Goals / Objectives
The mission of the GC-CESU is to facilitate collaborative research, education and technical assistance pertaining to the human and natural environment, within and beyond the region, among federal and state agencies, universities, and non-governmental organizations. Objectives of the CESU network are to define and prioritize directions for future research, conduct high quality scientific research, provide technical assistance to federal agencies and foster cooperative educations programs.
Project Methods
Over the next 5-years the GC-CESU will concentrate on the following themes. Research direction, critical issues for the management of coastal landscapes and understanding ecosystem change and response to climate change.

Impacts
What was accomplished under these goals? There are currently 43 university partners and NGOs in the GCCESU network. DOD, NPS, BLM and USFWS partnered with the universities and NGOs in the network to initiate and conducted over 25 new projects.

    Outputs
    Target Audience: The Gulf Coast CESU held its annual meeting in San Antonio, TX at the Hyatt Regency Hotel on March 5-6, 2013. The primary focus of the meeting included review and update of the current Strategic Plan, discuss opportunities for stronger programs with federal agencies, and collaboration among partners. The business meeting also included an update from the national CESU office. An afternoon session included a field tour of Lackland Air Force Base and Mission San Jose y San Miguel de Aguayo. Amendment adding LSU Agricultural Center and the Gulf Coast Bird Observatory to the GC-CESU was finalized this year. The mission of the GC-CESU has been fulfilled through the combined efforts of a group of dedicated principal investigators at the partner universities who engage with federal partners, assess their needs, identify opportunities, and conduct research and develop high quality programs that are mission relevant.

      Target Audience: Target audiences reached for this reporting period is the participating universities, non-governmental organizations and federal partners that are members in the Gulf Coast Cooperative Ecosystem Studies Unit. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided? Technical assistance and education projects commonly include participation by undergraduate interns. Through the National Park Service, there have been several GC-CESU projects that have involved student internships at national parks across the United States. How have the results been disseminated to communities of interest? The Gulf Coast Cooperative Ecosystem Studies Unit membership consist of 32 university partners, 4 non-governmental organizations, and 11 federal partners. What do you plan to do during the next reporting period to accomplish the goals? The mission of the GC-CEESU facilitaties collaborative research, education and technical assistance pertaining to the human and natural environment, within and beyond the region, among federal and state agencies, universities and non-governmental organizations. This mission through the combined efforts of a group of dedicated principal investigators at the partner universities who engage with federal partners, assess their needs, identify opportunities, and conduct research and develop high quality programs that are mission relevant.

        Progress 01/01/12 to 12/31/12

        OUTPUTS: The GC-CESU successfully completed the second 5-year renewal and self-assessment required every 5 years for all CESUs. Amendments to our renewal adding University of Texas - Pan American and University of South Alabama were finalized this year. We are in the process of finalizing our annual meeting that will be held in San Antonio, TX, March 4-6, 2013 at the Hyatt Regency Hotel. PARTICIPANTS: One of the responsible individuals that worked on this project is Robert Todd Snelgrove, Coordinator of the GC-CESU. TARGET AUDIENCES: Not relevant to this project. PROJECT MODIFICATIONS: Dr. Wilkins is no longer responsible for the Gulf Coast CESU. Responsible individual is Robert Todd Snelgrove, Coordinator of the Gulf Coast CESU.

        Progress 01/01/11 to 12/31/11

        OUTPUTS: The GC-CESU held its annual meeting in St. Petersburg, FL at the University of South Florida on October 25-27, 2011. This year's annual meeting was a southeast region-wide meeting involving four CESUs: The Southern Appalachian Mountains, the Piedmont-South Atlantic Coast, the South Florida-Caribbean, and the Gulf Coast CESU. During the course of the joint CESU meeting, each of the four individual CESUs held its annual business meeting. The GC-CESU meeting included discussion of the upcoming 5-year review with input from Tom Fish, national CESU coordinator; as to the review process. Also included was a federal managers panel discussion with topics to include: overview of process, cooperative agreement approval, competition, and project accountability. The amendments adding Valdosta State University, Dauphin Sea Lab and Columbus State University were finalized this year. PARTICIPANTS: The Gulf Coast Cooperative Ecosystem Studies Unit membership consist of 27 university partners, 4 non-governmental organizations, and 11 federal partners. TARGET AUDIENCES: Not relevant to this project. PROJECT MODIFICATIONS: Not relevant to this project.

