Non Technical Summary
The Southern IPM Center champions the development and adoption of integrated pest management (IPM); the science of managing pests while protecting people, the environment, and economy. The Center engages broadly with stakeholders to identify and address regional pest priorities in agriculture, communities, and natural areas. Through the broader implementation of research findings, the Center collaboratively works to: (a) improve development and adoption of IPM through regional pest management information networks, collaborative team building, and broad-based stakeholder participation; (b) strengthen collaboration across states, disciplines, and purposes; and (c) increase coordination and improve efficiency of IPM research and extension efforts. The Center has four principal strengths that advance these goals: IPM Recognition, Networking, Funding Opportunities, and Data-Driven IPM. They allow the center to identify and mobilize the partners needed to address an issue, maintain a working relationship and open communication channels with them, provision resources to facilitate the needed cooperation, and provide access to needed information in an efficient way to affect change. In addition, the Center takes an active role in four Signature Programs: Climate Change, IPM Identity, Early Detection and Rapid Response, and Protection of Pollinators and Other Beneficial Insects. While these are not all of the issues facing the Southern region, they are ones that the Center has the greatest potential to affect change through its direct involvement and limited resources. The Center also has a supplemental proposal to support continued leadership and coordination of the national IPM Information Systems.

Goals / Objectives
The goals of the project are to:(a) Improve development and adoption of IPM through regional pest management information networks, collaborative team building, and broad-based stakeholder participation;(b) Strengthen collaboration across states, disciplines, and purposes; and(c) Increase coordination and improve efficiency of IPM research and extension efforts.In addition the goal of the Informaiton Supplementis to develop and maintain a National IPM Information System to serve as a resource for IPM researchers, extension staff, educators, and practitioners. The systems involved will improve project outcome reporting, increase network communication, increase use and availability of datasets, dataset utility and use tracking, and provide a forum to direct systems evolution and partner network expansion.
Project Methods
Four principal strengths, IPM Recognition (§C.b.iv), Networking (§D), Funding Opportunities (§G.1), and Data-Driven IPM, allow the Center to capitalize on the opportunities available for advancing the goals. These strengths allow the Center to identify and mobilize partners while maintaining a working relationship with open communication, provision resources to facilitate essential cooperation, and provide efficient access to information to affect change. Data-Driven IPM is reflected in the extensive use of technology in this project to database relevant information, work with partners maintaining those data sources, and effectively leverage the combined knowledge to inform decisions. The Center's Data-Driven focus is one reason why this proposal includes the IPM Information System (IPM IS) Supplement.While the principal strengths of the Center are leveraged to address any issues within the region, four Signature Programs are highlighted in this proposal: Climate Change, IPM Identity, Early Detection and Rapid Response, and Protection of Pollinators and other Beneficial Insects. While these are not all of the issues facing the Southern region, they are ones that the Center has the greatest potential to affect change through its direct involvement and limited resources.Evaluating and Communicating ImpactThe Center has collaborated with its partner Regional IPM Centers on impact evaluation, outreach, and communication for more than a decade. Collaboration in these areas will continue through national meetings, inter-Center Zoom calls (approximately monthly) and frequent Basecamp, email, and telephone exchanges.i. The evaluation specialist participates in all Center program planning to identify indicators, outputs, and outcomes as well as ensure evaluation and assessment plans are in place to document impacts. An internal reporting system is in place for quarterly impact assessments and will also be used to aggregate information and synthesize reporting procedures.ii. Center funded projects are required to submit final reports that are then used to evaluate the impacts of their projects. These reports will be reviewed by the evaluation specialist and compiled to demonstrate successful IPM project implementation methods.iii. The Regional IPM Centers' collective grants management system facilitates the standardization of evaluation metrics for funding opportunities. Reporting in the Grant Management System (GMS) is being developed through intra-regional collaboration to not only allow for standardized evaluation metrics, but also the ability to aggregate and synthesize reports across the regions.v.. Throughout all Center evaluation activities, the Evaluation Specialist and Communication Director collaborate closely to ensure outputs and outcomes are identified and publicized. Relevant regional successes are also identified and collected through the Communication Director's information gathering, which contribute to the Center's regional impact data. The Communication Director also develops and distributes content that communicates project outputs and impacts to target audiences and participants (see logic model). The major components of this effort are described in detail in vivi.Evaluation of logic model components: An internal reporting system is in place to track Center activities and how they relate to the logic model and its components. Outputs and Outcomes, along with every other component of the logic model, have been extensively linked in order to provide detailed project impact reporting as well as how any given Center activity or product contributes to identified outcomes (visual representation of these linkages: https://southernipm.org/logic-model/). Individual evaluation methods and indicators are in place and vary for any given output or outcome. Multiple evaluation reports are planned throughout the four year period to demonstrate Center progress and impact. Quarterly impact assessments to Center staff will provide an update on Center outputs and progress towards Center goals. The annual report delivers an annual summary of these outputs and their related impacts and is shared with all Center stakeholders. Outcome measures will be reported separately in three different formats: (a) short term outcomes will be summarized and reported on an annual basis to demonstrate stakeholders' change in knowledge, (b) medium term outcomes will be consciously selected and summarized at the end of year three and four to report stakeholder's change in behavior, and (c) long term outcomes will be reported in the format of a case study at the end of year four. Progress reports and continuation reports will be compiled and submitted to USDA-NIFA upon request.

