Progress 09/01/08 to 08/31/11
Outputs OUTPUTS: Stronger Economies Together (SET) Initiative: SET added 11 states in 2011, bringing the total to 19 states and 39 regions. SET is enhancing the capacity of communities and counties to work jointly in creating and implementing regional economic development plans. The nine module curriculum is used to provide 35 hours of training to regional teams. Phase I states have completed the SET training modules and are working toward finalizing regional plans. National Issues Forums: In partnership with the National Issues Forum, Extension agents across 10 states in the SRDC's region hosted 26 forums with more than 300 participants. During these three-hour forums, citizens from all walks of life gathered to explore potential approaches to economic security as framed in the NIF 2010 issue guide, "Economic Security: How Should We Take Charge of Our Future." By the end of March, the Southern participants composed almost 40 percent of the citizens engaged across the nation in this important discussion. Social Security Study: The SRDC in 2011 studied the role Social Security benefits play in the national economy. Results for all counties and states are available on the SRCD website. Home & Micro-Based Business Assistance: SRDC worked with a national team of Extension specialists to add two new learning modules to the Cashing in on Business Opportunities curriculum, which offers entrepreneurs and the educators who serve them the technical knowledge and skills needed to manage a business. RIDGE: Food Assistance & Nutrition Research: RIDGE expanded its geographic focus to include the North Central and Western regions as target areas for securing grant proposals from higher education faculty engaged in food assistance-related research, and it added a new funding opportunity over the past year to fund innovative doctoral dissertation research. Eight grants were awarded. The SRDC also hosted a mid-year meeting with 2010 grantees and took part in the National RIDGE Conference. The Center launched a RIDGE website last year. Turning the Tide on Poverty: Four Southern states joined the initiative, bringing the total to nine. Several action plans were created and put in action by local citizens to tackle poverty locally. Sustainable Communities Innovation Grant Program: SRDC and the Southern SARE Program funded five local ventures that help promote a stronger alignment between sustainable agriculture and community development strategies in the South. Community Data Center: Updates of the SRDC's Community Data Center were completed, providing on the SRDC website straightforward and useful statistical profiles for every county and state in the South. Communications Activities: SRDC produced three newsletters in 2011, Around the South, Grant Connections, and eNews, and utilized social media to connect with our audience. Presentations: The SRDC director made 26 presentations at conferences, workshops, and meetings in 2011. PARTICIPANTS: Lionel J. Beaulieu, Professor and Director of the Southern Rural Development Center; Al Myles, Interim Associate Director of the Southern Rural Development Center; Alan Barefield, Extension Professor;, Vicki Vaughn, Program Manager; Rachel Welborn, Program Manager; Roberto Gallardo, Extension Assistant Professor; Meaghan Gordon, Editor Publications Coordinator; Andy Lewis, Website Coordinator; In addition, faculty from the region's 29 land grant universities participated in carrying out the goals and objectives. TARGET AUDIENCES: The primary target audiences for the work accomplished in this effort are the faculty and professional staffs of the southern region's 29 land grant universities. Other audiences of the program include the partners of the southern land grant university system including faculty and professional staffs of the land grant university system in other regions of the country, state economic and social development agencies, local community stakeholders, governmental policy makers at all levels, policy analytical organizations, and non-profit and philanthropic organizations. PROJECT MODIFICATIONS: Nothing significant to report during this reporting period.
Impacts Strong Economies Together: SET has guided the establishment of inclusive regional teams, facilitating the transition from local competition to collaboration. The project strengthens the relationship between USDA Rural Development and the Cooperative Extension Service at the state level and enhances the economic development knowledge and capacity of the RD and CES staff. It has also attracted attention and investments by federal and state agencies, foundations, land-grant universities, and others. More than 700 local leaders were reached with the SET regional economic development training. Social Security Study: County-level results were provided to every local media outlet in the nation. RIDGE Center: SRDC awarded more than $200,000 to eight RIDGE grants in 2011. Turning the Tide on Poverty: The initiative received awards from the 2011 National Association of Community Development Extension Professionals and the National Extension Association of Family & Consumer Sciences. This year, 56 new facilitators were trained, and 182 citizens took part in 24 SRDC-sponsored study circles on poverty. The Tide program now has 39 action teams pursuing specific citizen-led poverty alleviation projects across the south, with more to come. Sustainable Communities Innovation Grant: Five (out of nearly 50 grant proposals received) were funded for a total of nearly $50,000. Community Data Center: Over 1,000 county profiles were completed on all counties/parishes in the South. Local leaders/decision makers are using the data to guide their community and economic development activities. Communications: 22 issues of our newsletters were produced last year, with more than 3,000 individuals receiving one or more of the SRDC newsletters. More than 25,000 visitors accessed information on the SRDC website in 2011.

