Changes/Problems:As previously reported, state appropriations were provided for the mold removal/remediation associated with A. O. Williams Hall's Renovation Phase I. As of January 2023, the building was again evacuated as moisture was identified throughout the building's ceiling tiles in connection to the HVAC system. As a result of this issue, the State's Facilities Planning and Control Office is currently involved and will provide a final solution to remedy this issue at once. What opportunities for training and professional development has the project provided?Equipment purchased and facilities renovated using 1890 Facilities Grant Program Funds enhanced our capabilities to provide hands-on training and mentoring to graduate and undergraduate students. Faculty and staff were also able to learn and gain new knowledge and skills by participating in trainings provided by equipment manufacturers. Knowledge and skills gained will also help in conducting research and disseminating research-based information through extension agents to Louisiana residents and other stakeholders. How have the results been disseminated to communities of interest?Information was disseminated to communities of interest e.g., students, staff, faculty, administrators, clients and other stakeholders directly about the facilities grant when they use and benefit from equipment and other facilities funded through these grants. Information about the 1890 Facilities Program Grant is shared regularly with the Southern University Board of Supervisors, and other arms of the State Government. Southern University continues to benefit greatly by using the 1890 Facilities Funds to enhance research, extension and teaching programs. The university acknowledges USDA/NIFA for its funding in most documents, publications, and presentations that are provided to the general public. Instructional Program: A. Major Laboratory and Farm Equipment: None B. Facilities Renovated: Renovation of the Headhouse (formerly, To Construct New Greenhouse Buildings) The A/E design was completed/accepted; and contract for construction was awarded to Dynamic Construction Group, LLC on March 19, 2021. Dynamic Construction Group, LLC was the lowest bidder during a bid conducted on February 11, 2021. USDA/NIFA approved and released funds to hire Dynamic Construction Group, LLC on April 30, 2021. Since the lowest bid was higher than the funds approved for construction, a change order was initiated and agreed upon on April 27, 2021. Construction commenced in August 2021 but was delayed due to the shortage/scarcity of building materials and the resulting back orders. Project completion was postponed again due to the ongoing delay in shipment of an air handling unit and the heating, ventilation, and air conditioning (HVAC) unit. On February 23, 2023 we requested the release of the remaining $10,396.00 for the project and USDA/NIFA approved on March 10, 2023. The new projected completion date was December 2023. Phase II renovation of the building is ongoing using state appropriations, the exterior of the building is completed, but the interior phase is on hold pending actions from the State Government. C. Changes/Problems:1. During the period, Mr. Ervin Antoine was appointed the Facility and Project Manager for Southern University Research and Extension Center. He coordinates all facilities projects along with the Executive Vice Chancellor and sends reports to SU System Director of Facilities Campuses of the System and the Louisiana Facility Planning and Control (FP&C). 2. The emergency situation in the main building for the Southern University Agricultural Research and Extension Center, A. O. Williams Hall was not completely mitigated after Phase I renovation. We requested (10/19/ 2019 and 04/20/2020) and USDA/NIFA approved 04/27/2020) redirecting remaining funds from this award to the renovation of A. O. Williams Hall, Phase II (Extension Wing). 3. All remaining funds, totaling $177,041.89 were redirected to the renovation of A. O. Williams Hall, Phase II (Extension/East Wing). We requested and USDA/NIFA approved the use of some funds from FY 2013-2017 cycle for this renovation project. Previously, the State Legislature approved $5,660,400.00 for the A. O. Williams Hall Renovation project. Some of the funds are used for mold removal and remediation which could not be paid for from the 1890 Facilities Grant. 4. As previously reported, state appropriations were provided for the mold removal/remediation associated with A. O. Williams Hall's Renovation Phase I. As of January 2023, the building was again evacuated as moisture was identified throughout the building's ceiling tiles in connection to the HVAC system. On June 14, 2019, a request for approval and release of funds to hire an architectural firm Modus, Inc. Architect and Planners was submitted and USDA/NIFA approved the request and released funds on November 15, 2019. Contract for construction awarded to Dynamic Construction Group, LLC on March 19, 2021. Project was delayed due to the ongoing delay in shipment of building materials: Air Handling Unit and the Heating, Ventilation, and Air Conditioning (HVAC) unit. On February 23, 2023 we requested the release of the remaining $10,396.00 for the project and USDA/NIFA approved on March 10, 2023. 