Outputs OUTPUTS: Over 80 training activities were conducted under the project in the areas of strategic planning, enhanced understanding of local and regional economies, agribusiness development and general business development. These training activities focused on dissimulating knowledge concerning progress of economic growth and development in the Greenville-Upstate, SC and Charleston, SC economies, dissemination of research results and information that supported workforce development efforts, activities that supported the development of local food systems and agribusiness in general through training activities, economic impact analysis, and feasibility study results, activities that supported the development of small businesses and appropriate nonprofit organizations through training activities, economic impact analysis, and feasibility study results, activities that disseminated information concerning programs provided by the Clemson Institute of Economic and Community Development to interest groups and the general public, and the dissemination of research that supported strategic planning efforts at the community and organizational level. Highlights of these efforts include several invited presentations including to the 2010 Joint Meeting, Southern Program Leadership Network, Association of Extension Advisors, and Association of Southern Regional Directors, Invited Panel Member Center for Natural Resource Economics and Policy (CNREP) 2010 Challenges of Natural Resource Economics and Policy Third National Forum on Socioeconomic Research in Coastal Systems, the CEDEV Summer Institute at Penn State University, and a conference hosted by the Richmond VA District of the US Federal Reserve Board. Impacts According to Hank Hyatt (Greenville Chamber of Commerce) and Fred Baus (University Center), the Greenville scorecard reports facilitated $4.2 million in investment in higher education in Greenville. A peach harvest cost report was used by Risk Management Agency (USDA), to estimate a net price for peaches for crop insurance calculations--a vital risk lowering and profit protecting tool-- for the South Carolina and Georgia peach industries ($98.1 million and $31.5 million in 2010 sales). Estimates indicate training 36 sea captains to give tours of Charleston Harbor generate a minimum of over $300,000 in annual revenues. Program has been implemented in Savannah GA and interest has been expressed in places as far away as Maine. Strategic Planning for Fair Play SC involved student community survey, local leaders and public workshops, student presentations, and follow-up has led to the establishment of a local farmers market; we also looked at the possibility of a shared-kitchen facility. Market planning effort with Clemson students has introduced local shrimp into the Charleston restaurant market. Estimated economic value and savings to taxpayers of a typical graduate from the Women and Children Succeeding (WAC) Program (an intensive effort that lifts families out of poverty via education and counseling) for Anderson, SC Interfaith Ministries. These estimates have been used in their marketing campaigns and also by The Cooperative Ministry in Columbia, SC to obtain private seed funding ($250,000) for their own version of WAC. Change in knowledge: target audiences, including the extension-based community, economic development community in Charleston area, Pendleton, Fair Play and McClellanville. Agribusiness leadership was informed concerning current conditions of state agribusiness sector including its economic impact, feasibility studies, agritourism, local food systems, and cooperative development, potential for future growth in peanuts processing potential for future growth via cluster analysis, and in other ways. Changes in policy, activity, profitability and others as result of trainings: Charleston SC leadership more urgent activities to attack congested roads and issues dealing with the underclass. Profitability of 12 agribusiness establishment enhanced due to cooperative training. McClellanville exploring establishment of green curricula based charter school. The leadership in four WIAs in South Carolina, and the extension-based community development community learned about new important source of workforce development-based data. Workforce, business community, and COG leadership in the Upper Savannah Region better informed of the relationship between economic and workforce development and how to design training and economic development policies. City of Clinton and local leaders and Clemson University Research Foundation informed concerning feasibility of business incubators both used to apply for further funding. Entrepreneurs and local community leaders were informed concerning best practices for operating a business incubator especially in rural areas.

Sea Captains training for hosting tourist tours of Charleston Harbor, assisted in organizing initial session and taught general history session twice. Five training sessions concerning development and results from economic Scorecard for Charleston Regional Alliance and Greenville Metro Chamber including invited presentation to conference hosted by Richmond VA District of the US Federal Reserve Board. Four training sessions in the area of economic education to local and state organizations. Two sessions concerning potential economic impact of OHV and heritage tourism on Union County. Two training sessions concerning local foods including workshop coordinator assistant and focus group facilitator for linking local specialty group producers to institutional food services. TARGET AUDIENCES: Local government and business leaders, local community leaders and citizens, agricultural producers interested in local food systems and small value added operation, county level economic development leadership, national guard team with the goal of developing agricultural economy in Afghanistan, Charleston area sea captains, individuals interested in local tourism development, members of the arts community. Outputs OUTPUTS: Project objectives: A) Evaluate the effects of changes in economic structure (new technology-based means of producing and marketing products; weakening import of traditional elements of competitive advantage; and efforts that support locally grown business start-ups) emphasizing how each influence the development of local South Carolina (SC) economies with an accent on the role of workforce development (including entrepreneurial development) in economic growth. Entreprenuers and local community leaders were informed concerning best practices for operating a business incubator especially in rural areas.

Outputs OUTPUTS: Outputs: Project objectives: A) Evaluate the effects of changes in economic structure (new technology-based means of producing and marketing products; weakening import of traditional elements of competitive advantage; and efforts that support locally grown business start-ups) emphasizing how each influence the development of local South Carolina (SC) economies with an accent on the role of workforce development (including entrepreneurial development) in economic growth. B) Develop economic models for estimating regional impacts by improving the accuracy of standard procedures, especially for estimating income distribution impacts. C) Suggest policy recommendations by which program planners and policymakers can strengthen regional economies in SC with an emphasis on rural areas including beneficial rural-urban linkages and emphasizing the new economy. The following two trainings relate to Objective C (support policy recommendations) through a train the trainer approach
(training agents, specialists, and other CIECD personnel, who influence state and local policy decisions): "Longitudinal Employer-Household Dynamics (LEHD), Local Employment Dynamics (LED), and Quarterly Workforce Indicators (QWI): Quarterly Local Workforce/Firm Data for ED Programs." A Midland's SC workforce development "Think Session" held in cooperation with the Southern Growth Policy Board and the Midlands Workforce Investment Board (results available on the web). Target audiences included workforce development, economic development, and educational communities. This effort
helps sharpen the focus of these leaders thereby enhancing policy recommendations (objective C). Co-lead three strategic planning sessions for Richland County and helped plan for all (nine) sessions where presented commuting patterns served to highlight the effects of economic changes on sub-county areas (Objective A), inform local community members and leaders (Objective C), and applied community modeling (Objective B). 2007 Farm Bill: A Bill in the Making. Presentation to S.C. Agribusiness Council. September 16th, 2007. Columbia SC. Target audiences included the extension economic development community and agribusiness leadership and development community thus supporting policy recommendations relating to Objective C. Numerous strategy sessions concerning the development of a business incubator in Clinton, SC (report forthcoming 2008). Business Incubator guide distributed to numerous community leaders considering starting a local business incubator. Both efforts fall under Objective
A (supporting new business start-ups) and Objective C (policy recommendations for the new economy). The target audience was local government and economic development leaders.