Target Audience:Our diverse stakeholder audience includes, but is not limited to: researchers (public and private sectors), extension agents and administrators, land grant faculty and students, land managers, agricultural workers, underserved and minority populations, state and federal policy makers, partners (EPA, USDA, SERA, etc.), consultants, pesticide safety education program educators, consumers, the general public, etc. We are amplifying our efforts to consciously target DEI and historically underrepresented/underserved stakeholders. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided? Three PMSP workshops in the Southern Region. Gave 11 presentations on various support tools to a total of 443 participants. Oneevaluation workshop with Puerto Rico IPM Extension Professionals. How have the results been disseminated to communities of interest?The Southern IPM Center utilizes a variety of communication channels to disseminate results/information to communities of interest. Newsletters, email listservs, websites, social media platforms, photojournalism platform, University news publications, webinars, podcasts, presentations, conference posters/presentations, journal articles, networking at regional and national committee meetings and working group meetings, our advisory council and steering committee, among others, all contribute to the Center's communication channels. What do you plan to do during the next reporting period to accomplish the goals?1) IPM Grants Manage the reporting process and publicize grant project results. Prepare and manage the next round of grants. 2) Friends of IPM Present two remaining 2024 awards. Prepare and manage the next round of awards. Target advertising to attract more diverse audiences and states, including 1890s land grant institutions, Puerto Rico, and the U.S. Virgin Islands. Continue to promote the IPM Ambassador awards program. 3) Data-driven IPM Continue development and management of IPM Data database and website. Continue recruitment of project leads for EPA/OPMP priorities. The first of its kind, a pest-centric PMSP, is under development for diamondback moth. Facilitate currently planned PMSP workshops for crapemyrtle, rice, cotton (delta), sugarcase, and diamondback moth. Continued participation in the North Central's National Right-of-Way PMSP 4) Networking Continued facilitation of advisory council meetings, SERA3 meetings, and Regulatory Science Network coordination. Continued participation in Regional IPM Centers meetings, regional and national committee meetings, and regional and national working group meetings. Continued involvement in the National IPM Symposium planning committee as well as attending said Symposium. Co-Director Magarey is the current chair of the National IPM Coordinating Committee and planning the next meeting in Washington, DC. Continued ARDP and EIP PD collaboration support. Continued organizing efforts to develop the Southern IPM Roundtable as a virtual venue for State IPM Coordinators to assemble around topics of interest and regional priorities. Collaborate with other Regional Centers to analyze and share the results of the State IPM Infrastructure survey. Continue to facilitate meetings with all four Regional Centers and USDA-OPMP. 5) Core Continue to improve offered services and support our stakeholders throughout the region. Migration of Southern IPM Center and Regional IPM Websites from Mura to Wordpress. 6) Climate Change Finish analyzing results of the first focus group. Conduct the second climate-smart pest management focus group. Develop adaptive capacity questionnaire. 7) Early Detection and Rapid Response Continue discussions with stakeholders in coordination with USDA OPMP. Continue network development and promotion. 8) Pollinators Continued support of North Central IPM Center pollinator working groups, including recruiting additional working group members. Disseminate working group findings once available. Promote pollinator working groups through Southern IPM Hour webinars. Use of Connect to track working group growth. 9) IPM Identity Finalize the networking analysis questionnaire, submit IRB, and conduct pilot. Analyze results and launch the full survey. Development of This is IPM campaign and website. Planning and development of the Southern IPM Podcast. 10) IPM Information Supplement Continue support for our stakeholders through current offerings. Continue support for our stakeholders through current offerings. Continue development of contact database. Continue PMSP and Crop Profile development support for the other Regional Centers. Continue support for our stakeholders. Continue discussions on logic model website improvements and additional sources of funding for further development. Continue discussions on InterAgency Database improvements, partner connections, and data entry. Assemble the usage review panel and begin discussions on reporting dashboard development. Continue to expand statistics delivered through Connect so working groups and organizations can see their contributions. This will include Google Analytics data where the collaboration has a website hosted by the centers. Add the concept of "Support" to the collaborations to indicate grants and in-kind support they have received. This will allow for sponsoring organizations to see both downstream and long-lasting use of digital assets.

