Outputs This project resulted in substantial input dealing with rangeland policy assessments at local and regional levels. Local policies dealt with land use decisions in Owyhee County, Idaho. Economic and social assessments allowed policy-makers and land managers to formulate plans with the use of this data and analysis. Policy assessments which were more regional in nature dealt with issues such as the potential listing of the Greater Sage Grouse as threatened or endangered and the use of pinyon and juniper as a source of fuel for power generation. These latter regional analyses were done with colleagues under the auspices of Western Regional Project W192. These provided information for policy makers, land managers and clientele groups on important policy issues related to rangelands in the western U.S.
Impacts The Owyhee County and Birds of Prey Area social and economic assessment was used by the Bureau of Land Management and others to formulate public land policy in southwestern Idaho. Owyhee County Commissioners, the Shoshone-Paiute Tribe and the Owyhee Initiative Working Group have used the assessment in formulating the Owyhee Initiative. Sage grouse reports were cited and used in the decision process on listing the species under the Endangered Species Act. Ranch value modeling effort suggests that ranch values have changed through time and that the value of Great Basin and New Mexico ranches is not as dependent on livestock carrying capacity or livestock income.

Outputs Publication outlets are being explored for Owyhee County and Four County Assessment. Ranch value project is nearing completion. Additional ranch appraisal data have been added to the database and are currently being analyzed. Results will be reported at professional meetings in 2005. Symposium is planned on the production and economic impacts of cattle distribution practices, resulting from a regional research effort that included representatives from Montana, Oregon, Wyoming, Idaho and New Mexico.

Outputs A project detailing the social and economic situation in Owyhee County was completed in cooperation with the Bureau of Land Management. Ranch-level economic models were completed for 4 model ranches in the county. Regional Input-Output models were constructed and used to assess potential economic impacts of grazing policies. A social assessment was also completed for four southwestern Idaho counties (Owyhee, Canyon, Ada and Elmore). Ranch sales data were gathered from Farm Credit Services and other appraisers in Idaho, Nevada and Oregon. Data is being used to develop hedonic ranch value models in a cooperative project with New Mexico State University and U.S. Forest Service Research (Rocky Mountain Station).
Impacts Social and economic assessment is being used to formulate public land policy in SW Idaho. Ranch value modeling effort suggests that ranch values have changed through time and ranches are not as dependent on livestock carrying capacity in determining value.

Outputs Another cooperative research project was initiated with the Bureau of Land Management to update economic models for Owyhee County, Idaho; survey users of the Birds of Prey Area; update social assessments of Owyhee County; and develop a regional input-output model for the 4-county area in SW Idaho. Economic models developed through multistate project W-192 have been used to assess ranch level economic impacts of land management policy changes. Support for the Policy Analysis Center for Western Public Lands continued through 2002, resulting in the completion of projects dealing with Pinon-Juniper woodlands and sage grouse.
Impacts The project describes resource management policy alternatives for public lands in SW Idaho that employ current social and economic information. Information generated will be useful to a multitude of federal and state agencies, along with local governmental units.

Outputs A cooperative research project to assess the social and economic impacts of public land policies was completed with the Bureau of Land Management (BLM), Idaho Department of Lands (IDL), the Lower Snake District Grazing Advisory Board and Owyhee County, Idaho. Results have been used to formulate a Resource Management Plan (RMP) by the BLM. Papers have also been published in a symposium proceedings. Work is continuing on this project to develop ranch-level and regional economic models that will be used in a multi-state research project (W192). Similar methodologies and models will be used in 6 western states to analyze the economic impacts of public land policy issues. Expertise was also provided to the Policy Analysis Center on Western Public Lands (PACWPL) on a project dealing with the use of Pinon and Juniper biomass from western public lands to generate power. Reports on this project will be released by PACWPL in early 2002.
Impacts Resource management policy alternatives for 1.8 million acres of public lands were formulated with better information relating to the social and economic impacts than had each agency and interest gathered data and performed their own analysis. A similar project is planned for another resource area within the county during 2002-03. Economic models have also been used by the county to analyze zoning changes.

Outputs Owyhee County economic models are nearing completion. Livestock budgets generated through this project have been used to develop General Algebraic Modelilng System (GAMs) models, in consultation with other researchers involved with regional project W192. These models will be used to estimate the economic impacts of policy changes (grazing fee increases, changes in seasons of use and allocation of federal grazing use) at the ranch level. A county input-ouput model has also been developed, with ties to the ranch-level model. A social assessment of the county has also been conducted. Reports from these three components have been conveyed to the Bureau of Land Management, Idaho Department of Lands and Owyhee County. Papers from these three subject areas have also been drafted that will included in the WCC-55 Symposium Proceedings, to be published in early 2001. The input-output model has been used by the county to estimate the economic impacts of planning and zoning
regulations, public land policy and alternative long range planning efforts. Efforts are also underway with the Idaho State Department of Agriculture to estimated the economic impacts of leafy spurge and cheatgrass infestations on the state.
Impacts The economic and social assessment of Owyhee County has been used by federal and state agencies, along with local government officials to assess the economic and social impacts of federal, state and local policies. Progress reports were used extensively in revising the Owyhee Resource Management Plan, which will guide public land management in the area over the next 10-20 years.

Outputs Analysis of data from the Hall Ranch Study (Seasonal Aspects of Riparian Grazing)is in progress. Analysis of costs and returns of Owyhee County cattle ranches was completed using LBUDGET software prototype. Construction of a regional input-output model for the county as a social assessment was also completed. Progress reports were filed with the Bureau of Land Management and Owyhee County.