Progress 09/01/09 to 08/31/10
Outputs OUTPUTS: Emergency Preparedness Demonstration Project Evaluation: To understand how best to offer vulnerable households and communities with needed knowledge, tools and capacity for disaster response, SRDC, in partnership with land-grant university Extension educators, MDC, Inc., and FEMA, conducted community-based field assessments in 2009 among 10 strategically selected communities. As a result, SRDC prepared 2 reports in 2010, an executive summary and a full report, which evaluate how well FEMA's Emergency Preparedness Demonstration (EPD) Project successfully prepare communities to address the needs of local vulnerable audiences in times of disasters. The documents offer a synthesis of social science-based research previously completed on disasters, outline the step-by-step features of the EPD process, present the input gathered from roundtables, and conclude with suggestions on how to advance the capacity of disadvantaged people and communities to prepare for, and effectively respond to disasters. Stronger Economies Together (SET) Initiative: SRDC helped launch the SET Initiative in 23 regions across 8 states. SET is enhancing the capacity of communities and counties to work jointly in creating and implementing regional economic development plans. The 9 module curriculum is used to provide 35 hours of training to regional teams. Home & Micro-Based Business Assistance: SRDC worked with a national team of Extension specialist to revise the Cashing in on Business Opportunities curriculum in 2010, which offers entrepreneurs and the educators who serve them the technical knowledge and skills needed to manage a business. The CARE Model: The C.A.R.E. for Your Local Economy curriculum was notably revised in 2010. The new materials explore a wide array of local economic development strategies that align with Creation, Attraction, Retention, and Expansion. RIDGE: Food Assistance & Nutrition Research: Four food assistance grants were awarded by SRDC in 2010; these grants intend to explore the social sciences-based research dimensions of food assistance and nutrition issues among rural America's vulnerable people and communities. As a result, five refereed articles were published by past recipients. Turning the Tide on Poverty: Five Southern states took part in a study circle process, implemented in 8 communities. Several action plans were created and put in action by local citizens to tackle poverty in their localities. Sustainable Communities Innovation Grant Program: SRDC and the Southern SARE Program funded 8 local ventures that help promote a stronger alignment between sustainable agriculture and community development strategies in the South. Community Data Center: Updates of the SRDC's Community Data Center, was completed and straightforward and useful statistical profiles for every county and state in the South were complete. Communications Activities: SRDC produce 3 newsletters in 2010 - Around the South, Grant Connections, and eNews. Moreover, the SRDC website was strengthened and refined to provide information in a more user-friendly manner. Presentations: The SRDC director made 23 presentations at conferences, workshops, and meetings in 2010. PARTICIPANTS: Lionel J. Beaulieu, Professor and Director of the Southern Rural Development Center; Alan Barefield, Extension Professor and Associate Director of the Southern Rural Development Center; Al Myles, Interim Associate Director; Vicki Vaughn, Program Manager; Rachel Welborn, Program; Roberto Gallardo, Research Associate; Shannon Lane Turner, E-Commerce Coordinator; Andy Lewis, Website Coordinator; Alicia Barnes, Editor Publications Coordinator. In addition, faculty from the region's 29 land-grant universities participated in carrying out the goals and objectives. TARGET AUDIENCES: The primary target audiences for the work accomplished in this effort are the faculty and professional staffs of the southern region's 29-land grant universities. Other audiences of the program include the partners of the southern land-grant university system including faculty and professional staffs of the land-grant university system in other regions of the country, state economic and social development agencies, local community stakeholders, governmental policy makers at all levels, policy analytical organizations, and non-profit and philanthropic organizations. PROJECT MODIFICATIONS: Nothing significant to report during this reporting period.