6. FY 2023 is still experiencing ongoing delay in shipment of building materials due to supply chain problems, escalating costs, and slowed down progress of our 1890 Facilities Grant activities. Despite the delays, we still made significant progress. The design of Phase II, Renovation of the Extension/East Wing of the building was completed in August 2021, by Crump Wilson Architects. The building contract was awarded to M.D. Descant, LLC. The bricks were scheduled to be ready for shipment November 2022, and actually shipped in January 2023/delivered February 2023. The new bricks, windows, and doors have been installed, the interior renovation will commence soon. State appropriations were provided for the mold removal/remediation associated with A. O. Williams Hall's Renovation Phase I. As of January 2023, the building was again evacuated as moisture was identified throughout the building's ceiling tiles in connection to the HVAC system. The emergency situation in the main building for the Southern University Agricultural Research and Extension Center, A. O. Williams Hall was not completely mitigated after Phase I renovation. FY 2022 saw the slowdown in COVID-19 pandemic cases and push to implement 1890 Facilities Grant activities. The restrictions and shut down of FY 2021 did not allow us to implement most of our planned activities since a greater part of them required in-person activities. But, some in-person activities were conducted, however, the bulk of activities were online. Currently, FY 2022 is witnessing ongoing delay in shipment due to supply chain problems and slowed down progress of our 1890 Facilities Grant activities. FY 2021 was a unique year, the ravages caused by the COVID-19 pandemic disrupted the progress of our 1890 Facilities Grant activities for most of the fiscal year. The restrictions and shut down did not allow us to implement most of our planned activities since most of them required in-person activities. Instructional Program: A. Major Laboratory and Farm Equipment: Purchase Technology Equipment for the Apparel Merchandising and Textiles (AMTX) Program CAD Laboratory The necessary purchase requisitions were prepared for the approved equipment however, due to the Coronavirus pandemic, the delivery was delayed till the university reopened. AMTX Program finally received the textile printer and heath pressure last spring semester of 2021. The equipment is located in the P. E. Thrift Hall, Laboratory Room Number 213. However, due to delays associated withCOVID-19 the technician from the textile printer company will visit and install the equipment by fall 2021. AMTX program plans to use the equipment at the Computer-Application and Design (CAD) classes during spring 2022 after the installation. It is estimated that over 25 students per semester will benefit from this equipment at the CAD class. The CAD class (FCSC 307) is opento all SUBR students who want to learn the high technology textile design skills. Purchase/Delivery of a Passenger Van: All funds redirected to the A. O. Williams Hall Renovation Phase II (Extension/East Wing) B. Facilities Renovated: Renovation of the Headhouse (formerly, To Construct New Greenhouse Buildings) A request letter was sent to USDA/NIFA (11/5/2018), and the agency approved redirecting funds on March 22, 2019, previously proposed for the construction of greenhouses to a new objective in the amount of $358,156. On June 14, 2019, a request for approval and release of funds to hire an architectural firm Modus, Inc. Architect and Planners on professional services contract at the cost of $35,000 was sent to NIFA. Modus, Inc. Architect and Planners, a designer is providing the following services: architectural and engineering design for the renovation of the Headhouse, supervise the implementation of the project to include mechanical, electrical, and plumbing installations, preparation of contract documents, and provide services for State Fire Marshal permit application and review process. The A/E design was submitted to the Office of State Fire Marshal (OSFM) for review and approval before completion of the design phase. The A/E design was completed/accepted; and contract for construction was awarded to Dynamic Construction Group, LLC on March 19, 2021. Dynamic Construction Group, LLC was the lowest bidder during a bid conducted on February 11, 2021. USDA/NIFA approved and released funds to hire Dynamic Construction Group, LLC on April 30, 2021. Since the lowest bid was higher than the funds approved for construction, a change order was initiated and agreed upon on April 27, 2021. Construction was scheduled to commence in June but, due to the shortage/scarcity of building materials and the resulting back orders, the new start date is middle of July; the projected completion date is November 2021. Previously completed projects are as follows: Re-flooring some offices in Pinkie Thrift Hall Work on the project started and phase one involving offices wascompleted as scheduled. Phase two, dealing with the student experiential learning retail-store laboratory - Southern Niche Store and faculty office suites were delayed due to continuing use by students, faculty and staff, these areas will be completed as soon as possible. This re-flooring was greatly needed to help reduce risks and hazards and also for improved health and safety for employees, students, and other stakeholders who visit and/or housed in this building. As the