Goals / Objectives
We will evaluate the economic well-being and behavioral responses to government policy of older people and people with disabilities in a cross-national context. We will develop comparable longitudinal data sets to perform these analyses. We will make these data available to the broader research community.
Project Methods
We will use social science based theory to empirically test the behavioral responses to policy as well as the economic well-being of older persons and people with disabilities using data from the Panel Study of Income Dynamics, the German Socio-Economic Panel, the Health and Retirement Study and the Luxembourg Income Study.

Progress 10/01/08 to 09/30/09

Outputs
OUTPUTS: During late 2008, we updated our German SOEP and CNEF files. In October 2008, we began sending our German SOEP 1894-2007 and equivalent file 1980-2007 containing data from the BHPS-GSOEP-HILDA-PSID-SHP-SLID. These data have been sent to over 160 research teams. We expect to start sending the next wave of our data in December, 2009. PARTICIPANTS: The Swiss Panel Household in Lausanne, Switzerland joined the CNEF data project this year. There has also been strong interest from the Korea Labor Institute in joining the project. TARGET AUDIENCES: Nothing significant to report during this reporting period. PROJECT MODIFICATIONS: Nothing significant to report during this reporting period. PARTICIPANTS: The CNEF data set can only be compiled with the collaboration of the following partner organizations: Deutsches Institut fur Wirtschaftsforschung Berlin (DIW, SOEP), University of Essex (BHPS), the University of Melbourne (HILDA), the University of Michigan (PSID), the University of Toronto (SLID) and the University of Lausanne (SHP). TARGET AUDIENCES: The target audience is the international research community. Last year, over 160 research organizations requested data that we developed here at Cornell University. PROJECT MODIFICATIONS: Nothing significant to report during this reporting period.

These data are being used to estimate the economic well-being and behavioral consequences of social policy on older people in the United States, Great Britain, Canada, the Federal Republic of Germany, Switzerland, and Australia.

OUTPUTS: During 2008, we updated our GSOEP and CNEF files twice. We began sending our GSOEP 1894-2006 and equivalent file 1980-2006 containing data from the BHPS-GSOEP-HILDA-PSID-SLID out in April 2008. To date these data have been sent to over 100 research teams. In October 2008, we began sending our GSOEP 1984-2007 and equivalent file 1980-2007 containing data from the BHPS-GSOEP-HILDA-PSID-SHP-SLID. To date, these data have been requested by over 70 research teams from around the world. We expect to start sending the next wave of our data in October, 2009. PARTICIPANTS: Nothing significant to report during this reporting period. TARGET AUDIENCES: Nothing significant to report during this reporting period. These data are being used to estimate the economic well-being and behavioral consequences of social policy on older people in the United States, Great Britain, Canada, the Federal Republic of Germany and beginning with our most recent release, Australia. We expect to send the next wave of our data in January, 2008.

The data developed from this project have significantly increased empirical analyses of the employment and economic well-being of older people from a cross-national perspective. The substantive research from this project has helped policymakers better understand how social programs ameliorate the economic risks of exits from the labor force.

In addition to updating the data discussed above, we will for the first time include data from Australia. We expect to send the next wave of our data in January, 2007.

Outputs
We have completed this project. Over the years we have shown the usefulness of using comparable longitudinal data in tracing the relative employment and economic well-being of older populations in the United States and Germany. In the last year of our project we have added the British Household Panel Survey and the Canadian Survey of Labour Income Dynamics to our other two panels. This year we sent these data to over 100 research teams around the world. We have also published the first paper using these four data sets. The paper evaluates how household income varies after long term exit from employment in the four countries.

We have continued our work showing how the economic well-being of older persons has varied over the last decades in the United States and Germany using data from the German Socio-Economic Panel and the United States Panel Study of Income Dynamics. Last year we added the Canadian Survey of Labor Income Dynamics to the other panels. We have also established the fact that accommodation by firms reduces the speed at which men with disabilities apply for government disability transfer payments using data from the Health and Retirement Study.
