension working in Agronomic Crops IPM, Vegetable Crops IPM, Community IPM and IPM Assessment. Continued work on a historical Arizona pesticide use database in partnership with Arizona Department of Agriculture and used it to respond to federal pesticide information requests and to document extension program outcomes and impacts. Program Areas of Emphasis. The Agronomic Crops IPM Leadership Team reviewed a statewide IPM needs assessment for field crops and developed a logic model to guide program planning. We engaged agricultural and community IPM stakeholders to identify needs and priorities and to solicit program feedback, including program evaluations measuring adoption and intended adoption of IPM programs. Continued Vegetable IPM Updates, delivering 15 biweekly updates (Sept 2010 - May 2011) to over 450 end-users via web, email and smart phone. Updates have been distributed by Western Farm Press and the Western Agri-Radio Network, reaching over 1,000 subscribers. Produced 14 vegetable IPM videos to date and created video archive webpage. Organized 6 on-farm research demonstrations with grower cooperators, including 4 herbicide trial demos for melons and broccoli, 2 large translational research projects on aphid control and on monitoring the use of reduced risk insecticides. Held a Cotton Pest Management Field Tour focusing on whitefly, Lygus bug and mite management and control product performance. Held 6 Crop Pest Losses and Impact Assessment workshops, collecting data from pest control advisors and other stakeholders on sampling practices, pest thresholds, yield losses, pesticide use and profitability to measure future changes in grower IPM behaviors and the impacts of our educational efforts. Presented educational information to over 700 end-users at over 35 meetings, conferences and workshops, delivering over 60 continuing education credits. Delivered 11 presentations at scientific and industry conferences. Published 4 IPM Newsletters for schools personnel. Maintained regular contributions to the popular and agricultural press. Recent stories covered sampling and identifying natural enemies in cotton (Western Farm Press), whitefly and Lygus management (Western Farm Press), the impact of our IPM programs (UA News), sustainable agriculture (Project SAGE) and successful adoption of Bt cotton technologies in Arizona (PBS). Maintained and expanded Extension Plant Pathology website with descriptions, pictures and prevention and control information for over 195 plant diseases that occur in Arizona on over 50 crops and plants. Published 7 Extension publications, 5 journal articles, 3 abstracts or proceedings, 4 newsletters, 3 reports, and one agricultural pest control manual for pest control advisors. Delivered 6 soil fumigant workshops to 100 end-users. PARTICIPANTS: PIs: Peter C. PROJECT MODIFICATIONS: Nothing significant to report during this reporting period.
Impacts Coordination and Collaboration. We significantly leveraged resources to accomplish EIPM program goals. For FY 2010, secured $1.1 million in competitive grants and other resources related to IPM research and outreach. This included over $900,000 in federal grants, $37,200 in Western IPM Center grants, $98,000 in state grants, and nearly $60,000 in other resources. The historical pesticide use database has improved responses to information requests and documentation of extension program outcomes and impacts. (http://cals.arizona.edu/apmc/docs/IPMAssessment_2011Impacts.pdf). Collaborative responses to federal information requests included critical analyses of stakeholder use and concerns regarding pesticide registration issues and stakeholder input on EPA priorities. Data we developed influenced the extended phase out of endosulfan in certain crops. Agronomic Crops IPM. The Agronomic IPM Leadership Team reviewed results from an IPM needs assessment for field crops and developed a logic model for program activities and impacts. The Team is planning for expansion of applied research and outreach to address priority IPM needs in alfalfa, wheat and corn. High Value Vegetable IPM. Increased attendance at educational meetings and 220% increase in listserv membership for Veg IPM updates (from 172 in Dec 2009 to 385 in Dec 2010). Two regional agricultural publications, Western Farm Press, and Western Agri-Radio Network have distributed certain Veg IPM Updates to well over 1000 subscribers. High Value Cotton IPM. Reached over 120 end users with IPM information and influenced over 50 scientists worldwide through invited seminars, published papers, proceedings, and abstracts. A report we developed for Arizona Cotton Growers Association resulted in lower technology fees for Bt cotton to Arizona growers in 2011, with an estimated savings of $5 per acre or ca. $1.2M in 2011 alone. Cotton insecticide usage continues at historically low levels at an average 1.5 sprays for all arthropod pests over the last 6 years, reducing insecticide loads on the environment by over 1.6 million lbs ai annually and saving growers over $10 million annually. We have seen rapid adoption of a new reduced-risk insecticides and a reduction in broad-spectrum sprays for management of Lygus in cotton. In 2006, 0% all Lygus-targeted insecticides were Carbine, a selective feeding inhibitor. This grew to ca. 52% in 2007, ca. 75% in 2008, ca. 81% in 2009. By 2010, 88% of all cotton insecticides used were either fully (61%) or partially (27%) selective. Clients credit the cotton IPM research & outreach program for this rapid change over. More info available at http://cals.arizona.edu/apmc/docs/CottonIPM-2011_impacts.pdf Other IPM programs. Through workshop evaluations, we measured significant increases in clientele knowledge of IPM principles and practices as a result of training. Typically, over 90% of participants indicated that they would adopt at least one new practice as a result of Extension education programs. We re-engaged local school districts on IPM and bed bug monitoring and remediation practices, preventing school fumigation for bed bugs and saving one site over $15,000.
