Through this funding the Northeast Center will continue in its role as a regional resource, providing risk management education leadership and coordination, and will work to enhance collaboration among educators, and the dissemination of information regarding risk management activities occurring throughout the Northeast and the nation. The Center will pay particular attention to ensuring that the specific risk management education needs of the Special Emphasis populations identified in the 2008 Farm Bill are adequately addressed in the Northeast region, and stands ready to respond quickly to any urgent priorities that may emerge as a result of current economic volatility.

Goals / Objectives
The mission of the Northeast Center is to improve the risk management decision-making processes of agricultural producers in the Northeast Region through a comprehensive educational program. The Center, in conjunction with the other regional RME Centers, conducts the Extension Risk Management Education Competitive Grants Program. This program provides funding to both public and private organizations for educational projects designed to improve the ability of agricultural producers to effectively manage the risks associated with their agribusinesses. A key feature of this program is that it is "results-based" - awards are made to projects that clearly identify risk management results for the participants. As investors of the federal resources designated for risk management education through the Agricultural Risk Protection Act of 2000 (ARPA), the Risk Management Education Centers (and thus CSREES) are not funding project team activities, but rather a change in risk management behavior (output) for a group of participating producers.
Project Methods
The Northeast Center's strategy for ensuring a focus on producers is multi dimensional and includes the following six components: 1: An Advisory Council which is composed of six members, each with different experience and expertise, and each from a different part of the region to provide critical guidance in determining risk management education priorities for the region. The Advisory Council also serves as the panel that evaluates Pre-Proposals and then the Full Applications which are submitted through the Center's annual competitive grants program. 2: Stakeholder input is sought each year via a notice included in the Northeast Center's RFA. 3: The Center's grant application process itself provides a valuable mechanism for receiving input regarding RME needs in the region. Applicants are required to demonstrate "Producer Demand" for any proposed project. 4: Partnerships Among Public and Private Entities within the Region. Building and maintaining educational partnerships is a priority. 5: Databases of Regional Contacts. Several databases have been constructed by the Northeast Center, which are utilized to both provide and solicit information regarding risk management education issues and opportunities in the region. 6: Regional Training Workshops on Existing and Emerging RME Needs. A) The Northeast Center conducts an annual orientation for new grant recipients to receive training regarding the management and reporting requirements for their awards. B) The Northeast Center sponsors a Regional Women in Agriculture Conference each year which attracts participants from many of the northeastern states. C) Periodically, the Center also conducts other regional trainings such as a workshop held in 2006 to familiarize regional educators with "Annie's Project", a rigorous business management curriculum targeted toward women. D) The Center will continue to stand ready to conduct workshops and deliver training as emerging issues and priorities are identified.