department prepares for the Family and Consumer Sciences reaccreditation, it will also make the facility appear decent and as an adequate learning environment for students. Renovation of Animal Science (Swine) Facility NIFA granted approval for the change in contractor on August 10, 2017. Requisition documents to secure purchase order (PO) for the contractor to formally start the project were prepared and submitted to Southern University Purchasing Department. The PD for the swine research was reassigned to other temporary duties, however the renovation project was completed in early 2020. A new project director will be assigned soon to assist in conducting the research project using this facility. Other scientists working on this project will use the facility to enhance their teaching and experimental training of the students. Renovation of Animal Science Facilities (Roof Replacement of the Meat Technology Lab) NIFA approved and released funds in the amount of $223,125.00 on April 20, 2018 for this project. The project was completed April 2019 as scheduled. Our scientists in animal science, food and nutrition, and extension personnel are using the facility to enhance their teaching and experimental training of students and other stakeholders. C. New Facilities Constructed: None Research Program: A. Major Laboratory and Farm Equipment: None B. Facilities Renovated: Renovation of Ashford O. Williams Hall A. O. Williams Hall Renovation work was planned to be carried out in phases; Phase I covered Research Section/West Wing and Phase II will cover Extension/East Wing of the building. The first part of Phase I renovation was completed in 2019 however, due to mold problem discovered by the contractor, we had to request for state funds to cover the costs of these expenses. Because funds approved by USDA/NIFA could only cover Phase I the project, that is the Research/West Wing we requested and USDA/NIFA approved additional funds from this grant and the FY 2013-2017 and FY 2018-2023 for Phase II (Extension/East Wing of the building). The State Legislature approved $5,660,400.00 for the A. O. Williams Hall Renovation project. Some of the funds are used for mold removal and remediation which could not be paid for from the 1890 Facilities Grant. The Louisiana Facility Planning and Control (FP&C) is managing these projects, Quebedeaux Engineering Services is the engineering consultant and Rayner Consulting Group, LLC. is the environmental design and consulting firm on the project. Zimmer-Eschette Services, LLC won the bid for mold removal while, Sienna Construction, LLC won the bid to construct after mold removal. Projected completion date is October 10, 2021. The design of Phase II, Renovation of the Extension/East Wing of the building is in progress and is expected to be completed in August 2021, the designer is Crump Wilson Architects. C. Major Laboratory and Farm Equipment: ?Purchase Technology Equipment for the Apparel and Textiles Program CAD Laboratory The necessary purchase requisitions were prepared for the approved equipment however, due to the Coronavirus pandemic, the delivery and installation are delayed till the university reopens. The items are still being held by the company pending notification to deliver. There are plans to reopen the university early August 2020, once this is done, the items will be delivered and installed. B. These laboratories serve to store/hold research samples, and are used by faculty, staff and students for teaching/learning and to conduct experiments. The offices are used by faculty and staff, and sometimes by graduate students. When completed, there will be reduced risks and hazards and also improved health and safety in the laboratories/offices for employees, students, visitors and other stakeholders. The Renovation of an Animal Science Facility (Roof Replacement - Meat Technology Lab Building) The project is very important - leaking roof caused severe damage to the ceiling tiles of the building and was threatening to inflict irreparable damage to very expensive walk-in cooler and freezer that are normally used to chill and preserve meat and other products that require very low temperatures. Damage to these equipment and facility could have shut down all research, experiment, demonstrations, etc. that involved food product development. Acquisition and installation of technology equipment for the Apparel Merchandising & Textiles computer assisted design (CAD) Laboratory Phase I has enabled students to learn and experience the use of sophisticated and modern analytical equipment. The equipment significantly improved research analytical capabilities of scientists, staff and students not only in the Apparel Merchandising & Textiles Program, but also other students in the Department of Family and Consumer Sciences and several departments in the university. Equipment for Phase II of the CAD Lab is being ordered and will significantly enhance the capabilities of the lab and ensure increased skills of faculty, staff and students. The security systems in Pinkie Thrift Hall and Fisher Hall which house family and consumer sciences and agricultural sciences programs respectively installed during the cycle are being utilized effectively. Both systems have helped tremendously in improving safety and security in the buildings for faculty, staff, students, visitors and other stakeholders