Impacts Overall: SRDC was able to capture $5 in extramural funding for every $1 in base funding provided by NIFA/USDA. In addition, the success of this project prompted FEMA to provide additional funds of over $317,000 to continue the EPD-related work of the Center. Strong Economies Together: Over 600 local leaders were reached with the SET regional economic development training. Furthermore, new multi-county regional groups have been established in several of the target states to help guide regional development priorities. RIDGE Center: Investments of about $140,000 provided to four RIDGE grants in 2010. Turning the Tide: 100 facilitators were trained and 300 citizens took part in the SRDC-sponsored study circles on poverty. Progress 09/01/08 to 08/31/09
Outputs OUTPUTS: There were several outputs realized in the second year of the SRDC's strategic plan. In the priority area of Fostering Civic Minded Communities, there were four specific activities that occurred in the reporting period. First, the SRDC is working with five partner land-grant universities and the Kettering Foundation to launch a new eXtension Professional Development Community of Practice on Public Deliberation. This effort is focused on helping Extension professionals gain the competencies to employ citizen centered approaches as a part of their engagement activities. Second, the Center commissioned a report on the contemporary community leadership literature and to identify components that are core to delivering successful community leadership development programs. The first anniversary of the New Hispanic South SERA was celebrated by interactive video with a day of learning and strategic planning. Finally, the Center launched the Foundations of Practice educational series designed to equip all Extension professionals with the core knowledge needed to work in an with communities. In the Building Economically Vibrant Communities effort, the second of the Center's priorities, the SRDC engaged in six broad activities. The partnership with Southern SARE to fund the Sustainable Communities Innovation Grants program is still intact with eight new projects funded. The eXtension Entrepreneurs and Their Communities Community of Practice continues to grow and expand its library of materials. Furthermore, the National E-commerce Extension Initiative has expanded its development of curricula resources needed to support Extension outreach efforts in this area work. The SRDC, along with North Dakota State University, has been instrumental in revamping educational materials for the Business Retention and Expansion Fundamentals Course as certified by BREI. In two state specific projects, the Mississippi Women in Agriculture program and the socioeconomic and cluster analysis work performed for the Center for Urban Rural Interface Studies provided tools and insights into helping rural and urban communities and entrepreneurs face today's wide variety of challenges. The third priority effort undertaken by the SRDC is Enhancing Distressed Communities. The SRDC partnered with FEMA and other entities to examine strategies to enhance the emergency preparedness activities of rural and urban disadvantaged populations. The Delta Initiative and the Appalachian Regional Commission research efforts were initiatives that were launched for the purpose of generating additional information into ways to alleviate the difficult economic conditions in two persistently poverty regions of the country. The Turning the Tide on Poverty has been focused on the development of a resource guide and interactions with focus groups of grass roots citizenry to help communities develop concrete plans to assist local community members move from poverty to prosperity. The program is being launched in 5 states and in 8 communities. The RIDGE program continued to provide cutting edge research into the factors associated with food assistance in the country. PARTICIPANTS: Lionel J. Beaulieu, Professor and Director of the Southern Rural Development Center; Alan Barefield, Extension Professor and Associate Director of the Southern Rural Development Center; Rachel Welborn, Program Manager; Vicki Vaughn, Business Managers; and Alicia Barnes, Editor worked on this project. In addition, faculty from the region's 29 land-grant universities participated in carrying out the goals and objectives of the project. TARGET AUDIENCES: The primary target audiences for the work accomplished in this effort are the faculty and professional staffs of the southern region's 29 land-grant universities.
Impacts The New Hispanic South SERA has created a website dedicated to the group's focus (http://sera37.wordpress.com ), the creation of a resource library and the piloting of an introductory workshop for Extension educators who want to enhance their outreach activities to Hispanic/Latino audiences. The Foundations of Practice educational webinar series focused on seven different topics to reach an audience of 44 Extension agents from 17 states in providing an understanding of core community development principles and strategies that have relevance to Extension educators across all program areas. The Sustainable Communities Innovations Grants Program, a collaboration with Southern SARE, funded eight proposals (just 10 percent of the total proposals received). In addition to a growing membership, the Entrepreneurs and Their Communities CoP has established a youth entrepreneurship subcommittee, sponsored monthly webinars and compiled a list of entrepreneurship policies that states have enacted in recent years. The National E-commerce Initiative has effectively invested nearly $600,000 in land-grant Universities to develop and implement cutting edge curricula. Ten curricula have been completed with eight on the SRDC website and eight webinars have been broadcast to offer effective strategies for implementing these curricula. In work with FEMA, the team mapped areas with high numbers of presidentially declared disasters and vulnerable populations; conducted 30 roundtable sessions in 10 counties/parishes in 5 states to gather citizen insights on strengthening the Emergency Preparedness Demonstration Process; and shared field work results with Extension leaders and EDEN colleagues nationally. The Delta Initiative program has invested in two Extension educators to spearhead community and economic development partnerships in the region; expanded the resources in the Delta Data Center; and developed a county-based series of economic impact analyses showcasing the value of production agriculture and ag processing to the region. In work with the Northeast Regional Center for Rural Development and Ohio State University that was sponsored by the Appalachian Regional Commission, a core set of factors that could better predict when ARC counties are either currently experiencing economic hardships or were likely to experience these hardships in the near future. Two websites, Strengthening Communities and Economies and Managing in Tough Times, were created to provide support and resources to rural citizens, leaders and community based organizations. These websites not only consolidated existing curricula into an easy to use compliation, but also developed new materials that explained the core elements of this major federal legislation.
