The current national farm safety education and certification programs for youth are designed to educate and certify 14 and 15 year old youth to comply with the existing Hazardous Orders from the USDOL. The two most current examples of programs are the NSTMOP and Gearing Up for Safety which were developed to meet the requirements of the HOs. However, 78% of the youth hired in agriculture are NOT the target of the current national farm safety education and certification programs. Additionally, the current farm safety education and certification programs for Hispanics are lacking or target the 14 and 15 years of age. The proposed program will address these issues by developing an online farm safety education and certification program that is targeted at Hispanic and non-Hispanic youth that are 16 to 20 years of age.

Goals / Objectives
The objectives of this project are to: 1. Develop an online farm safety education and certification program based on the current NSTMOP in English and Spanish. 2. Pilot test the online farm safety education and certification program with 16 to 20 year old youth. 3. Promote the online farm safety education and certification program through social networking sites and traditional channels. 4. Maintain the online farm safety education and certification program for an extended period of time. 5. Develop recommendations for further expansion and maintenance of the online farm safety education and certification program.
Project Methods
The following methodologies are based on this input of stakeholders, including employers, employees and instructors of farm safety education programs. This project will cover a period of three years. 1. Penn State's online Course Management System (CMS) will be used as the infrastructure for the online farm safety education and certification program. Training materials based on the previously tested NSTMOP materials will be loaded into the CMS. A current USDA funded project is translating selected materials from the NSTMOP into Spanish and developing movie clips to supplement these materials. The products of this grant will be used to initiate the Spanish version of the online farm safety education and certification program. Additionally, this CMS is mobile browser compatible. This will allow the online farm safety education and certification program to be accessed from mobile devices. The efficacy will be measured by but not be limited to the successful development of the online farm safety education and certification program. 2. The online farm safety education and certification program will be pilot tested with a minimum of 20 youth between the ages of 16 to 20 years of age that work in agriculture. This pilot testing will include the completion of the online farm safety education and certification program and experiential & usability survey. The efficacy of the pilot test will be measured by the collection of numbers of youth employed in agriculture related to the expected outcomes of this objective. 3. Once the online farm safety education and certification program has been pilot, promotional efforts will be slowly rolled out starting with the announcement to all current NSTMOP instructors, Agricultural Educator list-serves, and Extension Educator list-serves. A second wave of promotions will be sent through social networking sites, such as Facebook, YouTube and Twitter. Additionally, the program will be demonstrated at face to face events, such as trade shows and FFA and 4H conventions. The efficacy will be measured by the number of youth completing the online farm safety education and certification program. 4. It has been learned from the over 5 years of maintenance of the NSTMOP that it take a great deal of resources and time to maintain a national training and certification system. This objective will include updating the content of the online farm safety education and certification program and managing day to day operations of the program. The measure of efficacy is the ability to keep the online farm safety education and certification program running on the CMS. 5. The NSTMOP has been fortunate enough to stay in existence due to future planning that occurred when it was still being funded by the USDA. The same model that is being used to support that program will be explored for the future support of online farm safety education and certification program. This will include a cost recovery feature that will most likely include a certification fee. The measure of efficacy is the ability to keep the online farm safety education and certification program running beyond the end of the grant period.

What do you plan to do during the next reporting period to accomplish the goals? The grant extension will be continued by Dr. Yoder at the University of Nebraska Medical Center.

Impacts
What was accomplished under these goals? The online training was promoted at the International Society for Agricultural Safety and Health through a paper presentation and educational display.

OUTPUTS: A validated online farm safety education and certification program for training 16-20 year old youth and meeting part of the training requirements for 14-15 year old youth under the current Hazardous Occupations Order in Agriculture has been created and now hosted on eXtension's online campus at: http://campus.extension.org. Web based materials designed for use on computers, mobile devices and eXtension have been created and are being used for the online training as well as a newly formed Community of Practice on www.eXtension.org titled Farm and Ranch eXtension in Safety and Health (FReSH). PARTICIPANTS: Nothing significant to report during this reporting period. TARGET AUDIENCES: Nothing significant to report during this reporting period. PROJECT MODIFICATIONS: Nothing significant to report during this reporting period.

Impacts
The pilot testing (n=45) and initial rollout of the training has increased the: a) number of youth employed in agriculture participating; b) number of states where youth are participating; c) awareness of agricultural safety and health in participants; d) knowledge related to agricultural safety and health in participants.

OUTPUTS: An online farm safety education and certification program has been developed by: a) Using Penn State's online Course Management System (CMS)to host the training; b) Uploading the content of the National Safe Tractor and Machinery Operation Program (NSTMOP) to the CMS; c) Uploading 525 validated questions to the test generation stack of the CMS; d) Testing the CMS on mobile device platforms; and e) Videos from similar projects are being edited for inclusion on the CMS. Additionally, accounts have been established on social media sites for promotion of the program: a) AgSafety4u on Twitter; and b)AgSafety4u on Facebook. PROJECT MODIFICATIONS: Nothing significant to report during this reporting period.

Impacts
In the development of the online farm safety and education and certification program the principal investigator has had an increase in knowledge, methods and techniques for developing such training programs. Outcomes/Impact of the training program on the agricultural community have not been realized yet because the program has not been introduced to that population at this point. Pilot testing will commence in year 2 and a clearer understanding of those outcome/impacts will be measured at that point.