and in deterring theft of property. The three Renovated Greenhouses are being used by faculty, scientists and staff of the College of Agricultural, Family and Consumer Sciences to enhance their teaching and hands-on training of students. In addition, the greenhouses provide a conducive environment for faculty, staff, graduate and undergraduate students to conduct experiments/research. When the repairs and Renovation of A. O. Williams Hall Phases I and II are completed, it will help to minimize the unsafe work environment and ensure health and safety of all: faculty, staff, clients, and other visitors to the building. It is our hope too that we will be able to attract research collaborators from other institutions as this renovation will greatly enhance our institution's capability to conduct more research and provide research-based information to our stakeholders. The acquisition of a farm tractor and no-till planter during the cycle enhanced the economic efficiency and versatility of cultural practices at the Agricultural Experiment Station. These acquisitions also led to improvement in research and outreach activities to benefit our clientele. Our students are benefiting by gaining experiential knowledge in the techniques of establishing and harvesting agronomic crops.

The responsibilities of project management of the 1890 Facilities Program are handled by both the Director of Finance (who recently resigned also) and the Coordinator for Planning and Evaluation. 2. The FP&C assigned another project manager, Barry Lynch to oversee the renovation/repairs of A. O. Williams Hall. 3. We requested and USDA/NIFA approved and released funds in the amount of $223,125.00 on April 20, 2018 for Roof Replacement of the Meat Technology Lab. The contractor Partin Roofing, LLC of 7516 Bluebonnet Blvd., Suite 436 Baton Rouge, LA 70810 completed the project on time. In addition, due to a problem associated with the topping over of the building deck structure that was thought to be concrete but was actually a softer lightweight insulating concrete (LWIC) we sent a change order (Number 1) request for $11,667.00 to NIFA on June 13, 2018 for additional funds to cover this cost. NIFA approved the request on June 29, 2018. This project has been completed also. 4. A request was sent to NIFA (11/5/2018), and NIFA approved (on March 22, 2019) redirecting funds previously proposed for the construction of greenhouses to a new objective: Renovation of the Headhouse in the amount of $358,156. On June 14, 2019, a request for approval and release of funds to hire an architectural firm Modus, Inc. The total amount allocated for the van was $40,000. We requested USDA/NIFA to approve and release $30,000 to cover the estimated cost of purchase, delivery and other essential licensing charges. B. The firm Quebedeaux Engineering Services LLC submitted the findings (Forensic Investigation) from their assessment. Quebedeaux Engineering Services LLC engaged Crump Wilson and Associates an architectural firm for the design phase. In addition, estimates indicated that funds accumulated may only cover Phase One of the project involving the research wing of the building. Graduate and undergraduate students, state and local government officials, small and limited resource individuals and families, minorities and those who are socially, economically, or educationally disadvantaged, the underserved, continue to be impacted through their participation in programs and activities which utilize facilities funded by this grant. Changes/Problems:In 2012, we added one more objective: "To renovate the Ashford O. Williams Hall and to ensure proper functioning of the HVAC System". As a result, NIFA approved the use of available funds $2,157,332 (Research & Extension shares only) for the renovation of Ashford O. Williams Hall to replace a faulty heating, ventilation, and air conditioning (HVAC) system so as to mitigate mold, mildew and other leakages/unhealthy conditions in the building. Instructional program obtained permission from NIFA to use $4,000 from the allocations (2008 & 2010) for renovation of an animal science facility to augment for the renovation of the swine facility. Current remaining fund for the 2008 & 2010 allocations for the renovation of the animal science facility is $336,265 ($340,265 - $4,000). NIFA approved (on August 4, 2015) and gave Authorization to enter into contract agreements with Royal Security Solutions for approximately $3,795.50, for the communication and technology equipment upgrade at Pinkie Thrift Hall. The allocation for this project was $2,000 (2008), but the estimates indicated that we needed an additional $1,795.50 for a total of $3,795.50 for the project. The extra funds came from surplus balance of other projects which were lower than the allocations. What opportunities for training and professional development has the project provided?Equipment purchased with 1890 Facilities Funds assisted in providing hands-on training and mentoring of students. Faculty and staff were also able to learn and gain new knowledge and skills by participating in trainings provided by equipment manufacturers. Knowledge and skills gained will also help in conducting research and disseminating research-based information through extension agents to Louisiana residents and other stakeholders. How have the results been disseminated to