Impacts
What was accomplished under these goals? 1) IPM Grants Southern IPM Grants RFA was revised and released and publicized to stakeholders, 32 proposals were received. 11 grants totaling $340,152 were awarded and publicized: 5 working groups and 6 seed projects representing 13 of the 15 states/territories in the region 4 of the 2023 grants received NCEs while the remaining 4 grants concluded and submitted reports. These 4 projects collectively published 55 publications, reached over 13,000 people, and secured nearly $350,000 in leveraged funds, a 2.5:1 ratio 2) Friends of IPM Friends of IPM request for nominations was developed, released, and publicized to stakeholders in the region, 31 nominations were received, 11 awards were awarded. 6 Friends of IPM awards have been presented in-person at various locations and 4 awards were mailed to the respective recipients at their request The IPM Ambassador Travel Grant Program was announced with RFA revision after 6 months and has received 10 applicant submissions, 2 IPM Ambassador travel grants have been awarded 3) Data-driven IPM Planned and facilitated three PMSP workshops in the Southern Region Awarded 1 IPM document grant Crapemyrtle totaling $12,399 Continued development and management of the IPM Data website, which received 23,668 page views in 8,898 visits from 6,913 users 6/1/23-5/31/24 4) Networking 2 advisory council meetings were facilitated with an average of 25 participants. 7 Regional IPM Centers meetings were conducted SERA3 meetings were held to finalize the 2024 priorities document, which was published on our website on 1/24/24 ARDP and EIP PD collaboration support is ongoing, 5 presentations were hosted through the Southern IPM Hour Staff regularly participated in various regional and national committee meetings including: NIPMCC, FIPMCC, International IPM Symposium Steering Committee, Farmworker Collaborative Group, and Caribbean Islands Stakeholders Collaboration Team The Center supports various working groups and staff regularly attend regional and national working group meetings 5 commodity/pesticide specific queries were distributed as part of the Regulatory Science Network coordination Facilitated 4 quarterly meetings with all 4 Regional Centers and USDA-OPMP Conducted a focus group on Eco-efficiency A special issue in Frontiers in Insect Science and Frontiers in Agronomy was launched 5) Core Continued development and management of the Center's website, which received 14,936 page views in 7,663 visits from 5,497 users 6/1/23-5/31/24 Continued use of various social media platforms including X (1,745 total followers), Facebook (684 total followers), and YouTube (106 total followers) 6/1/23-5/31/24 Communication consultations and assistance services provided support to stakeholders in the region and included consulting on podcast hosting with the Tactical Sciences Network 13 newsletters were sent using Mailchimp to an average of 442 subscribers with an average open rate of 47% Published 1 article on our photojournalism platform Exposure which has received 13,823 all time views Wrote 2 articles for CALS Employee Portal News 7 Southern IPM Webinars were produced, with a total of 167 RSVPs and 114 live audience members. On average polled audience members their understanding of the respective topic area, improved their understanding of the importance of IPM, and would recommend the respective webinar to a colleague The 2023 Annual Report was developed and published on our website Technology consultations and assistance services provided support to stakeholders in the region and included advising on online hosting capabilities, EDDMapS, website and app development, and model/decision support tool development for various projects, working groups, and proposals Evaluation consultations and assistance services provided support to stakeholders in the region and included the development of evaluation tools such as the crapemyrtle and strawberry pre-workshop PMSP surveys, the SERA3 2024 priorities survey, and the NC EIP needs assessment survey, as well as consultations for EIP and SCRI project proposals and an evaluation workshop with Puerto Rico IPM Extension Professionals 6) Climate Change Focus group protocol has been developed and IRB approval granted A pilot focus group was held with the Center's Advisory Council The first focus group was held in Puerto Rico with IPM Extension Professionals 7) Early Detection and Rapid Response Launched a troublesome weed reporting and verification network as part of EDDMapS in collaboration with USDA OPMP to engage different stakeholder groups including 54 crop consultants, researchers, and industry partners Targeted pest alerts for the Southern Region currently notify 127 users for 246 alerts, that generated 8,154 messages with an average 60% open rate 8) Pollinators Collaborated and supported the NCIPMC Signature Program on Pollinators. They funded 1 additional pollinator focused working group this reporting period: Pollinator Education and Action for Youth. The Working groups from last year have the following membership from the southern region: Rights-of-Way as Habitat (341 of 2,234 members), Managed Pollinator Protection Plans (8 of 61 members), and IPM4Bees (4 of 20 members). 