Non Technical Summary
Current online courses are becoming much more technologically advanced, integrating a variety of technologies, including combinations of teleconferencing, video, discussion groups, listserv, and online research. With the increased use of computers, modems, palm pilots, and the Internet, the information super highway is growing faster than ever. The number of distance education courses is multiplying rapidly. This is evidenced in an increasing number of disciplines, programs, and degrees offered. The goal of this project is to develop and implement an alternative certification route via online distance education for individuals with a Bachelor's Degree but without provisional certification and/or those desiring additional certification in the area of FCS. Therefore, completion of the process will have a major impact on the number of certified professionals. An additional impact is that the online graduate level courses will be designed so that they are equivalent for individuals interested in pursuing a Master of Sciences Degree in Individual and Family Development and/or Nutritional Sciences at South Carolina State University, or comparable graduate programs at other institutions across the nation.

Goals / Objectives
1) Identify and recruit a cohort and FCS and other professionals with Baccalaureate Degrees who are currently in the State's PACE (Program of Alternative Certification for Educators). 2) Develop 10 graduate level online FCS subject-matter courses. 3) Implement selected graduate courses throughout the year. 4) Establish and expand agreements/partnerships and collaborations with school districts, technology/career centers, state department of education, and technical colleges to ensure a continuous pool of outstanding, diverse professional FCS educators.
Project Methods
Project OTC in Family and Consumer Sciences has three phases. Phase I involves identifying and recruiting a cohort with Baccalaureate Degrees in FCS and related professions, and other professionals interested in FCS certification. Concurrently, developing and enhancing agreements/partnerships with school districts, technology and career centers, technical colleges and other related entities would occur. These partnerships/agreements are germane to the maintenance of quality FCS programs, teacher employment and furthering the mission and vision of the FCS profession. Phase II entails conducting a Summer Institute for online course development including training sessions on Blackboard, Library online services for faculty and the specifics for course requirements. An expert in the field of FCS and pilot testers will provide critiques for the final development of these courses simultaneously. Phase III includes implementation of the courses throughout the academic year which will incorporate learners periodic feedback, instructors' self-appraisal, and university-wide online course evaluation.

OUTPUTS: The products that are essential to Project OTC-FCS have and continue to be disseminated through a myriad of ways: telephone conversations, emails to teachers, department web page, and presentations at conferences. A presentation was made to the South Carolina Association of Family and Consumer Sciences to an audience of 40 professionals and students.Brochures were developed and disseminated at the FCS teacher educators meeting at Association of Career and Technical Education Conference. PARTICIPANTS: The South Carolina State Department of Education, conference attendees, FCS High School teachers, South Carolina schools and district administrators, alumni, Office of Sponsored Programs, Office of Continuing/Distance Education, Family and Consumer Sciences Faculty from SC State University and the University of Georgia, Program Coordinator and Undergraduate Students were all parties who worked on this project. TARGET AUDIENCES: FCS and other professionals with Baccalaureate Degrees who are not currently in the State's PACE (Program of Alternative Certification for Educators) program. Other audiences included working professionals needing certificate renewal credit. PROJECT MODIFICATIONS: Not relevant to this project.

Impacts
Ten online courses were developed and now being offered through or current Masters Degree program in Individual and Family Development and Nutritional Sciences via Blackboard. The demand for online content courses continues to be popular for working professionals. After making a presentation to 50 Family and Consumer Sciences Education professionals across the nation, additional information about our content online courses are being requested. Six hundred people were contacted via US mail, email, and telephone. As a result of, there have been students from many different departments signing up to take the courses developed online with the courses not even being in their major. Teachers in the Program of Alternative Certification for Educators (PACE) program have inquired about the content courses and will be taking the courses as needed. Other requests came from other professionals inquring A Masters Degree in Family and Consumer Sciences Education. The president and board of trustees requested that the unit explore the options of enhancing online courses.

Obj1:Identify and recruit cohort of FCS professional with Baccalaureate Degrees who are not currently in the State's PACE (Program of Alternative Certification for Educator's). Received and responded to over 20 inquiries for Project OTC-FCS online courses as well as the procedures for applying to graduate school at South Carolina State University. FCS507 Apparel and Textiles and FCS599 Special Problems in Family and Consumer Sciences offered in the summer 2008 were advertised at the South Carolina Association of Family and Consumer Sciences (SCAFCS) meeting. The teachers and other professionals across the state of South Carolina were given 50 brochures at the meeting. Obj2:Develop 10 graduate level online FCS subject-matter courses. Completed the four objectives. Project Coordinator was added as a Teacher Assistant for the online courses (i.e.,FCS507 Apparel and Textiles and FCS599 Special Problems in Family and Consumer Sciences offered in the summer 2008) to be developed on Black Board. Obj3:Implement selected courses throughout the year. 5 courses are currently being piloted, Fall 2007, Spring 2008, and Summer 2008 which include FCS507 Apparel and Textiles, FCS514 Marriage and Family Relationship, FCS520 Occupational Education in Family and Consumer Sciences, and FCS599 Special Problems in Family and Consumer Sciences. FCS514 Marriage and Family Relationship, FCS520 Occupational Education in Family and Consumer Sciences have been piloted on blackboard. Sent out the post assessment survey December 12, 2007 to 17graduate students to receive feedback within a few days on their online course experience. Tallied up the results and developed a table for the results collected from the Black Board Post Assessment completed by the students enrolled in the black board courses. Obj4:Establish and expand agreements/partnerships and collaborations with school districts, technology/career centers, and technical colleges to ensure a continuous pool of outstanding, diverse professional FCS educator's. FCS507 Apparel and Textiles and FCS599 Special Problems in Family and Consumer Sciences offered in the summer 2008 were advertised at the South Carolina Association of Family and Consumer Sciences(SCAFCS) meeting. Through the optimal use of online distance education, resources and expanded partnerships, teachers overall competencies will be broadened via cutting-edge technologies. OUTCOMES: Four students responded to the email for the post assessment survey. A follow-up email was sent out for the other students to email their surveys as soon as possible. Tallied up the results from the black board online course post assessment survey from the seven responses received. Developed a table for the results collected from the Black Board Post Assessment completed by the students enrolled in the black board courses. FCS 507 Apparel and Textiles and FCS 599 Special Problems in Family and Consumer Sciences offered in the summer 2008 were advertised at the South Carolina Association of Family and Consumer Sciences (SCAFCS) meeting. The teachers and other professionals across the state of South Carolina were given brochures. 50 were brochures were taken to this meeting. Currently there are not any students enrolled in the Summer 08 courses due to the courses being offered 2nd session. The goals of this project are directly related to the Universities mission and goals that have propelled us into the third millennium. The Department efforts will continue programmatic partnerships with select school districts would help to ensure a continuous pool of outstanding, diverse FCS professionals. Joint ventures between cooperating entities will improve curricular offerings and instructional delivery strategies to increase the quality of academic programs in FCS. The nature and quality of these joint endeavors lend themselves to continuation beyond the grant period and program viability well into the 21st Century.