communities of interest?Information was disseminated to communities of interest e.g., students, staff, faculty, administrators, clients and other stakeholders directly about the facilities grant when they used and benefited from equipment and other facilities funded through these grants. Instructional Program: A. Major Laboratory and Farm Equipment: None A formal request with estimates and quotes for the purchase of the technology and laboratory equipment will be submitted to NIFA for consideration and approval. B. Facilities Renovated: Renovation of Greenhouses: This project involved the renovation of three greenhouses and was fully implemented in early 2016. Pictures of the completed greenhouses were provided on that report. The faculty, scientists and staff of the College of Agricultural, Family and Consumer Sciencesare using this facility to enhance their teaching and hands-on training of students. Re-flooring some offices in Pinkie Thrift Hall NIFA approved and gave Authorization to enter into proposed contractor agreements with Tandus Centiva for re-flooring some offices in Pinkie Thrift Hall which houses the Family & Consumer Sciences Department. We still had delays on the execution of this project due to internal process and procedures. Finance/Purchasing departments require quotes to be less than 60 days, however, by the time we obtained quotes from the contractor and process the paper work, the quotes were obtained from the contractor expired. We recently requested a new quote (with the same amount) from the contractor and sent a requisition (on June 20, 2017) to the Finance Department for a purchase order to be issued to the contractor. Work on the project will start as soon as the purchase order is issued and the work is projected to be completed in less than one month. This re-flooring is greatly needed to help reduce risks, hazards and also for improved health and safety for employees, students, and other stakeholders who visit and/or housed in this building. Renovation of Animal Science (Swine) Facility NIFA approved and released funds (February 10, 2015) for this project based on our December 2014 request. The contractor Arrow Fence (with some concrete materials from Horton & Sons) was to carry out the project. However, the contactor requested additional funds to cover unexpected rising costs for the project. We sent a formal letter (July 2015) to NIFA requesting approval of funds increase in the amount to cover these unexpected costs. NIFA approved the additional funds on July 12, 2016. Unfortunately, due to the Historic Flood of 2016 which occurred in Baton Rouge, the contractor (Arrow Fence) lost so much and could not continue with the project. We sent a request to NIFA (January 27, 2017) to consider and approve Horton and Son to assume the contract and execute the entire project at the same amount as authorized. We are awaiting NIFA's approval. Documents are being prepared pending approval from NIFA to formally start the project. We are optimistic that the project will be completed within a few months after receiving NIFA's approval. When fully implemented, the scientists will use this facility to enhance their teaching and experimental training of students. As a first step in the process, a preliminary program outlining the scope of work was submitted and approved by the Southern University System Office of Facilities Planning. This renovation project is making significant progress. In the 2014 Louisiana Legislative Session, $1 million was approved under House Bill 2 (HB 2) Capital Outlay Budget for use in the A. O. Williams Hall project. The State appropriated over $200,000 for the project. Funds from this source were utilized to pay for the preliminary phases of the project. For instance, $12,000 was used last year to pay for various tests conducted by the engineering services firm and another $202,826 was used to pay for the architectural and engineering design of the renovation project. After receiving approval from the Louisiana Legislative Budget Committee to move forward with the project, the Louisiana Office of Facility Planning and Control (LA FP&C) through the government bid process, selected an engineering firm to assess the problems and make recommendations as to the best solutions. The firm Quebedeaux Engineering Services LLC submitted the findings from their assessment. Quebedeaux Engineering Services LLC engaged Crump Wilson and Associates an architectural firm for the design phase. Preliminary projections indicate that $2,764,564 allocated for the project may not be enough to cover the costs of renovating the building. Therefore, the renovation work will be carried out in phases; Phase I will cover the research section of the building and may cost about $2 million. This phase is projected to go on bid soon. Along with the HVAC malfunction which is causing serious condensation - resulting in mildew, mold, etc. six other major problems were discovered by the engineer during the assessment. These problems need to be addressed quickly to ensure a healthy environment for faculty, staff, clients, and other visitors to the building. Only research & extension shares of funding will be used for the A. O. Williams Hall renovation project. Changes/Problems:Ongoing state budget problems has caused reduction in staff at various State Offices. The consequence is significant