9) IPM Identity Development of the networking analysis questionnaire 10) IPM Information Supplement Hosted 45 websites receiving a total of 5,203,241 page views in 1,794,827 visits from 1,563,662 users 129 newsletters were sent through MailChimp for 5 different organizations. Recipient averages ranged from 222 to 1124 with an average open rate ranging from 41% to 51% 15 webinars were hosted through Zoom for 4 different organizations with a total of 720 attendees 7 podcasts were hosted for the Tactical Sciences Network's "Talking Tactical" podcast series Maps are provided through EDDMapS for 5,305 species and have a total of 425,108 page views in 197,032 visits from 168,022 users Development of 4 MyIPM smartphone apps with 3,058 active users combined Slack messaging app currently has 76 members. As of May 2024, it is on a paid plan which allows for retrieval of all previous messaging history Basecamp project management software currently has 174 open projects and 463 users Development of new contact database Connect. Target Audience:Our diverse stakeholder audience includes, but is not limited to: researchers (public and private sectors), extension agents and administrators, land grant faculty and students, land managers, agricultural workers, underserved and minority populations, state and federal policy makers, partners (EPA, USDA, SERA, etc.), consultants, pesticide safety education program educators, consumers, the general public, etc. We are amplifying our efforts to consciously target DEI and historically underrepresented/underserved stakeholders. Changes/Problems: Nothing Reported What opportunities for training and professional development has the project provided? Nothing Reported How have the results been disseminated to communities of interest?The Southern IPM Center utilizes a variety of communication channels to disseminate results/information to communities of interest. Newsletters, email listservs, websites, social media platforms, photojournalism platform, University news publications, webinars, podcasts, presentations, conference posters/presentations, journal articles, networking at regional and national committee meetings and working group meetings, our advisory council and steering committee, among others, all contribute to the Center's communication channels. What do you plan to do during the next reporting period to accomplish the goals?1) IPM Grants Manage the reporting process and publicize grant project results once received. Prepare and manage the next round of grants. 2) Friends of IPM Present one remaining 2023 award. Prepare and manage the next round of awards. Target advertising to attract more diverse audiences and states, including 1890s land grant institutions, Puerto Rico, and the U.S. Virgin Islands. Revise IPM Ambassador awards program to attract applicants. 3) Data-drive IPM Continued development and management of IPM Data database and website. Continued recruitment of project leads for EPA/OPMP priorities. The first of its kind, a pest-centric PMSP, is under development for diamondback moth. Facilitate currently planned PMSP workshops for strawberry, crapemyrtle, and diamondback moth, respectively. Plan, prepare, and facilitate two PMSP workshops for cotton. Continued participation in the North Central's National Right-of-Way PMSP 4) Networking Continued facilitation of advisory council meetings, SERA3 meetings, and Regulatory Science Network coordination. Continued participation in Regional IPM Centers meetings, regional and national committee meetings, and regional and national working group meetings. Co-Director Magarey is the incoming chair of the National IPM Coordinating Committee and assisting in the planning of the next meeting in Puerto Rico. Continued ARDP and EIP PD collaboration support. Continued organizing efforts to develop the Southern IPM Roundtable as a virtual venue for State IPM Coordinators to assemble around topics of interest and regional priorities. Collaborate with other regional centers to analyze and share the results of the State IPM Infrastructure survey. Conduct focus group on Eco-efficiency in pest management with five interested advisory council members. Group will also collaborate on a special issue planned for the journal: Frontiers in Insect Science. Impacts
What was accomplished under these goals? Research findings have the potential to improve food security, but only if they are recognized and used. The Southern IPM Center improves sustainable food security through broadening the implementation of research findings. The Southern IPM Center improves stakeholder understanding of the importance of IPM through providing funding opportunities, fostering information networks, recognizing IPM leaders, and coordinating information access. As a result, research findings move more efficiently throughout the scientific community and more effectively to a broader audience. The improved IPM research network improves sustainable food security for all communities. Objectives: 1) IPM Grants Southern IPM Grants RFA was developed and released, publicized to stakeholders in the region, and viewed by 146 users Developed and produced webinar for potential applicants: "IPMers Assemble! Get your grant proposal ready." Received 25 RSVPS, 15 live audience members, 11 of which responded to our poll. Every respondent strongly agreed (n = 11, M = 5.00, SD = 0) this webinar improved their understanding of available Center resources and 100% (n = 11) would recommend this webinar to a colleague Managed Southern IPM Grants review process for 24 proposals with two panels. The Center's Twitter page generated 3,485 impressions, the Center's Facebook page gained 44 followers and reached 555 platform users, and the Center's YouTube channel gained 19 followers and received 1,296 views. Preliminary discussions of a contact database have been had with IPM Centers, USDA NIFA, and presented to the National IPM Coordinating committee Continued management of the IPM Data database, Grants Management System, EDDMapS, Bugwood Content Databases, logic model website, and InterAgency Database The resource database received 126 additions on 305 subjects in English and one addition on three subjects in Spanish. Three presentations were uploaded. EDDMapS received 546,763 new records on 250 subjects from 2,115 reporters, and 3,080 record requests for 15,344,486 records from 1,105 users for 28 projects.