Target Audience: The target audience for this project was the broad range of agricultural producers in the Northeast region, including but not limited to: beginning farmers; legal immigrant farmers; socially disadvantaged farmers; farmers who are preparing to retire and transition their operation; and farmers who are considering converting production/marketing systems to pursue new markets. These producers are reached through educational programming managed and delivered by public and private sector educators who successfully applied and have been awarded Extension Risk Management Education Competitive Grants Program funding through the Northeast Center. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided? The Northeast Center maintained contact with grant recipients involved in all projects that were funded during this Award period for the purpose of informing them about professional development opportunities in the Northeast region and also those offered through the ERME program. The Center maintains and utilizes a comprehensive email list, a website (www.nerme.org), and a Facebook page to communicate these opportunities. ♦ On behalf of the four regional ERME Centers and the Digital Center (at the University of Minnesota), the Northeast Center coordinates the annual National ERME Conference. The conference brings together public and private sector educators, from all four regions, to share ongoing and emerging successful risk management education, including education geared specifically toward women in agriculture. Attendeesinclude both ERME program grantees and other agricultural professionals. The Northeast Center is responsible for all aspects of this event - from convening a planning committee, to site selection, to coordinating publicity, to managing all arrangements with the conference facility, the conference speakers, and the concurrent and poster session presenters. The national conference is held in a different city each year and typically attracts between 150-200 participants. During this Award period, the conference was conducted in the following cities: 2010, Baltimore, MD - 171 participants; 2011, St. Louis, MO - 178 participants; 2012, Memphis, TN - 203 participants. Proceedings of each conference are made available to any interested partyvia the national ERME website (www.extensionrme.org). ♦ The Northeast Center conducts an Orientation Training each year for new grantees on the management and reporting requrements for their subawards. This meeting also contains a professional development component and, in addition, serves as a valuable networking and stakeholder input opportunity for Project Dierectors. ♦ Asnew members join the Northeast Center's Advisory Council training is provided by Center staff as appropriate. ♦ In October of 2011, the Center sponsored a seminar for faculty, professionals, staff and grantees which was presented by Dr. Joel Best, a University of Delaware professor who spoke on his book, "Damned Lies and Statistics." ♦ In June of 2012, the Northeast Center hostedthe summermeeting and professional development opportunity for the national ERME staff which included work on identifying best practices for program evaluation of ERME projects, as well as a site visit to familiarize ERME staff with the value and impacts of Trade Adjustment Assistance (TAA) program in the Northeast Region. How have the results been disseminated to communities of interest? ♦ Final Reports for all completed projects in the "Unrestricted/Special Emphasis" category have been made available to the public via the Extension Risk Management Education website (www.extensionrme.org), under the heading "Completed Projects". The reports include project results/outcomes, the steps that were taken to achieve theoutcomes,and access to the educational materials that were developed utilizing grant funds. In many cases, these materials are also made available through the Ag Risk & Farm Management Library (www.agrisk.umn.edu). ♦ The Extension Risk Management Education Progress Report was published annually during this Award period, and features successful projects from each of the four ERME regions. It has been shared with with a variety of stakeholders, including Congressional delegations, university Deans and Extension Directors, and the Risk Management Agency. In addition, this publication has been used as a resource for education exhibits at conferences and other appropriate venues. The report, which is available in both hard copy and digitally, is published by ERME's Digital Center. ♦ The Northeast Center has and will continue to highlight exemplary projects from states within the region, making them available to stakeholders as listed above. ♦ Conference Proceedings, which include both the concurrent session presentations and poster exhibits from the National ERME Conferences, have been made available on the ERME website (www.extensionrme.org)under the heading "Conferences". Impacts
What was accomplished under these goals? ♦ This Prime Award funded new educational projects in 2010, 2011, and 2012, and was granted two no-cost extensions - resulting in an actual end date of 11/15/2014 (if necessary, 6-month no-cost extensions were also made available to subrecipients). During the course of this award period a total of sixty (60) projects were funded by the Northeast Center via the Extension Risk Management Education Competitive Grants Program. Of those sixty projects, forty-four (44) were categorized as "Unrestricted/Special Emphasis" with a maximum funded amount of $50,000 each. The remaining sixteen (16) projects were categorized as "County/Exploratory" projects - designated for first-time applicants to the program, and with a maximum funded amount of $2000 each. The total number of participants reached through the delivery of all sixty projects was 6,498. The Project Directors were required to submit both quarterly Progress Reports and Final Reports. These reports were reviewed by the Northeast Center staff at each reporting interval, and revisions were requested as necessary prior to approval. Thus, through this NIFA award almost 6,500 agricultural producers were reached with educational programming which provided tools and training enabling them to evaluate and/or establish risk management strategies to strengthen the economic viability of their farm enterprises. ♦ As a regional resource, in terms of both leadership and coordination, the Northeast Center worked to enhance collaboration among educators. The Northeast Center paid particular attention to ensuring that the specific risk management educational needs of the Special Emphasis populations identified in the 2008 Farm Bill were adequately addressed in the region, and stood ready to respond quickly to urgent priorities which emerged as a result of the economic volatility during that period.

Going forward, a Final Report for this prime award will be completed and submitted.

    What was accomplished under these goals? During this reporting period, eleven (12) projects, which received funding in 2012 (and granted 6-month no-cost extensions) were completed. The Project Directors submitted final reports and final invoices. The Northeast Center staff reviewed and ultimately approved these reports. (On occasion, the Northeast Center staff requests revisions or clarification on Final reports, so the actual Final report approval can be delayed).

Conference attendence ranges from 150 -200 participants each year. Numerous professional development opportunities are available throughout the conference. How have the results been disseminated to communities of interest? • Final Reports for all completed projects are available to the public via the Extension Risk Management Education website (http://www.extensionrme.org/ProjectSearch/Default.aspx). The reports include project results/outcomes, as well as access to educational materials that were developed utilizing the grant funds. These materials also become available through the Ag Risk & Farm Management Library (http://www.agrisk.umn.edu/). • Each year, ERME's Digital Center publishes the Extension Risk Management Education Progress Report. This report features successful projects from each of the four regions. It is shared with a variety of stakeholders, including congressional delegations, university Deans and Extension Directors, and is utilized as a handout for educational exhibits at conferences and other appropriate venues. • The 38 concurrent sessions and the 23 posters presented at the ERME National Conference in April, 2013 provided a vehicle for disseminating the results of successful risk management education programming to a national audience of public and private sector educators. Full Proceedings of the conference are also made available online at http://www.extensionrme.org/Conferences.aspx. What do you plan to do during the next reporting period to accomplish the goals? We plan to conduct similar activities during the next reporting period. It is the final year of this prime award, and we anticipate that the 11 educational projects that currently have no cost extensions will all be completed. The Northeast Center staff will continue to monitor the submission of final reports and final invoices for these projects, and will review all reports and invoices, requesting revisions as necessary. Upon approval, the final reports will be disseminated to communities of interest via the Extension Risk Management Education website (http://www.extensionrme.org/ProjectSearch/Default.aspx).