delays in official businesses due to staff shortage. The project manager (third in four years) we hired in FY 2014 to manage our facilities projects and act as a liaison between the SU Ag Center and the SU System Office of Facilities resigned. We will hire a new project manager; but, given the complexity and procedures of the facilities cycles, we have to allow him a brief period of orientation. The resignation of the department head for family and consumer sciences (designated as point person for technology) contributed to the delay in planned technology upgrade. As a result of the emergency situation in the main building, the following objective was added in May 2012 and approved by NIFA "To renovate the Ashford O. Williams Hall and to ensure proper functioning of the HVAC System". To accomplish this objective some previously approved objectives were deleted. This action freed $2,157,332 for the proposed renovation project for Ashford O. Williams Hall in addition to $607,232 approved for the FY 2012 plan. These funds are from research and extension portions only, instructional activities will progress as planned. Renovation of Ashford O. Williams is making significant progress and the current phase is being handled by the Louisiana Office of Facility Planning and Control (LA Office of FP&C). In the 2014 Louisiana Legislative Session, $1 million was approved under House Bill 2 (HB 2) Capital Outlay Budget for use in the renovation of A. O. Williams Hall. From this Bill, $200,000 has been appropriated for the project. NIFA's fund is being preserved for actual renovation. Honore' Companies LLC won the bid for the work. A letter dated January 16, 2015 was sent to NIFA to formally request approval to hire Honore' Companies LLC for the renovation of the greenhouses. Actual renovation work started May 1, 2015. When completed, these facilities will provide additional greenhouse space for faculty to conduct experiments and instruct students. Instructional Program:Re-flooring offices has reduced risk & hazard and also improved health &safety in the offices for employees, students, visitors and other stakeholders. Replacing old & sometimes dilapidated office furniture has also improved the work environment and reduced risks. The security system in Pinkie Thrift Hall which houses the family and consumer sciences programs was installed in FY 2010; and the security system in Fisher Hall which houses the agricultural sciences programs was installed in FY 2012. Both systems have helped tremendously in improving safety and security in the buildings for faculty, staff, students, visitors and other stakeholders and deterring theft of property. Acquisition & installation of technology equipment for the Apparel & Textile Merchandising CAD Laboratory Phase I has enabled students to learn and experience the use of sophisticated and modern analytical equipment. These equipment significantly improved research analytical capabilities of scientists, staff and students not only in the Apparel Merchandising & Textile program, but also other students in the Department of Family and Consumer Sciences and other departments in the university. The CAD laboratory is also providing research and experiential learning opportunities for faculty and staff within the division, university and other universities. Research Program: The acquisition of a farm tractor & no-till planter in 2010 have enhanced the economic efficiency and versatility of cultural practices at the Agricultural Experiment Station. These acquisitions also led to improvement in the conduct of research and outreach activities to benefit our clientele. Our students are benefiting by gaining experiential knowledge in the techniques of establishing and harvesting agronomic crops. Also, the HPLC system is extensively being used for identification and determination of flavonoid compounds in Hibiscus sabdarrifa varieties to assess their antioxidant properties and to analyze a class of UV-B absorbing compounds in major southern tree species with a view to reducing UV induced skin cancer. The equipment has significantly enhanced the analytical capability of our research laboratory and provides many research and experiential learning opportunities for faculty and graduate students in the SU Agricultural Research and Extension Center. This equipment has been used successfully by SU scientists to leverage extramural funding from USDA-NIFA Capacity Building Grants Program for over $1.3 million. Extension Program: The new vehicle purchased with facilities funds has helped in the transportation of faculty & staff to better serve clientele & has assisted in transporting extension personnel to meetings and professional conferences within and outside the state. When the repairs and renovation of A. O. Williams Hall is completed, it will help to minimize the unsafe work environment & ensure health and safety of all: faculty, staff, clients, and other visitors to the building. The selection & recommendation of a firm to conduct the pre-environmental assessment (PEA) was also done. Preliminary estimates for purchase of a passenger van and the construction of greenhouses are being obtained and other pre-construction planning activities are underway. This request to redirect funds was accepted and approved by NIFA. As a first step in the process, a preliminary program outlining the scope of