What was accomplished under these goals?
Priority 1: Fostering Civic-Minded Communities – SRDC continued to provide leadership to the Research Team exploring Turning the Tide on Poverty. The team has secured a partnership with the Kettering Foundation to explore a research project in 2014 that will compare Tide and Horizons (NW United States) communities. Additionally, the SRDC trained 15 dialogue facilitators for a set of roundtable discussions around climate variability. Priority 2: Building Economically Vibrant Communities – SRDC supported the work of Stronger Economies Together (SET) Phase Two and Three sites as they continued through the process. This involved monthly calls, data compilations, and coaching visits. Additionally, Phase Four states were selected and coaching teams were trained. These new regions will launch in late 2014 or early 2015. To promote entrepreneurship, the SRDC continued to provide leadership to the National Extension eCommerce Initiative. Partnering with Mississippi State University Extension Service, the initiative launched a new website with easier access to materials and mapped out a plan for upgrading some of the curricula that had been developed over the years. SRDC also helped to facilitate the work of a national broadband team by assisting in writing an AFRI grant, developing and managing a listserv, and facilitating the development of a repository for materials supporting broadband adoption education and research. Priority 3: Enhancing Distressed Communities – ReadyCommunity, a disaster planning process designed to address issues for disadvantaged populations in rural places, was introduced to a second wave of communities. SRDC designed the training, facilitated the workshop, and continued to support communities through the process through monthly calls and helping to identify data and other resources. Through the RIDGE Center, the SRDC funded four research initiatives and three doctoral dissertations. In support of all three priorities, the SRDC continued to produce and disseminate its three electronic newsletters: Around the South, eNews, and Grant Connections. Additionally, the SRDC coordinated the work of the Southern Region Program Leadership Network (PLN) in both the annual joint meeting as well as ongoing communication support. Along with its sister RRDCs, the SRDC staff met quarterly in Washington DC to meet with national and federal partners to help facilitate the important work of rural development across the nation.

Outputs
OUTPUTS: Stronger Economies Together (SET) Initiative: SET added 11 states in 2011, bringing the total to 19 states and 39 regions. SET is enhancing the capacity of communities and counties to work jointly in creating and implementing regional economic development plans. The nine module curriculum is used to provide 35 hours of training to regional teams. Phase I states have completed the SET training modules and are working toward finalizing regional plans. National Issues Forums: In partnership with the National Issues Forum, Extension agents across 10 states in the SRDC's region hosted 26 forums with more than 300 participants. During these three-hour forums, citizens from all walks of life gathered to explore potential approaches to economic security as framed in the NIF 2010 issue guide, "Economic Security: How Should We Take Charge of Our Future." By the end of March, the Southern participants composed almost 40 percent of the citizens engaged across the nation in this important discussion. Social Security Study: The SRDC in 2011 studied the role Social Security benefits play in the national economy. Results for all counties and states are available on the SRCD website. Home & Micro-Based Business Assistance: SRDC worked with a national team of Extension specialists to add two new learning modules to the Cashing in on Business Opportunities curriculum, which offers entrepreneurs and the educators who serve them the technical knowledge and skills needed to manage a business. RIDGE: Food Assistance & Nutrition Research: RIDGE expanded its geographic focus to include the North Central and Western regions as target areas for securing grant proposals from higher education faculty engaged in food assistance-related research, and it added a new funding opportunity over the past year to fund innovative doctoral dissertation research. Eight grants were awarded. The SRDC also hosted a mid-year meeting with 2010 grantees and took part in the National RIDGE Conference. The Center launched a RIDGE website last year. Turning the Tide on Poverty: Four Southern states joined the initiative, bringing the total to nine. Several action plans were created and put in action by local citizens to tackle poverty locally. Sustainable Communities Innovation Grant Program: SRDC and the Southern SARE Program funded five local ventures that help promote a stronger alignment between sustainable agriculture and community development strategies in the South. Community Data Center: Updates of the SRDC's Community Data Center were completed, providing on the SRDC website straightforward and useful statistical profiles for every county and state in the South. Communications Activities: SRDC produced three newsletters in 2011, Around the South, Grant Connections, and eNews, and utilized social media to connect with our audience. Presentations: The SRDC director made 26 presentations at conferences, workshops, and meetings in 2011. PARTICIPANTS: Lionel J. Impacts
Strong Economies Together: SET has guided the establishment of inclusive regional teams, facilitating the transition from local competition to collaboration. The project strengthens the relationship between USDA Rural Development and the Cooperative Extension Service at the state level and enhances the economic development knowledge and capacity of the RD and CES staff. It has also attracted attention and investments by federal and state agencies, foundations, land-grant universities, and others. More than 700 local leaders were reached with the SET regional economic development training. Social Security Study: County-level results were provided to every local media outlet in the nation. RIDGE Center: SRDC awarded more than $200,000 to eight RIDGE grants in 2011. Turning the Tide on Poverty: The initiative received awards from the 2011 National Association of Community Development Extension Professionals and the National Extension Association of Family & Consumer Sciences. This year, 56 new facilitators were trained, and 182 citizens took part in 24 SRDC-sponsored study circles on poverty. The Tide program now has 39 action teams pursuing specific citizen-led poverty alleviation projects across the south, with more to come. Sustainable Communities Innovation Grant: Five (out of nearly 50 grant proposals received) were funded for a total of nearly $50,000. Community Data Center: Over 1,000 county profiles were completed on all counties/parishes in the South. Local leaders/decision makers are using the data to guide their community and economic development activities. Communications: 22 issues of our newsletters were produced last year, with more than 3,000 individuals receiving one or more of the SRDC newsletters. More than 25,000 visitors accessed information on the SRDC website in 2011.