Objective 1:Identify and recruit cohort of FCS professional with Baccalaureate Degrees who are not currently in the State's PACE (Program of Alternative Certification for Educator's). A contact list of about 100 educators' in the state of South Carolina for recruitment purposes was developed. Over the course of the year, received and responded to over 40 inquiries for Project OTC-FCS on the fall, spring, and summer 2007 courses being offered online as well as the procedures for applying to graduate school here at South Carolina State University. FCS 511 Advanced Meal management and FCS 521 Problems in Family Resource Management offered in the summer 2007 were advertised in the April 2007 addition of the SCAFCS Newsletter sent out to 200. Of the 200, 25 of those were given to SCAFCS students and university libraries. Objective 2:Develop 10 graduate level online FCS subject-matter courses. An evaluation of Individual Family Development 506- Human Sexuality was completed and then sent for review to the McGraw Hill of Higher Education as it relates to textbook used for this course. Project Coordinator was added as a Teacher Assistant for the online courses (i.e., FCS 514 Marriage and Family Relationship and FCS 521 Problems in Family Resource Management) to be developed on Black Board. FCS 502 Curriculum Planning in FCS was reviewed before making it available online and FCS 520 Occupational Education in FCS. Objective 3:Implement selected courses throughout the year. Requested courses for current and future offering of online courses so Project Coordinator can be added as a Teacher Assistant (i.e., FCS 514 marriage and Family Relationship and FCS 521 Problems in Family Resource Management).Five courses are currently being piloted, Fall 2006, Summer 2006, Fall 2007, Spring 2007, and Summer 2007 which include IFD 506 Human Sexuality, NS 516 Nutrition and Health, FCS 511 Advanced Meal Management, FCS 502 Curriculum Planning in FCS, FCS 521 Problems in Family Resource Management, and FCS 520 Occupational Education in Family and Consumer Sciences. Objective 1:Identify and recruit cohort of FCS professional with Baccalaureate Degrees who are not currently in the States PACE(Program of Alternative Certification for Educators).A FCS Graduates follow-up survey was developed, reviewed by the Department Chairperson and sent to the Office of Institutional Research for web posting.Fifty brochures were taken to a South Carolina Association of Family and Consumer Sciences meeting on Feb. 22,2006.75 emails of the brochure was sent to teachers in South Carolina advertising the OTC-FCS Project.The State Department was emailed a copy of the brochure of Project OTC-FCS which was sent out to teachers on the Listserv.A letter of interest was created and then sent out to 127 educators about Project OTC-FCS. Objective 2:Develop 10 graduate level online FCS subject-matter courses. March 6,2006 a meeting was held between VP of Academic Affairs, Principal Investigator and Project Coordinator to discuss Project OTC-FCS. The Summer Institute was held May 22,2006 and end May 24,2006 in Nance Hall Computer Lab with 7 faculty in attendance. All the contracts were completed for the faculty/ consultants participating in the Blackboard training session.A meeting was held between Project Coordinator, Principal Investigator, Assistant Academic Program Director of Educational Technology Services (ETS), and Resource Consultants for Educational Services Technology discussing blackboard training information for Summer Institute.The Resource Consultant for ETS and the Project Coordinator met and we discussed blackboard expectations and received a Blackboard Tutorial CD.A Blackboard survey was developed to be utilized in this summers institute for a pre and post blackboard survey.The librarian, provided training for the 7 faculty/consultants during the summer institute in the library on utilizing library resources.Each consultant/faculty graduated out of the training course and began developing their online courses and their course development was completed on July 31, 2006. Objective 3:Implement selected courses throughout the year.A meeting between the Principal Investigator and the Department Chairperson discuss the rotations of the ten online courses.Two courses are currently being piloted, Fall 2006, which include IFD506 Human Sexuality and NS 516 Nutrition and Health. Teachers in the Program of Alternative Certification for Educators (PACE) program have inquired about the content courses and will be taking the courses as needed.South Carolina State University has been asked to join the consortium (Great Plain-Interactive Distance Education Alliance)with twelve other midwestern states.The president and board of trustees is now requesting that we explore the options of enhancing online courses.
