Non Technical Summary
The Multi-Component Family Support Network (MCFSN) is the primary strategy that Army Community Service (ACS) uses to deliver programs and services to all military service members and their families. The guiding principles of this initiative are to address the diverse needs of Active Army, National Guard and Army Reserve Soldiers and Families to ensure that Soldiers and Family Members are fully aware of relevant family support programs and services throughout their military career and can access them without regard to geographical location or component particularly given the stress of multiple family separations and service member deployments to combat zones. This includes but is not limited to the strengthing of family resilience and the prevention of child and domestic abuse. As Cornell's land grant partner to the US Army, our military project team of academic professionals in psychology, social work and program evaluation collaborate with the Army Family and Morale, Welfare and Recreation Command (FMWRC) family program staff at headquarters,state, region and installation level worldwide to provide technical assistance (needs assessments, survey analysis, outcome evaluation), evidence based research briefs ( prevention, post traumatic stress, trauma, etc.) and standardized training materials on a variety of research and program evaluation projects.

Goals / Objectives
Our project team of senior research and extension associates in psychology, social work and program evaluation collaborate with the Army Family and Morale, Welfare and Recreation Command (FMWRC) family program staff at headquarters, state, region and installation level worldwide to provide technical assistance (needs assessments, survey analysis, outcome evaluation), evidence based research briefs and standardized training on a variety of research and program evaluation projects to the Active Army, Army National Guard and Army Reserve staff worldwide. These efforts are designed to support the effective and equitable delivery of programs and services for all the Soldiers and Family Members of the Active Army, Army National Guard and Army Reserve regardless of geographic location particularly in a time of war.
Project Methods
The methodological approaches are varied. We design and execute both paper based and electronic surveys and provide detailed reports to support the accreditation process for Army Community Service Directors of family programs; we consult on integrating pilot study and needs assessment results into a family client MIS; we conduct pilot studies of various programs within the Army FMWRC to determine impact and effectiveness of services through the use of questionnaries, focus groups, site visits and key informant interviews. We conduct literature reviews and develop applied research manuals and guidelines to Army staff through CBT (Computer Based Training), CDs as well as more traditional manuals and training materials.

OUTPUTS: OPREADY training support packages (TSPs) completed during this project period: Rear Detachment Commander (RDC), Family Readiness Group Training (FRG), Trauma in the Unit, Care Team , Family Readiness Support Assistant (FRSA), U.S. Army Deployment Cycle Readiness: Soldier's and Family Member's Handbook , U.S. Army Deployment Support Handbook: Children and Youth, U.S. Army Reintegration Readiness, U.S. Army Guide on Family Assistance Center. Twenty-six (26) Standardized Installation ACS Needs Assessment surveys and reports for Family programs accreditation; Revision and distribution of the 4th edition of the Army Family Advocacy Program Commander's Guide. Evaluation of Army OneSource(MCFSN/AIFSN) - 5 Training Institutes. Development and distribution of Inter-Service Family Assistance Committee Resourch Guide (ISFAC) part of AOS deliverable. RESET evaluation report(7 installations)to document utilization and satisfaction with Army Family programs as well as gaps in service and recommendations for improvements. Multiple deliverables in developing and implementing a series of performance metrics and outcome measures using logic models for Army Family Programs including integration into data management systems. TSPs for senior enlisted spouse series: Drill Sergeants, First Sergeant and Recruiters. PARTICIPANTS: Brian Leidy, PhD Marney Thomas, PhD Donna Dempster McClain, PhD Elliot Grainger Smith, PhD Karen Snyder, MSW Marylu McPheron, MS Cynthia Enroth, MSW Dorothy Forbes, MA Lisa Sanfillipo, MA Kristie Lockwood, BS Tom Hanna,Kirstin Gasteiger, BS, Contacts and Collaboration on research projects: Dr. Ed McCarrol, Uniformed University of the Health Sciences, Dr. Clayton Gable, Army Central Registry TARGET AUDIENCES: The target audiences for this project are the more than 1 million Soldiers in the Active, Army National Guard and Army Reserve and their Family members: the Army family support staff who work with these Soldiers and Families worldwide at Army installations, Guard armories and Reserve centers; Army headquarters staff ( Family, Morale, Welfare and Recreation Command (FMWRC) involved in operating Army Community Family Programs and the Installation Management Command (IMCOM) that creates policy and regulations for Family Programs. PROJECT MODIFICATIONS: The only changes/modifications made for this project were changes related to OPREADY training material development. As a consequence of changing priorities at FMWRC, substitutions were made to meet requests from the Army to produce additional and expanded versions of OPREADY materials and larger print runs. At the direction of the Army POC for the Deployment and Mobilization Program and with the approval of the director of FMWRC, funds were reallocated from MCFSN marketing materials to fulfill these additional requests for OPREADY to be sure that all Families and Soldiers could receive the necessary resource materials.

Impacts
The evidence based training support packages (TSPs) and other guidebooks and handbooks developed for the Army Family Program staff are used world-wide on behalf of Soldiers and Family members. Army demographics (FY 08) indicate that there are more than 1 million Soldiers in the Active, Guard and Reserve components along with their accompanying Family members. The OPREADY materials support all of those who are deploying to combat zones. The evaluation and research services that we provide (Needs Assessment, Performance Metrics and Outcomes) provided to Headquarters Army Family Morale, Welfare and Recreation Command (FMWRC) have influenced the way that the Army ensures accountability for its programs and services and our data reports and analysis have been incorporated into various management information systems (MIS) and accreditation standards. We continue to be a primary resource for the Director of FMWRC and her staff in providing technical assistance, consultation, evidence based multimedia materials and training and conference evaluation.

Outputs
OUTPUTS: We completed 13 Needs Assessment Surveys for all Army installations undergoing accreditation during this period. We also designed and mass produced several OPREADY materials ( Handbooks for Rear Detachment Commanders, Family Readiness Group leaders, materials for those who work with children and who intervene when there is Trauma in a Unit. All of these materials are designed to support Soldiers and Family Members involved in deployment to a combat zone. We provided data analysis of de identified client data for all programs under Army Community Service; designed and pilot tested several logic models and data collection strategies for new ACS programs and completed numerous reports for installation, region and headquarters Army Family Program staff. We evaluated a new Army initiative designed to provide seamless family services to all members of the Active Army, Guard and Reserve regardless of geographic location or component. PARTICIPANTS: Not relevant to this project. TARGET AUDIENCES: Soldiers and Family Members of the Active and Reserve Army All Army Family Program Installation Staff ( approximately 95 installations) Army Family Program Regional Staff ( 4 regions) Army Family Program Headquarters Staff, Washington DC PROJECT MODIFICATIONS: Not relevant to this project.

Impacts
All Army installations passed their accreditation requirement. Data from the client analysis informed policy decisions about use of services and allocation of funds. More than 100,000 Soldiers, Family Members, Chaplains, Commanders and Civilian Employees of the Army received training materials and handbooks on critical issues related to sustainment during deployment.
