It has become increasingly evident that each region of the country needs a regional pesticide laboratory with funding and staffing specially designated for carrying out the highest priority research of the region on pesticide residues for minor crops or minor uses. Perform pesticide and biologic research, fund appropriate portions of such research at other laboratories, and encourage and fund essential field activities to obtain samples and determine efficacy of pesticides and biologics for minor or special uses.

Goals / Objectives
To perform or have performed essential chemical analytical services for obtaining data for registration clearance of pesticides and drugs used on minor species or for minor uses on major species in the Northeast. To work cooperatively with laboratory and field researchers of the Northeast on data collection essential to obtaining registration clearances. To conduct appropriate research on methodology related to obtaining residue information for registration clearance.
Project Methods
The regional laboratory will do its services under advice from the IR-4 project coordinator, and appropriate representatives from the NE Regional Pesticide Committees (NE-115 and IR-4). The regional laboratory will work closely with other pesticide laboratories in the region and utilize these laboratories for certain analytical needs. In these instances some funds may be available for contracting for this service. The results of the analytical research will be submitted to IR-4 for its use in petitioning for registrations.

Outputs
The Northeast Regional IR-4 Program contributes to the national effort of the IR-4 Project to develop residue data in support of petitions for the approval of new registrations and approved uses for pest control agents on minor crops and ornamentals in the United States. During the period covered by this report the Northeast Regional IR-4 Program completed 167 magnitude of residue field trials, 317 ornamentals trials, and 36 performance/efficacy trials. The Northeast Regional IR-4 Laboratory completed 35 analytical studies, encompassing 216 residue trials. Quality assurance audits of facilities were performed for 6 sites and in-life audits were performed for 32 field studies and 32 analytical studies. Quality assurance audits were also completed for 37 Analytical summary reports and the associated raw data, 274 Field Data Books, and 40 final petitions.

Impacts
The results from the Northeast Region IR-4 Laboratory, together with those generated by other partners in the IR-4 program, resulted in the approval by the US EPA of over 1000 new uses for pest control agents on minor crops during the period covered by this report.

The Northeast Regional IR-4 Program contributes to the national effort of the IR-4 Project to develop residue data in support of petitions for the approval of new registrations and approved uses for pest control agents on minor crops and ornamentals in the United States. During the period covered by this report the Northeast Regional IR-4 Program completed 83 magnitude of residue field trials, 150 ornamentals trials, and 9 performance/efficacy trials. The Northeast Regional IR-4 Laboratory completed 16 analytical studies, encompassing 113 residue trials. Quality assurance audits of facilities were performed for the analytical laboratory and in-life audits were performed for 15 field studies and 15 analytical studies. Quality assurance audits were also completed for 17 Analytical summary reports and the associated raw data, 98 Field Data Books, and 20 final petitions.

Impacts
The results from the Northeast Region IR-4 Laboratory, together with those generated by other partners in the IR-4 program, resulted in the approval by the US EPA of over 500 new uses for pest control agents on minor crops during 2003.

The Northeast Regional IR-4 Program contributes to the national effort of the IR-4 Project to develop residue data in support of petitions for the approval of new registrations and approved uses for pest control agents on minor crops and ornamentals in the United States. During the period covered by this report the Northeast Regional IR-4 Program completed 84 magnitude of residue field trials, 167 ornamentals trials, and 27 performance/efficacy trials. The Northeast Regional IR-4 Laboratory completed 19 analytical studies, encompassing 103 residue trials. Quality assurance audits of facilities were performed for five field sites and in-life audits were performed for 17 field studies and 15 analytical studies.Quality assurance audits were also completed for 20 Analytical summary reports and the associated raw data, 176 Field Data Books, and 20 final petitions.

Progress 01/01/01 to 12/31/01

Outputs
The Northeast Region IR-4 Laboratory submitted data for one hundred sixty-nine food-use projects. Seventy-eight Field Data Books for 2000 and three for 1999 (two years trial) were reviewed and sent to the designated QA reviewer or IR-4 Headquarters. Eighty-eight residue trials were completed at the NE Regional Laboratory. Seventy-nine field trials were started in the NE Region during the 2001 growing season. There were ninety-six residue projects originally scheduled for the NE Laboratory. After canceling, redistribution and addition of projects, the NER Lab received one hundred and two projects. One hundred thirty-eight reports were submitted for ornamentals work conducted in 2000. One hundred thirty-four ornamental trials were funded in 2001. In addition thirty performance (efficacy and phytotoxicity) trials were performed by twelve researchers. GLP facility audits were conducted at three field sites. In-life audits were done for twenty-four lab projects and eight field projects. QA Audits were completed on ninety-four Field Data Notebooks, Raw Data for fifteen laboratory studies and fifteen Analytical Summary Reports.