        Progress 01/01/10 to 12/31/10

        OUTPUTS: The GC-CESU facilitates research, education and technical assistance by university and non-governmental organizations funded by federal government agencies. The GC-CESU held its annual meeting in Orange Beach, AL at the Perdido Beach Resort on October 25-27, 2010. The meeting included an annual business meeting with reviews and updates from the CESU national level and reviews of new contracting procedures. A field tour of Gulf Island National Seashore with a focus on Oil Spill Recovery and Natural Resource Damage Assessment (NRDA) efforts. Panel discussion with local fishermen, business, and tourism interests to hear first-hand how they have been impacted and their views regarding damage assessments, assistance, research and extension, and community needs. Overview of new featured efforts, and engagement among university and federal partners to establish on-going relationships for meeting federal agency needs through CESU projects. The amendment adding The Bureau of Ocean Energy Management, Regulation and Enforcement, The University of Arkansas Pine Bluff and Texas AgriLife Extension Service to the GC-CESU was finalized this year. PARTICIPANTS: Nothing significant to report during this reporting period. TARGET AUDIENCES: Nothing significant to report during this reporting period.         Progress 01/01/09 to 12/31/09

        OUTPUTS: The annual meeting of the GC-CESU was held via teleconference on October 29, 2009 for all university and federal partners. Emerging or continuing issues expressed during the call by a majority of federal partners were global climate change and regional partnerships, while university partners would like to see an increased diversity in federal partners at all personnel levels using the GC-CESU cooperative agreement mechanism. New federal and university partners added since last reporting are U.S. Fish & Wildlife Service, National Oceanic and Atmospheric Administration, Bat Conservation International, University of Texas at Brownsville, and Florida State University.         Progress 01/01/08 to 12/31/08

        OUTPUTS: The GC-CESU held its annual meeting in Orlando, Florida at the University of Central Florida on October 28-30, 2008. This year we were part of a regional meeting of the Piedmont South Atlantic Coast CESU, and South Florida Caribbean CESU. Needs, perspective and updates were provided by the federal partners. University partners from each CESU in attendance presented a brief highlight of their on-going projects. Drs. Shaw, Lopez and Sweeney brief the group on the Academic Engagement Workshop for Southeast Regional Partnership and Sustainability (SERPPAS). The US Fish and Wildlife Service has expressed an interest in joining the GC-CESU as an agency member. The amendment adding USFWS to the GC-CESU should be finalized in the near future. PARTICIPANTS: The Gulf Coast Cooperative Ecosystem Studies Unit membership consist of 21 university and 8 federal partners. TARGET AUDIENCES: Not relevant to this project.         Progress 01/01/07 to 12/31/07

        OUTPUTS: An annual meeting was held in Biloxi, MS for all GC-CESU university and federal partners. Needs, perspective and updates were provided by the federal partners. The university partners in attendance presented a brief highlight of their on-going projects thru the GC-CESU. Drs. Wilkins and Lopez briefed the group on the Academic Engagement Workshop for Southeast Regional Partnership and Sustainability (SERPPAS). A recommendation from the workshop was to form a partnership among the GC-CESU and the Piedmont-South Atlantic-CESU and SERPPAS. The GC-CESU successfully completed the 5-year renewal and self-assessment required every 5 years for all CESUs. Next year, a joint meeting with the Piedmont-South Atlantic CESU is planned for late September, early October time frame. PARTICIPANTS: The Gulf Coast Cooperative Ecosystem Studies Unit membership consist of 21 university and 8 federal partners.

        The Gulf Coast Cooperative Ecosystem Studies Unit (GC-CESU) increased in membership this year with the addition of the U. S. Army Corps of Engineers as a federal partner. An annual meeting was held at the Hilton Garden Inn, The Woodlands, Texas where potential projects and the five year renewal self assessment were discussed. A potential for a significant new project between the Department of Defense and the Texas A&M Institute of Renewable Natural Resources concerning partnership for planning and sustainability.

        Progress 01/01/05 to 12/31/05

        Outputs
        The Gulf Coast Cooperative Ecosystem Studies Unit increased in membership this year with the addition of the National Marine Fisheries Service as a federal partner, and the LBJ Wildflower Center, Rice University, the University of New Orleans, and Stephen F. Austin University as university/NGO partners. An annual meeting was held in College Station, Texas where potential projects and progress on our Strategic Plan were discussed. A significant new project is between the Department of Defense and Texas A&M University concerning conservation efforts at Ft. Hood, Texas. A meeting is being planned to focus efforts on responding to the ecological consequences of hurricanes Katrinia and Rita on the Gulf Coast.