      What was accomplished under these goals? During this reporting period, 7 educational projects which received funding in 2011 (and had been granted 6-month no cost extensions) were completed. Final reports and final invoices for these projects were submitted. The reports and invoices were reviewed by Northeast Center staff, revisions were requested as necessary, and they were ultimately approved. Also during this reporting period, 5 educational projects which received funding in 2012 were completed. Final reports and final invoices for these projects were also submitted, reviewed by Northeast Center staff, and ultimately approved. Eleven (11) additional 2012 Project Directors requested and were granted 6-month no cost extensions for their projects. The new end date for these projects is 12/31/2013; Project Directors were required to submit a progress report that was due on 10/01/2013. These reports have been reviewed by Northeast Center staff.

        OUTPUTS: In 2012, the Northeast Center for Risk Management Education made a total of nineteen grant awards. The awards were made in two categories as follows: three Exploratory/Local; sixteen Unrestricted. A complete list of grant awards can be found on the Extension Risk Management Education website. (www.extensionrme.org) In March of 2012, The Northeast Center coordinated a Women in Agriculture Educators National Conference in Memphis, TN. The conference attracted over 200 participants. The Northeast Center is responsible for all aspects of the event. This includes the pre-conference planning, conference facilitation throughout and post-conference reimbursements for travel assistance that is awarded through each regional Center. The Proceedings from the 2012 Women in Agriculture Educators National Conference can be found on the Extension Risk Management Education website. In June of 2012, the Northeast Center coordinated the annual summer staff meeting. This meeting brings all the regional center and electronic communication center staff (as well as our National Program Leader) together for two fulls days of planning for the coming year. Each Center invited an Advisory Council member to participate as well. In September of 2012, the Northeast Center conducted a training, consultation and stakeholder input meeting with Advisory Council members, as well as a day-long orientation session for the Project Directors of the 2102 grant awards. PARTICIPANTS: Risk Management Educators from both the public and private sector in twelve states and the District of Columbia make up the Northeast Region. In addition, risk management educators from both the public and private sector from across the nation and Puerto Rico attend the national conference mentioned above. TARGET AUDIENCES: Agricultural producers in the Northeast Region of the U.S. PROJECT MODIFICATIONS: There are no significant changes to report during this reporting period.

The remaining twelve awards were in the Unrestricted category - six of those awards are focused on special emphasis audiences. In April of 2011 the Northeast Center coordinated an Extension Risk Management Education National Conference in St. Louis, MO. The conference attracted nearly 200 participants. The Northeast Center is responsible for all aspects of the event - pre-conference planning, facilitation and management during the conference, and post-conference reimbursements for travel assistance that is awarded through each regional Center. The Proceedings from the 2011 Extension Risk Management Education Conference can be found on the Extension Risk Management Education Program website. In September of 2011, the Northeast Center also conducted a training and consultation meeting for its Advisory Council members, as well as a day-long Orientation workshop for the Project Directors of the 2011 grant awards. PARTICIPANTS: Participants include risk management educators from both the public and private sectors in the twelve states and District of Columbia which make up the Northeast Region. In addition, risk management educators from both the public and private sectors across the country as well as U.S. territories, including Puerto Rico, attend the National Conference mentioned above. The national conference is a professional development opportunity for educators to learn about risk management programs in other regions which they can, in turn, duplicate or adapt for farmers and producers in their home region.         OUTPUTS: In 2010, The Northeast Center for Risk Management Education made a total of twenty six grant awards. The awards were made in the following categories: 10 County/Regional Level Program Grants, 6 Special Emphasis Producer Grants, and 10 Unrestricted Risk Management Education Grants A complete list of 2009 Grant Awards is available online at the National Ag Risk Education Library. During this grant period the Northeast Center coordinated a National Women In Agriculture Education Conference in Baltimore, MD. March 23-25. This conference was then followed by a "Women in Working Lands" Reception at the US Department of Agriculture on the evening of March 25, 2010. The Northeast Center coordinates all aspects of this conference - from convening a Planning Committee, to site selection, to managing all arrangements with the conference facility (pre-, during and post-event). The Center also coordinates registration, prepares the conference agenda and other written materials, and handles extensive post-conference reimbursements for travel assistance that is awarded through each regional Center. PARTICIPANTS: Risk Management Educators from both the public and private sector in the twelve states and District of Columbia that make up the Northeast Region.