OUTPUTS: Emergency Preparedness Demonstration Project Evaluation: To understand how best to offer vulnerable households and communities with needed knowledge, tools and capacity for disaster response, SRDC, in partnership with land-grant university Extension educators, MDC, Inc., and FEMA, conducted community-based field assessments in 2009 among 10 strategically selected communities. As a result, SRDC prepared 2 reports in 2010, an executive summary and a full report, which evaluate how well FEMA's Emergency Preparedness Demonstration (EPD) Project successfully prepare communities to address the needs of local vulnerable audiences in times of disasters. The documents offer a synthesis of social science-based research previously completed on disasters, outline the step-by-step features of the EPD process, present the input gathered from roundtables, and conclude with suggestions on how to advance the capacity of disadvantaged people and communities to prepare for, and effectively respond to disasters. Stronger Economies Together (SET) Initiative: SRDC helped launch the SET Initiative in 23 regions across 8 states. SET is enhancing the capacity of communities and counties to work jointly in creating and implementing regional economic development plans. The 9 module curriculum is used to provide 35 hours of training to regional teams. Home & Micro-Based Business Assistance: SRDC worked with a national team of Extension specialist to revise the Cashing in on Business Opportunities curriculum in 2010, which offers entrepreneurs and the educators who serve them the technical knowledge and skills needed to manage a business. The CARE Model: The C.A.R.E. for Your Local Economy curriculum was notably revised in 2010. The new materials explore a wide array of local economic development strategies that align with Creation, Attraction, Retention, and Expansion. RIDGE: Food Assistance & Nutrition Research: Four food assistance grants were awarded by SRDC in 2010; these grants intend to explore the social sciences-based research dimensions of food assistance and nutrition issues among rural America's vulnerable people and communities. As a result, five refereed articles were published by past recipients. Turning the Tide on Poverty: Five Southern states took part in a study circle process, implemented in 8 communities. Several action plans were created and put in action by local citizens to tackle poverty in their localities. Impacts
Overall: SRDC was able to capture $5 in extramural funding for every $1 in base funding provided by NIFA/USDA. Emergency Preparedness Demonstration Evaluation Project: Results of the SRDC project have been presented in a variety of professional venues, including FEMA's regional catastrophic preparedness team meeting in San Diego, the NACDEP meeting in Minneapolis-St. Paul, the 2010 Community Development Society Meeting, the annual meeting of the Rural Sociological Society, and EDEN national workshops. In addition, the success of this project prompted FEMA to provide additional funds of over $317,000 to continue the EPD-related work of the Center. Strong Economies Together: Over 600 local leaders were reached with the SET regional economic development training. Furthermore, new multi-county regional groups have been established in several of the target states to help guide regional development priorities. RIDGE Center: Investments of about $140,000 provided to four RIDGE grants in 2010. Turning the Tide: 100 facilitators were trained and 300 citizens took part in the SRDC-sponsored study circles on poverty. Over a dozen specific citizen led poverty alleviation projects were launched in 7 of the 8 communities taking part in the Tide project; Sustainable Communities Innovation Grant: 8 (out of 67 grant proposals received) were funded for a total of nearly $80,000. Community Data Center: Over 1,000 county profiles were completed on all counties/parishes in the South. Local leaders/decision makers are using the data to guide their community/economic development activities. Communications: 24 issues of our newsletters were produced over the course of the year and over 3,000 individuals are receiving one or more of the SRDC newsletters. Furthermore, over 25,000 visitors have accessed information on the SRDC website over the past year.