work was submitted & approved by the Southern University System Office of Facilities Planning. As required, this report was also submitted to the Louisiana office of Facility Planning and Control and is awaiting its approval. Once the situation in A. O. Williams is completely corrected, funds remaining will be utilized to acquire some of the previously planned equipment. B. Facilities Renovated: None A request was submitted to NIFA for permission to use existing research and extension funds allocation for FY 2008-2011 and FY 2012 to mitigate the emergency situation in the main building (Ashford O. Williams Hall) that houses the administrative functions, laboratories, and conference rooms. This request to redirect funds was accepted and approved by NIFA. In pursuant of this same project, the 2014 Louisiana Legislative Session approved $1 million under House Bill 2 (HB 2) Capital Outlay Budget for use in the renovation of A. O. Williams Hall. Outputs Target Audience: Graduate and undergraduate students, state and local government officials, small and limited resource individuals and families, minorities and those who are socially, economically, or educationally disadvantaged, the underserved, continue to be impacted through participation. Changes/Problems: As a result of the emergency situation in the main building, the following objective was added in May 2012 and approved by NIFA “To renovate the Ashford O. Williams Hall and to ensure proper functioning of the HVAC System”. To accomplish this objective, the following previously approved objectives were deleted :To construct an Agricultural Conference Training Center; Upgrade the experiment station and related facilities – To Construct an Equipment Storage and Farm Shop; To construct a Workshop and Machinery Storage Building at the Experiment Station; and To renovate the Poultry Farm Building (Research Share). This action freed $2,157,332 for the proposed renovation project for Ashford O. Williams Hall in addition to $607,232 approved for the FY 2012 plan. These funds are from research and extension portions only, instructional activities progressed as planned. Instructional program also has several projects worth about $1,245,456 that will be implemented upon the approval of this request. Other objectives have been completed or are in the process of being completed. Renovation of Ashford O. Williams has been delayed since 2012 due to the slow action of approval at the Louisiana Office of Facility Planning and Control (LA Office of FP&C). However, to move the project quickly, a Cooperative Endeavor Agreement between Office of FP&C and SU Ag Center has been developed. Once the agreement is signed, the next step is to select an engineering firm who will assess the problems and make recommendations as to the best solutions. All documents will be submitted to NIFA for approval before proceeding to the next step. What opportunities for training and professional development has the project provided? The HPLC system is extensively being used for identification and determination of flavonoid compounds in Hibiscus sabdarrifa varieties to assess their antioxidant properties and to analyze a class of UV-B absorbing compounds in major southern tree species with a view to reducing UV induced skin cancer. The equipment has significantly enhanced the analytical capability of our research laboratory and provides many research and experiential learning opportunities for faculty and graduate students in the SU Agricultural Research and Extension Center. Impacts Research Program: The acquisition of a farm tractor and no-till planter will enhance the economic efficiency and versatility of cultural practices at the Agricultural Experiment Station. These acquisitions will also lead to improvement in the conduct of research and outreach activities to benefit our clientele. Our students will benefit by gaining experiential learning in the establishment and harvesting of agronomic crops. The HPLC system is currently being used for identification and determination of flavonoid compounds in Hibiscus sabdarrifa varieties to assess their antioxidant properties and to analyze a class of UV-B absorbing compounds in major southern tree species with a view to reducing UV induced skin cancer. The equipment has significantly enhanced the analytical capability of our research laboratory and provides many research and experiential learning opportunities for faculty and graduate students in the SU Agricultural Research and Extension Center. This equipment has been used successfully by SU scientists to leverage extramural funding from USDA-CSREES Capacity Building Grants Program for a total of $898,877. Instructional Program: Re-flooring offices will reduce risk and hazard and also improve health and safety in the offices for employees, students and other stakeholders. Replacing old and sometimes dilapidated office furniture will improve the work environment and reduce risks. Extension Program: When acquired, the vehicle will enhance transportation of faculty and staff to better serve clientele and assist in transporting extension personnel to meetings and professional conferences within and outside the state. Network/computers will improve the delivery of research-based educational information to clientele. Both will enhance internal and external communication capabilities of the Center.
