This pilot project, Dopble Kopble (DK), aims to to increase access to local produce for SNAP participants to promote health and food security by doubling EBT benefits, or a 50% discount,for local produce.The DK program will work with a local community SNAP firm to create the discount EBT electronic systemin eight (8) locations during the program. There will be targeted marketing to promote the pilot program. Feasibility and acceptability will be assessed using one-to-one interviews and digital surveys administered on site withSNAP/SNAP-Ed participantsand with Pay-Less Supermarkets staff .

Goals / Objectives
This pilot project, Dopble Kopble (DK), will directly benefit SNAP participants throughout Guam an underrepresented GusNIP Nutrition Incentive Program (NIP) population as this is the first of its kind. The overall goal of this pilot project is to increase access to local produce for SNAP participants to promote health and food security by 1) establishing the infrastructure for future projects in established SNAP firms and 2) collecting process evaluation data to assess NIP acceptability and feasibility and identify NIP needs for other SNAP firms.The DK program will be implemented daily in eight (8) locations of a well-established SNAP firm for three months (March to May) or until funds run out. Firm locations are located throughout Guam with four (4) in the north, three (3) central, and one (1) south - the most to least populated regions, respectively. There will be a 1:1 match for any local fresh produce purchased with SNAP EBT, meaning a 50% discount will be automatically applied using an electronic system developed by the DK program partner, Pay-Less Supermarkets.Pay-Less Supermarkets is a long-standing partner with the local SNAP-Ed hosting cooking demonstrations and participating in the social marketing campaign. SNAP-Ed activities will continue during this pilot project. Process evaluation will be conducted with SNAP/SNAP-Ed participants at the pilot locations and with Pay-Less Supermarkets staff using one-to-one interviews and digital surveys administered on site. This data will be used to inform larger scale projects to further decreased nutrition insecurity and improve health of island residents.
Project Methods
In the first month of the project, SNAP-authorized firm(s) will be identified and recruited. Formative evaluations with the firm will be conducted to identify the nutrition incentive program needs and foster the partnership. In collaboration with the firm, in-kind personnel specializing in POS operations will assist with developing discounts on qualifying produce (i.e., local fresh fruits and vegetables) for nutrition incentives at POS for SNAP/EBT customers. Efforts will be made to evaluate the process of Dopble Kopble (DK) incentives prior to launching the program. Once the electronic system is finalized, Pay-Less Supermarkets will conduct training for all eight (8) locations.In month three (3), DK personnel and SNAP firm (i.e., Pay-Less Supermarkets) marketing personnel will finalize the targeted marketing and program promotion plan and create the DK marketing material, both print and digital. The DK marketing campaign will be launched one month prior to the nutrition incentive program beginning and remain for the duration of the program (or until funds run out). Existing SNAP-Ed resources will be identified and used to leverage and promote to enhance project goals in the month following.By month six (6), the nutrition incentive pilot project is expected to launch across all eight (8) firm locations. Process evaluations will be ongoing from months two (2) to eleven. Upon completion of the project, nutrition incentive program reports will be created to capture feasibility, acceptability, successful elements, and components to improve.
